RESOLUTION NO. 82R- 534
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENDING THE RATES, RULES AND REGULATIONS
FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS
ADOPTED BY CITY COUNCIL RESOLUTION NO. 7lR-478 AND
MOST RECENTLY AMENDED BY CITY COUNCIL RESOLUTION NO.
82R-37l.
WHEREAS, the City of Anaheim maintains an electric
distribution system for the furnishing of electricity to residents and
inhabitants of the City of Anaheim and has adopted Electric Rates, Rules
and Regulations for the sale and distribution of electric energy; and
WHEREAS, it is the policy of the City Council that Anaheim's
Electric Utility shall be self-supporting from charges made by the City
for electric energy furnished to consumers and for services rendered in
connection therewith; and
WHEREAS, by Resolution 79R-l90, the City Council delegated to
the Public Utilities Board the authority to conduct hearings pursuant to
the Public Utility Regulatory Policies Act of 1978; and
WHEREAS, a hearing was held on October 21, 1982 before the
Public Utilities Board and evidence was presented in connection with the
proposed revision of electric rates; and
WHEREAS, the Public Utilities Board considered the California
Environmental Quality Act and made the following findings:
1. The largest single item requiring a revenue
increase considering the period of July 1, 1982
through June 30, 1983 is power supply at an
estimated cost of $116,942,000.
2. Other operating expenses and capital
expenditures estimated to cost $30,369,000 are
due to salary increases and higher material
costs.
3. Debt service requirements and an increase in
reserve amounts estimated to cost $15,937,000
are required to meet financial reserves and
requirements.
4. The transfer to the general fund in an amount
estimated to be $5,266,000 is authorized by the
City Charter and constitutes an Intra-City
transfer.

5. The working capital decrease in an amount
estimated to be $8,476,000 is possible and still
provides a reserve margin to meet cur~ent debts
as they mature and thus constitutes a reserve
requirement.
6. The matters covered in 1 through 5 above come
within Section 2l080(8) of the Public Resources
Code of the State of California thus the
establishment of these rates is exempt from the
California Environmental Quality Act; and
WHEREAS, a Notice of Hearing in compliance with the National
Energy Act of 1978 was published as follows:
1. On September 10 and 13, 1982 and on October 19,
1982, notices of the public hearing and
continued public hearing on electric rates,
respectively, were published in the Anaheim
Bulletin and proof thereof is on file with the
Secretary of the Public Utilities Board.
2. On September 10 and l3, 1982 and on October 18,
1982, notices of the public hearing and
continued public hearing on electric rates,
respectively, were published in the Santa Ana
Register and proof thereof is on file with the
Secretary of the Public Utilities Board.
3. On September 10 and 13, 1982 and on October 18,
1982, notices of the public hearing and
continued public hearing on electric rates,
respectively, were published in the Orange
County Edition of the Los Angeles Times and
proof thereof is on file with the Secretary of
the Public Utilities Board; and
WHEREAS, the Public Utilities Board has considered the proposal
of the Public Utilities Department and has considered the evidence
presented at the public hearing; and
WHEREAS, the Public Utilities Board has made the following
findings with respect to the need for an electric rate increase:
1. The Electric System revenue requirement of the
Anaheim Public Utilities Department will be
established, as set forth below, on the basis of
projections for the 1982-83 fiscal year
consisting of the twelve months July 1, 1982
through June 30, 1983.

2. A reasonable estimate of the revenue requirement
for power supply expenses for the 1982-83 fiscal
year is $116,942,000 as shown in Exhibit DLA-l.
3. A reasonable estimate of the revenue requirement
for other operating expenses for the 1982-83
fiscal year is $15,226,000 as shown in
Exhibit DLA-1.
4. A reasonable estimate of the revenue requirement
for capital expenditures for the 1982-83 fiscal
year is $15,143,000 as shown in Exhibit DLA-l.
5. A reasonable estimate of the revenue requirement
for debt service and reserve increase for the
1982-83 fiscal year is $15,937,000 as shown in
Exhibit DLA-l.
6. A reasonable estimate of the revenue requirement
for transfer to the General Fund for the 1982-83
fiscal year is $5,266,000 as shown in Exhibit
DLA-l.
7. A reasonable estimate of the revenue requirement
offsets due to other electric revenues and
interest income for the 1982-83 fiscal year is
$25,244,000 as shown in Exhibit DLA-1.
8. A reasonable estimate of the revenue requirement
for working capital decrease for the 1982-83
fiscal year is $8,476,000 as shown in Exhibit
DLA-l.
9. An estimated revenue requirement of $134,794,000
set forth below, is appropriate for the 1982-83
fiscal year:

10. It is appropriate to authorize this increase in
two steps, with the step 2 increase to become
effective when authorized by the Public
Utilities General Manger, which date is intended
to be the same day that Southern California
Edison begins charging the Southern California
Edison wholesale rate, (Schedule TOU-R in FERC
Docket No. 82-427). The Step 1 increase became
effective on June 2, 1982. Edison has stated
that Step 2 increase will not become effective
until Unit 2 of San Onofre Nuclear Generating
Station is operational.
11. It is appropriate to perform cost-of-service
studies in order to determine the allocated
revenue requirements for the test periods for
the following customer classes: Residential;
Small Commercial; Large Commercial; Industrial;
Agricultural and Pumping; Street Lights; and
Municipal.
12. It is appropriate to establish test years by
annualizing the power supply costs and debt
service requirements which result in annualized
base rate revenue requirements of $148,576.000
for the Step 1 increase and $163,296,000 for the
Step 2 increase. The customer class base rate
revenue requirements as determined on the basis
of the cost-of-service analyses are shown in
Exhibits RWE-1A and RWE-IB and are appropriate:

13. Section 1221 of the City Charter provides that
utility rates charged to a class of consumers
shall be uniform within the class and shall be
based on cost-of-service for the class.
Section 1221 also provides that lifeline rates
may be established, which rates would not
necessarily be based on cost-of-service.
14. The California Public Utilities Commission has
established lifeline rates for Southern
California Edison Company (Edison) and Edison is
the retail supplier of electric service in all
the communities surrounding Anaheim, and
therefore, it is appropriate to establish
residential lifeline rates for Anaheim.
15. To the extent that the Anaheim lifeline rates
produce lower revenues than would be produced by
rates based on cost-of-service, the rates
charged for nonlifeline sales must be increased
above the level of rates based on
cost-of-service. The difference between the
revenues from sales made at the lifeline rates
and revenues from those sales made at
cost-of-service rates is the lifeline shortfall.
16. In allocating the lifeline shortfall to the
nonlifeline customers, it is appropriate to give
consideration to both cost-of-service and the
retail rates of Edison.
17. On the basis of the preceding finding, the class
revenues under the proposed base rates as shown
in Exhibit RWE-3A for Step 1 and Exhibit RWE-3B
for Step 2 are reasonable and appropriate:

WHEREAS, the Public Utilities Board considered the Public
Utility Regulatory Policies Act of 1978 (PURPA) Standards and made the
following findings:
1. The retail electric sales of the Anaheim Public Utilities
Department exceed 500 million kilowatt-hours per year and,
therefore, the Department is covered by Title I and Title
II of the Public Utility Regulatory Policies Act of 1978.
2. The California Public Utilities Commission does not have
ratemaking authority with respect to the Anaheim Public
Utilities Department and, therefore, responsibility for
the consideration and determination of certain ratemaking
standards and provisions set forth in PURPA lie with this
Board and the Anaheim City Council.
3. Consideration was given five ratemaking standards of Title
I, Section 111 of PURPA.
4. The cost-of-service standard of Title I, Section 111 of
PURPA. The Public Utilities Department presented an
allocated cost-of-service study and presented rates for
each customer class which were based on cost-of-service.
The rates recommended by this Board differ from
cost-of-service only to the extent necessary to distribute
the lifeline shortfall to the remaining customer classes.
As shown in Finding 3 (q), except for the Residential
class, all classes will pay rates which produce revenues
equal to or greater than the allocated cost-of-service.

5. The Declining block Rate Standard of Title I, Section 111
of PURPA. The energy components of the rates recommended
by this Board do not have declining block energy charges.
6. The Time-Of-Day Rate Standard of Title I, Section III of
PURPA. The Public Utilities Department will be installing
time-of-day recording meters and plans to conduct a load
research study and develop the information necessary to
estimate the magnitude of savings and costs which would be
associated with time-of-day rates. It would be premature
for the Department to offer time-of-day rates without
sufficient study.
7. The Seasonal Rate Standard of Title I, Section III of
PURPA. The Public Utilities Department intends to
continue to study seasonal rates in conjunction with its
studies of time-of-day and interruptible rates.
Therefore, no determination with respect to seasonal rates
is made at this time.
8. The Interruptible Rate Standard of Title I, Section 111 of
PURPA. The Public Utilities Department intends to
continue to study interruptible rates in conjunction with
its studies of time-of-day and seasonal rates and
cogeneration rates. Therefore, no determination with
respect to interruptible rates is made at this time.
9. The Load Management Techniques Standard of Title I,
Section 111 of PURPA, the Master Metering, Automatic
Adjustment Clauses, Information to Consumers, Procedures
for Termination of Electric Service and Advertising
Standards of Title I, Section 113 of PURPA and the
Lifeline Rates Standard of Title I, Section 114 of PURPA.
The Public Utilities Department is in compliance with the
PURPA standards. Therefore, no additional determination
with respect to these standards is made at this time.
WHEREAS, based on the findings hereinabove made, the
Public Utilities Board of the City of Anaheim recommends to the City
Council that the Council adopt the findings of the Public Utilities Board
with respect to the matters contained herein and adopt the ele~tri~
rates, for the Step 1 increase, as shown in Exhibit RWE-4Aj and
WHEREAS, the City Council has considered the evidence and
concurs with the findings of the Public Utilities Board as set forth
hereinabove.
NOW, THEREFORE, BE IT RESOLVED that the findings of the
Public Utilities Board be, and they are hereby, adopted by the City
Council of the City of Anaheim.

POWER COST ADJUSTMENT
APPLICABILITY
Applicable to all areas served by the Utility and to all kilowatt hours billed
under all rate schedules 3S defined under the special condit,ions of the rate
schedules. \
PURPOSE
To provide for increases and decreases of the Utility's charges for electric
service to refl~ct increases and decreases '1n the total cost of power.
APPLICATION OF POWER COST ADJUSTMENT
The Power Cost Adjustment Billing Factor ~r Factors (PCABF), in cents per kwh,
which are set forth below, shall be applied to kilowatt hours sold on and
after tbe effective date, as also set forth below, and continuing thereafter
until the next Power Cost Adjustment Billing Factors become effective. The
dollar amount to be added to or subtracted from each bill due to the Power
Cost Adjustment shall be obtained by multiplying the number of kilowatt hours
for which the bill is rendered by the applicable Power Cost Adjustment Billing
Factor or Factors. The Power Cost Adjustment Billing Factor for Lifeline
Service shall be applied to all kilowatt hours purchased at the Lifeline
rate. The Power Cost Adjustment Billing Factor for other than Lifeline
~ervice shall be applied to all kilowatt hours purchased at' ra,tes other than
the Lifeline rate.

CALCULATION OF THE POWER COST ADJUSTMENT BILLING FACTORS
1. The total cost of power included in the Utility's Base Rates Is
computed at $8.45 per kilowatt plus 4.963 per kilowatt hour plus
$2950. (Based on Southern California Edison Company's Schedule
TOU-R, FERC Docket No. ER82-427, Step 1 increase, effective June
2, 1982.)
2. A Power Cost Balancing Account shall be maintained. At the end
of each month, the account balance will be calculated as follows:
a. Subtract from the balance which existed at the end of the
prior month the amount, in dollars (which may be positive
or negative), by which the actual cost of power from the
current month exceeds the total cost included in the base
rates, which is defined in paragraph 1, above. The actual
cost may include all of the following:
(1) All costs of purchased power.
(2) All transmission and dispatching costs associated with
delivery of power to the Lewis Substation.
(3) Nuclear fuel cost, based on an amortization rate.
(4) Other fuel. costs.
(5) Operation and maintenance expenses associated with
power generation.
.(6) An estimated amount based on a rate per kwh of nuclear
fueled generation to provide funds for storage/disposal
of spent nuclear fuel and nuclear plant
decommissioning. The initial rate 1s O.O~O cents per
kwh.
(7) Certain insurance costs associated with replacement
capacity costs for integrated generation resources.
b. Add the amount, in dollars, recovered from the application
of PCA Billing Factors which were effective during the
month. Such amount shall be the product of kwh of energy
billed during the month and the applicable peA Billing
Factors.
3. Within 60 days after the end of each month, the Public Utilities
Department shall prepare and distribute as set forth in
paragraph 5 following, a report which shall show:

The peA Billing Factors charged during each of the
preceding twelve months.

4. The Public Utilities Department shall then develop, if necessary,
revised peA Billing Factors to become effective at a date
determined by the Public Utilities Department. The revised peA
Billing Factors will be designed by giving consideration to the
following factors:
a. Rate stability is desirable and frequent changes in the PCA
Billing Factors are undesirable.
b. The balance in the Power Cost Balanci~g Account should be
maintained between a positive $3,000,000 and a negative
$250,000. It shall be ~he practice of the Public Utilities
Department to make appropriate adjustments to the PCA Billing
Factors, based on the estimate for the six-month forecast
period, 50 as to maintain the account balance within the
established limits. If, at any time the account balance does
become greater than a positive $3.000,000, or less than a
negative $250,000, an adjustment in the PCA Billing Factors
shall be made so as to return the account balance to within
the established limits.
5.
The Public Utilities Department shall furnish to the Public
Utilities Board and to the City Council the report discussed in
part 3 together ~ith notice of any revised peA Billing Factor.
6.
The Public Utilities Department generally will make the revised
peA Billing Factors effective as of the first day of the
appropriate month.

by a customer to serve separately an X-ray installation, the customer
charge will be increased by $1.00 per kva of transfqrmer capacity
requested.
G. No adjustment will be made for any temporary reduction in load. Any
customer who resumes service within twelve months must pay all
charges that would have been billed had service been continuous.
H. Power Cost Adjustment:
The rates above are subject to adjustment as provided for in
Schedule peA. The app1j.cable power cost adjustment billing factor
set forth therein"will be applied to all kwh billed under this
schedule.

The charges will be adjusted each month for the power factor 8S
follows:
The charges will be decreased by 20 cents per kilowatt of
measured maximum demand and will be increased by 20 cents per
kilovar of reactive demand. However, .in no case shall the
kllovars used for the adjustment be less than one-fifth the
number of kilowatts.

The kl10vars of reactive demand shall be calculated by
multiplying the kilowatts of measured maximum demand by the
ratio of the kl1ovar-hours to the kilowatt-hours. Demands in
kilowatts and kilovars shall be determined to the nearest
unit. A rachet device will be installed on the k11ovar-hour
meter to prevent its reverse operation on leading power factor.
D. Voltage Discount:
p The charges before power factor and fuel cost adjustments will be
reduced by 3% for service delivered and metered at voltages of from 2
to lOKV; by 4% for service delivered and metered at voltages of from
llKV to 50KV; and by 5% for service delivered and metered at voltages
above 50KV; except that when only one transformation from a
transmission voltage level is involved, a customer normally entitled
to a 3% discount will be entitled to a 4% discount.
Eo Temporary Discontinuance of Service:
Where the use of energy is seasons.l or intermittent, no adjustment
will be made for a temporary discontinuan~@ of serviee. Any eustomer
prior to resuming service within twelve months after such service was
discontinued will be required to pay all charge~ which would have
been billed if service had not been discontinued.

SPECIAL CONDITIONS
A. The rate applies to service rendered at 240 or 480 volt6 at the
option of the consumer. 746 watts shall be equ~valent to 1 HP.
B. Whenever, upon test, any equipment is found to be delivering more
than 125% of its capacity as indicated by its nameplate rating, the City
may disregard the nameplate rating and base its charges upon the actual
output as calculated from the test.
c. Where the use of energy is seasonal or intermittent, no. adjustment
will be m~cle for any temporary reduction of connected load. Any customer
resuming service on such connected load within 12 months after it was
djsconnecttd, will he required to pay all charges which would have been
billed if the temporary reduction of connected load had not been made.
D. Power cost Adjustment:
The~ rates above are subject to adjustment as provided for in Schedule
peA. The applicable power cost adjustment billing factor set forth

B. Other Than Standard Equipment. Where the. customer requests the
installation of other than the standard equipment and such requested
equipment is acceptable to the City, the city will install the requested
equipment provided the customer agrees to advance the estimated difference
in cost insta.lled between suc.h equi.pment and standard equipment. Advances
made for thic purpose will not be refunded. Facilities installed in
connection with such agreements become and remain the sole property of tbe
City.

SPECIAL CONDITIONS
A.
Area lighting service will be furnished from dusk to dawn,
approximately 4.140 hours per year~ by utility-owned luminaires
suppli.ed from the utility's existing 120/240 volt overhead circuits
and mounted on existing utility-owned wood .poles as standard
equipment. Where the service requested required the installation of
additional new wood poles, not more than one new wood pole will be
installed for each luminaire in the installation.
B.
Where the customer requests the installation of other than the
standard equipment furnished by the utility and such requested
equipment is acceptable to the utility. the utility will install the
requested equipment provided the customer agrees to advance the

DESCRIPTION OF SERVICE
A. GENERAL
1. The character of service available at any particular location should
be ascertained by inquiry at the City's Electrical Division office.
2. The rate schedules included herein are applicable for service where
the customer purchases his entire electrical requirements from the
Utility, except where such schedules specifically provide otherwise.
and are not applicable where a part of the customers electrical
requirements are supplied from some other source.
3. The rate schedules included herein are only applicable for service
provided from overhead distribution facilities (or where underground
distribution facilities are provided for the Utility's operating
convenience or in accordance .with the provisions of Rules Nos. 15,
15.1, 16 and 20) except where schedules speciflcally provide
otherwise.
4.
Alternating current service of approximately 6o-cycle frequency will
be supplied.

Voltages referred to in the tariff schedules are nominal voltages and
in some few instances reasonable variations may occur.
6. Service will be supplied at one standard voltage for each class of
service.
B. PHASE AND VOLTAGE SPECIFICATIONS
l. Standard nominal voltages of the Utility are as follows:
a. Distribution voltages - 120, 120/240. 240, 240/480. 277/480.
2400, 4160 volts.
b. Voltages in excess of 33,000 volts are transmission voltages.
For its operating convenience, the City may elect to supply a
customer from lines of transmission voltage. In such ease, the
customer may select as a standard delivery voltage one of the
folloWing: 2400, 4160, 6900, 12)000 volts or such other vOltage

c. Where the City maintains four-Wire wye-connected polyphase
secondary mains: 120, 120/208, and 208 volts.

d. Loads on three-phase service must be balanced between
phases in accordance with good engineering practice.
e. Three-phase service may be supplied to installations having.
a proposed main service switch in excess of the switch
capacities specified above provided approval of the Utility
has first been obtained as to the number and size of
switchesJ circuits and related facilities. Such service
will be supplied from two separate service connections at
one location from one transformer location. Energy so
supplied will be measured through one meter. The loads
will be balanced as closely as practicable between the
services.
4. Combined Single-phase Service and Three-phase.Service
a.
Service may be supplied at 120/208 volts four-wire,
wye-connected where the Utility does not maintain four-wire
secondary polyphase mains, provided: (1) written
application is made for such service by the customer; (2)
the customer's load 1s of such a size to require an
individual transformer installation of not less than 15 KVA
when supplied from the overhead system and 45 KVA when
supplied from an underground system. Transformer capacity
is based on load diversity as determined by the Utility;
and (3) the customer provides space acceptable to the
Utility on his prem18es.~o accommodate the installation of
the Utility's facilities.

Each contract for electric service shall contain the following
provision:
"This contract shall at all times be subject to such changes or
modifications by the City Council of the City of Anaheim as said
City Council may, from time to time, direct in the exercise of
its jurisdiction."

The following statements will be printed on each utility bill:
"This bill is due and. payable upon presentation. If not
paid within 15 days, service is subject to discontinuance
without furthe~ notice."
"PROCEDURES FOR PROCESSING PAYMENT OF DISPUTED UTILITY BILL
Should you have a question regarding this bill please
request an explanation from the Customer Service Division
of the City of Anaheim, telephone 999-5150. If you
thereafter believe you have been billed incorrectly,
contact the Utilities Billing Supervisor, 200 S. Anaheim
Blvd., Anaheim, California 92805, telephone 999-5132,
between the hours of 8:00 AM and 5:00 PM to request a
hearing appointment. At said hearing you may give oral
argument and present evidence as to your claim. If after
appropriate hearing, you sti-l.l. believe you have been billed
incorrectly, send your remittance (payable to the City of
Anaheim) with the bill and a statement supporting your
belief that the bill 1s not correct to 'the General Manager
of the Public Utilities Department, P. O. Box 3222 Anaheim,
California 92803, to avoid discontinuance of service. The
General Manager will review the basis of the billed amount

The following statement will be printed on each discontinuance of
service notice:
"If service disconnection becomes necessary, a $12.00
reconnection charge must be paid for each service disconnected,
in addition to the amount of your bill, before service can be
restored. A $2.00 collection fee is also required if you wish
our field representative to accept your payment. A deposit or
additional deposit may also be required."

The following statements will be printed on each receipt for a cash
deposit to establish or re-establish credit for service:

RATES ~~ OPTIONAL RATES
A. EFFECTIVE RATES
The rates charged by the Utility for electric. service are those on
file with the Utilities General Manager, City of Anaheimt and legally
in effect. A copy of complete tariff schedules as filed with the
Utilities General ~~nagert shall be maintained for public inspection
at the Public Utilities Department.
B.
OPTIONAL RATES

Where there are two or more rate schedules, rates, or optional
provisions applicable to the class of service requested by the
applicant, the Utility or its authorized employees will call
applicant's attention, at the time application is made, to the
several schedules, and the applic~nt must designate which rate
schedule, rate, or optional provision he desires. When the customer
notifies the Utility of any material change in the size, character,
or extent or his utilizing equipment or operations, in accordance
with Section C. of Rule No.3, the Utility will, within a reasonable
time, advise the customer of the resulting rate options. In the
absence of the notification provided for in Section C. of Rule No.3,
the Utility assumes no responsibility off advising the customer of
lower optional rates under other existing schedules, rates, or
optional provisions available as a result of the customer's changes
, in equipment or operations.
c.
NEW OR REVISED RATES
Should new or revised rates be established after the time
applications is made, the Utility will, within a reasonable time, use
such means as may be practicable to bring them to the attention of
those of its customers who may be.affected thereby.
D. CHANGE OF RATE SCHEDULE
1. A change to another applicable rate schedule, rate, or optional
provision will be made only where the customer elects to make
such change, or ~here in the opinion of the Utilities
Department. another rate schedule is more applicable.
2. Should a customer so elect, the change will be made provided:

A change has not been made effective during the past
twelve-month period; or

b. The change is made to, or from, a new or revised rate
schedule; or
c. There has been a change in the customer's operating
eonditions for that service whieh, in the opinion of the
Utility, justifies the change;.and
d. The change is not made more often than once in twelve
months where service is being supplied under a schedule
containing an annual fixed charge or an annual minimum
charge; and
e. The eustomer has made the request by written notice to the
Uti.lity ·
3. The change will become effective for the billing period during
which the customer has requested the change.
E. INTERCONNECTION
Unless otherwise stated in the rate schedule, the rate schedules of
the Utility are applicable only for service supplied entirely by the
Utility without interconnection with any other source of supply,
except that interconnection may be a double-throw switch where
necessary to meet the minimum requirements for emergencies.

SHORTAGE OF SUPPLY AND INTERRUPTION OF DELIVERY
A. SHORTAGE AND INTERRUPTION
1. The City will exercise reasonable diligence to furnish a
continuous and sufficient supply of electricity to its customers
and to avoid any shortage or interruption of delivery thereof.
It cannot~ however, guarantee a continuous or sufficient supply
or freedom from interruption.
2. The City will not be liable for interruption or shortage of
supply, nor for any loss or damage occasioned thereby.
3. Whenever, in the operation of the City's electric plants.
properties, and/or systems, interruption in the delivery of
electric energy to customers results from or is occasioned by
causes other than the exercise by the City of its right to
suspend temporari.ly the delivery of electric energy for the
purpose of making repairs or improvements to its systemt notice
of any such interruption will not be given to the customers of
the City, but the City shall exercise reasonable diligence to
reinstitute delivery of electric energy.
B. TEMPOR)~Y SUSPENSION FOR REPAIRS
1. .The City, \1henever it shall find it neeessary for the purpose of
making repairs or improvements to its system, will have the
right to suspend temporarily the delivery of electricity. In
all cases, as reasonable notice thereof as circumstances will
permit will be given to the customer, and the making of such
repair~ or improvements will be prosecuted as rapidly as may be
practicable and, if practicable, at. such times as will cause the
least inconvenience to its customers.
2. ~le~ it is nec~ssary to suspend temporarily the delivery of
electricity for repairs or improvements to the system in
accordance with Paragraph B-1 above, and the customer requests
that such su&pension of service occur at other than normal City
working hours, the customer shall pay in advance. the total
estimated labor related costs incurred by the City for
performing 'the work during non-regular City work hours.

APPORTIONMENT OF SUPPLY DURING TIME OF SHORTAGE
Should a shortage of supply ever occur, the City will apportion its
available supply of electricity among its customers as authorized or
directed by the Public Utilities General Manager in the manner that

, 2. Extensions to serve real estate subdivisions will be made in
accordance with Section B hereof.
D. UNDERGROUND EXTENSIONS
1. General. Underground line extensions will be made only where
mutually agreed upon by the Utility and the applicant, except in
those areas where the Utility maintains or desires to maintain
underground distribution facilities for its operating
convenience or in compliance with applicable laws, ordinances,
or similar requirements of public authorities and the City
Council.
2. Utility-Installed Extensions to Serve Individuals.

Normally underground extensions will be installed. owned
and maintained by the Utility provided the applicant pays
in advance a nonrefu~dable sum as determined by the Public
Utilities General Manager.

Where mutually agreed upon "by the Utility and the
original applicant (s) and where the installation of
an underground transformation point (8 single
transformer or transformer bank) will be required. all
applicants to receive underground service from the
transformation point will be considered as a group for
the purpose of this rule.
2.
Each applicant's share of the cost of the underground
line extension shall be the sum of the amounts
determined 1n Sections D.2.a divided by the number of
applicants.

1. Special Situations - Special conditions of voltage, load.
service, facilities and related matters applicable to these
Rules and Regulations not expressly covered, sha~l be resolved
by the Public Utilities General ~~nager.
2. Exce?tional Cases - In unusual circumstances. when the
application of these rules appears impractical or unjust,
developer may refer the matter to the Public Utilities General
Manager for special ruling or for the approval of special
conditions which are agreed upon prior to commencing
con~truction. If the matter is not satisfactorily resolved with
the Public Utiiitles General Man.ager, the developer' may petition
the City Council fo~ final determination.

e. The City will furnish as a normal metering installation,
meters adequate to measure at a single point of delivery
the demand and energy .consumption, as specified in the rate
tariff or as determined by the Public Utilities General
Manager the type of such meters to be determined by the
City. Provision must be made for installing a ki1ovar-hour
meter on all installations requiring a main switch of 600
amperes at 240 volts or 400 amps at 480 volts. The .
customer shall provide space acceptable to the Utility for
the required metering installation. Primary metering
installati.ons sha.ll conform to the Utility's requirements
and specifications.
2. Miscellaneous Service Equipment
8.
Equipment Furnished by Customer. All service switches,
fuses, meter sockets, meter and Instrumen~ transformer
housing, switchboard meter test busses and similar devices,
irrespective of voltage) required in connection with
service and meter installation on customer's premises,
shall be furnished, installed, and maintained by the
customer in accordance with the Utility's requirements.
Detailed information will be furn~shed by the Utility on
request.
b.
Equipment Furnished by Utility. The Utility will furnish
and install the necessary instrument-transformers, test
facilities (except switchboard meter test busses), and
meters. Also, the Utility will furnish the metering
enclosures when it deems it necessary to locate metering
equipment at a point that Is not accessible to the customer.

2. Underground Service Connections
8. Any customer desiring the service conductors to be
installed underground shall furnish, install and maintain,
at his expense., conduit or duct from a terminating pull box
to the pole. designated by the Utility.for City on which
connection is to be made. The customer shall also furnish
at his expense, and convey to the Utility the necessary
material to reach the service arm of the designated pole.
The Utility will thereafter own, erect and maintain this
material. Material furnished by the customer and its
installation shall be as. specified by the Utility.
b.
The size of conductors to be furnished or paid for by the
customer will be determined by the Utility and the Utility
will assist on installation at its expense. The customer
shall pay the cost of conductors for the entire distance.
The customer shall furnish and install. at his expense. a
pull line as specified by the Utility.

c. ~~ere customer desires total underground facilities, the
customer shall pay prior to the time of installation the
nonrefundable sum as determined by the Utilities Department.
3. Number of Services to be Installed
a.
The City will not install more than one service for the
same voltage and phase classification for anyone building
or group of buildings on a single premises. except as
separate services may be installed for separate building or
groups of bUildings. where necessary for the operating
convenience of the City.

2. The annual budgeted amount for undergrounding within the City of
Anaheim may be allocated by the City Council upon recommendation
of the Public Utilities General Manager.
3. The undergrounding extends for 8 minimum distance of one block
or 600 feet, whichever is the lesser.
B. In circumstances other than those converd by A. above, the Utility
will replace its existing overhead distribution facilities with
underground distribution facilities along public streets and roads or
other locations mutually agreed upon when ~equested by an applicant or
applicants where all of the following conditions are met:

All property owners served from the overhead facilities to
be removed first agree in writing to perform the wiring
changes on their premises so that service may be furnished
from the underground distribution system in accordance with
the Utility's rules and that the Utility may discontinue
its overhead service upon completion of the underground
facilities, or
b. Suitable legislation is in effect requiring such property
owners to make such necessary wiring changes and
authorizing the Utility to discontinue its overhead service.
2. The applicant has:
a. Furnished and installed the pads and vaults for
transformers and associated equipment, conduits, ducts,
'boxes, pole bases and performed other work related to
structures an~ substructures including breaking of
pavement. trenching, backfilling, and repaving required in
connection with the installation of the underground system,
all in accordance with Ut1l1ty'c specifications, or, in'
lieu thereof, paid the Utility to do so.
b. Transferred ownership of such facilities, in good
condition, to the Utility; and
