A complete copy of the agenda for the meeting of the Anaheim Redevelopment Agency was posted at
3:55 p.m. on January 9, 1998 at the City Hall Kiosk, containing all items as shown herein.
Chairman Daly called the regular meeting of the Anaheim Redevelopment Agency to order at 5:37 p.m.
FINANCIAL DEMANDS AGAINST THE ANAHEIM REDEVELOPMENT AGENCY
in the amount of
$194,616,89 for the period ending January 9, 1998, in accordance with the 1997-98 Budget, were
approved.
ADDITIONS TO THE AGENDA:
There were no additions to agenda items.
ITEMS OF PUBLIC INTEREST:
No items of public interest were addressed.
PUBLIC COMMENTS - AGENDA ITEMS:
Public input was received on Item Agency 1 (see discussion under that item).
CONSENT CALENDAR ITEMS 1:
On motion by Chairman Daly, seconded by Agency Member Lopez,
the following action was authorized in accordance with the reports and recommendations furnished each
Agency Member and as listed on the Consent Calendar Agenda.
1.123: Approving the First Implementation Agreement, substantially in the form attached, for Koll
Anaheim Center Phase II, and authorizing the Executive Director to approve final construction
drawings, and execute all documents necessary to implement said Agreement; and approving
the basic concept drawings, and colors and materials.
Submitted was report dated January 13, 1998 to the Community Development Department
recommending approval of the subject agreement and basic concept drawings and colors and material.
Joe Henesco, Director of the Downtown Anaheim Association. The stated mission of the Downtown
Association is to promote the use of downtown facilities by private and public corporations and
government facilities as well as through events to bring people into the downtown area. They believe
this project (the Disney Travel Building) will go a long way to further those objectives.

John Machiaverna (Mac Jewelers) member of the Downtown Association. He has been located in
downtown for almost five years and is starting to see progress and hopefully Disney Travel locating on
the proposed site will continue the trend.
Lisa Stipkovich, Executive Director of Community Development. The item is actually the
implementation of the Koll Disposition and Development Agreement (DDA). It is another phase in the
Koll project -- a build-to-suit 25,000 sq. ft. building that Koll will be building to house the Disney Travel
Regional Headquarters with opening planned for August, 1998. There will be 150 to 200 employees
working at the facility Monday through Friday as well as Saturdays. In accordance with the DDA, Koll
would be paying the Agency a land sale price of $68,000. The Agency will provide parking which will
initially be flat parking. The estimate in terms of revenue to the Agency over a 20-year period by tax
increment generated would be $426,000 in net present value to the Agency. The reason for support of
the Downtown Association, it is estimated that there will be approximately $240,000 in taxable sales
generated from this use from the people coming in and working at the facility. It means a lot to the
merchants in the area and the atmosphere they are trying to create in the retail along Center Street
Promenade. Staff is asking for approval of the materials and plans as well. Members of Koll and Disney
are present.
Agency Member McCracken. In the past year or so, four or five major community events have been
scheduled in the downtown (Center Street Promenade) area on weekends on Saturdays. There are
music events in connection with the Children’s Festival, a 5-K Run, the Fall Festival, etc. She asked if
the organizations will now have to be concerned that this entity will complain because the events are
disturbing their work site.
Lisa Stipkovich. There will be new flat parking built specifically to handle the parking needs which can
be used in off hours. There will be no impact on the current level of parking available for the public
during those events. As far as noise or disturbances, as long as they are able to work inside the building,
sound attenuation should not be a problem.
Agency Member McCracken. This has become “our” downtown center. The business community has
also tried to survive on Saturdays on such events and the community has come to expect them.
John Machiaverna. It is basically the same situation with PacBell and there is great cooperation with
them. They even sponsor a lot of the events. He would think the same would be true of Disney and they
would enhance the events by their participation.
Joe Henesco. The Thursday concert series are held during the summer along with the Farmer’s Market
practically right at PacBell’s “front door” and there have never been any complaints. If anything, the
comments are positive. He does not see a problem.
Mr. Bill Ross, Disney Company, speaking on behalf of Disney. It would be very easy to accommodate
any downtown events and Disney would continue to encourage those events. He does not see a conflict.
Chairman Daly. He sees this as being very beneficial to downtown because it will create additional jobs
and activity. The building will be attractive and there is a great architectural look to it. It is a quality
development and the operator is in it for the long haul. The business, regional headquarters of a national
company, is relocating within the City and it is important to seize this opportunity to keep 150 jobs in
Anaheim and more importantly bring additional business to downtown which needs more activity.
Agency Member McCracken. A few individuals have expressed concern there still does not seem to be
a sense of place for them in downtown, i.e., an area they relate to as their community and their center.
She feels she needs to say that and especially for those members of the community who feel that still
has not been accomplished. It is also a concern that she has. It was approximately 18 years ago when
there was a different downtown Anaheim and a sense of place. She is not saying that they can go back
but she would like to work on that issue and that vision.

Lisa Stipkovich. She relayed some of the other projects that are in process to complete the vision they
share with the community. They do have sight of the vision that people want to see.
Chairman Daly. His perspective on sense of place, downtown has always struggled to create an
appropriate sense of place. They are doing their best to complete the picture and this proposal will help
in providing that vision.
Agency Member Lopez. He has been with the City as a Police Officer for 29 years. Downtown Anaheim
will never be what it was 29 years ago. He feels they have made positive moves in the downtown area
and Mrs. Stipkovich and her staff have done a great job. He would say 95% of the residents and
business people are pleased with what they are doing. This proposal is also a step in the right direction.
He does want to be certain there is enough park space created so they can continue to have events in
downtown. He reiterated he is pleased with the direction in which things are going.
