A RESOLUTION OF THE ANAHEI'~ul CITY PLANNING COMMISSION
REINSTATING AND APPROVING CONDITIONAL USE PERMIT NO. 3511
FOR A PERIOD OF FIVE YEARS (5) UNTIL OCTOBER 11, 2004
WHEREAS, on Rpril 6, 1992, the Plann(ng Commission adopted Resolution No. PC92-
45 to approve Conditional Use Permit No. 3511 and permit a church with waiver of minimum number of
parking spaces for five years on property located at 1531 South Sinclair Street; and that on October 3,
1994, the Plarning Commissiori adopted Resolution No. PC94-134 to amend Condition No. 1 of said
Resolution No. PC92-45 and permit the use until October 1, 1999; and
WHEREAS, the petitioner has requested reinstatement of this conditional use permit
under authority of Section 18.G3.093 of the Anaheim Municipal Code to retain the church; and
WHEREAS, this property is developed ~vith an indust~ial building with tenant
improvements for this church facility (Stadium Vineyard Church) in the ML (Limited Industrial) zone; and
that the Anaheim General Plan Land Use Element designates th(s property for Business OfficelMixed-
Use/industrial land uses; and
WHEREAS, the City Planning Commissio~~ did hold a public hearing at the Civic Center
in the City oFAnaheim on Ocf~ber 11, 1999 at 1:30 p.m., notice of said public hearing having been duly
given as requirei: by law and in accordance with the provis;ons of the Anaheim Municipal Code, Chapter
18.03, ;o hear and considEr Rvidence for and against said prcposed conditional use permit and to
investigate and make findings and recommendations in conn~c4ion therewith; ar,d
WHEREAS, said Commission, after due inspection, investigation and study made by
itself and in its behalf, and after due consideration of all evidence and reports offered at said hearing,
does ftnd and determine the following fac~s:
1. That the use is properly one for which a conditional use p~:rmit is authorized by Section
18.61.050.140 of the Zoning Code; and that reinstatement (s authorized by Section 18.03.093.
2. That the reinstating the use will not adversely affect adjofning land uses and the growth
and development of the area in which it is located,

said use in a manner not detrimental to the particular area nor to the peace, heaith, safety, and general
welfare.
4. That the tr7ffic generated by the use has not, and will not, (mpose an undue burden upon
the streets and highwa~s :iesigned and improved to carry tra~c in the area.
5. That -~+r,stating and approving this conditional use peimit, under the conditions imposed,
will not be detrimentai to the peace, health, saia'ry and general welfare of the citizens of the City of
Anaheim.
6. Tha,:4he facts necessary to support each and every required showing for re(nstatement of
this conditional use pa~rmit as set forth in Section 18.03.093.040 of the Zoning Code exist.

confor,mance with all condition~. ~.'°~i siipulations originally approve•! by the Planning Comm(ssion; and
that the Code Enforcemert Divisfan ~staff has no record ot compiaints regarding this church during its
seven years of operation.

8. That no one indicated their presence at the public hearing in opposition to the proposal;
and that no correspondence was received in opposition.
CALIFORNIA ENVIRONPAENTAL QUALITY ACT FINDING: That the Anaheim
Ciry Planning Commission has reviewed the request to reinst~te and approve Conditional Use Fermit No.
3511, which cuRently contains a tirne limitation that expired on October 1,1999, to retain the church on a
rectangulariy-shaped 0.89-acre oroperty having a frontage of 140 feet on the west side of Sinclair Street,
having a maximum depth of 276 feet, being located 395 feet south of the centerline of CeRitos Avenue,
and further described as 1531 South Sinclair Street (Sta~ium Vineyard Church); and does hereby
determine that the Neg~tive Declaration previously approved in connection with Conditional Use Permit
No. 3511 fs adequate to serve as the required environmental documentaUon in connection with this
request upon finding that the declaration reflects the independentjudgment of the lead agency and that it
has considered the Negative Declaration together with any corrments received during the public review
process that there is no substantial evidence that the project wiil have a siynificant effect on the
environment.
NOW, THEREFORE, BE IT RESOLVED that the Anaheim City Planning Commission
does hereby reinstate and approve Condition2; Use Permit No. 3511, and amend Condition No. 1 of
~esolution No. PC92-45, as amended by Resolution No. PC94-134, to read:
That subject use permit shall expire five (5) years from the of this resolution (on
October 11, 2004).
THE FOREGOING RESOLUTION was adopted at the Planning Commission meeting of
