A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM TO SUPPORT IN CONCEPT SENATE BILL 1196
(AS AMENDED APRIL 4, 2022) EXPANDING DEFINITION OF
A STATE TRANSIT ASSISTANCE PROGRAM ELIGIBLE
OPERATOR TO INCLUDE ANAHEIM TRANSPORTATION
NETWORK, AS SPECIFIED
WHEREAS, the State Transit Assistance (STA) Program provides a source of state
funding to eligible public transportation operators and other transportation agencies in order to
support their local and regional transit operating and capital needs; and
WHEREAS, according to the California State Controller's Office, more than 160
agencies are eligible to receive State Transit Assistance (STA) Program funding and are included
on the agency's disbursement list; and
WHEREAS, Anaheim Transportation Network (ATN) is recognized as a federal and
municipal transportation agency, deemed qualified to seek grant opportunities from the State of
California; and
WHEREAS, ATN is a public transit provider for certain areas in the cities of Anaheim,
Buena Park, and portions of Garden Grove; and
WHEREAS, as the City of Anaheim continues to grow, the need to provide residents, our
local workforce employees and millions of visitors with convenient transportation options
becomes essential; and
WHEREAS, the economic vitality of all neighborhoods depends on transportation
options that connect our residents to their jobs — particularly in the hospitality industry, as well as
to other destinations throughout the city and the region; and
WHEREAS, ATN is not currently included as a STA-eligible operator and therefore
cannot receive STA program funding consistent with other eligible public transit operators in
California; and
WHEREAS, Senate Bill (SB) 1196 (As Amended April 4, 2022) would expand the
definition of a STA-eligible operator to include ATN, as specified (current bill amendment
language indicating, in pertinent part, ..... if its bylaws are revised to increase transparency and
accountability, including to provide for the appointment of its board of directors by the Anaheim
City Council."); and
WHEREAS, becoming a STA-eligible operator would provide funding to ATN
consistent with other public transit operators in California and the opportunity to increase
transportation service options; and
WHEREAS, this eligibility legislation would increase overall the amount of resources
available for transit services in the Orange County region.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Anaheim,
to support in concept Senate Bill 1196 (As Amended April 4, 2022) expanding the definition of a
State Transit Assistance Program eligible operator to include Anaheim Tranportation Network,
as specified in the eligibility legislation.
THE FOREGOING RESOLUTION is approved and adopted by the City Council of
the City of Anaheim this 12 day of April 2022, by the following roll call vote:
