A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AUTHORIZING THE CITY MANAGER TO
ACCEPT THE ALLOCATION OF STATE GENERAL FUNDS
FROM THE CALIFORNIA HOUSING AND COMMUNITY
DEVELOPMENT DEPARTMENT FOR THE CREATION OF
AFFORDABLE HOUSING AND AUTHORIZING TO AMEND
THE CITY BUDGET ACCORDINGLY.
WHEREAS, on July 12, 2021, Governor Newsom signed and approved Senate Bill 129
known as the "California Come Back Plan" to accelerate the state's ongoing recovery from the
Coronavirus pandemic. Senate Bill 129 Section 69, included specific funding requests to help
address the unique and unprecedented challenges facing Orange County communities; and
WHEREAS, the California Housing and Community Development Department,
responsible for the state's General Fund disbursement of the Senate Bill 129 Section 69, Housing
and Homelessness funds, notified City staff that Anaheim was selected to receive $5,500,000 for
the acquisition and rehabilitation of a motel for the purposes of creating affordable housing; and
WHEREAS, the City is conditioned upon receiving the award to enter into a standard
agreement setting forth the standard terms and conditions of the award.
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of Anaheim as
follows:
Section 1. The foregoing recitals are true and correct.
Section 2. The City Manager or their designee is hereby authorized and directed to enter
into, execute, and deliver a Standard Agreement in a total amount not to exceed $5,500,000 and
any and all other documents required or deemed necessary or appropriate to secure the state
general fiords from the California Housing and Community Development Department.
Section 3. The City Manager acknowledges and agrees that it shall be subject to the
terms and conditions specified in the Standard Agreement, and all activities, expenditures,
information, and timelines are enforceable through the Standard Agreement. Funds are to be
used for the allowable expenditures and activities identified in the Standard Agreement.
Section 4. Jim Vanderpool, City Manager, or their designee is authorized to execute the
Standard Agreement and all subsequent documents on behalf of the City.
Section 5. Upon award of funds, the annual budget of the City of Anaheim is hereby
amended by increasing revenue and expenditures in an amount equal to the funds awarded.
Section 6. This Resolution shall take effect immediately upon its passage.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of the City
of Anaheim this 15 day of March , 2022, by the following vote:
