A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
AMENDING THE RATES, RULES AND RmULATIONS FOR THE SALE AND
DISTRIBUTION OF ELECTRIC ENER;Y AS ADOPTED BY CITY COUNCIL
RESOLUTION NO. 71R-478 AND MOST RECENTLY AMENDED TO IMPLEMENT
THE STEP 1 ELECTRIC RATE INCREASE walCH WILL B8COME EFFECTIVE
NOVEMBER 3, 1982.
WHEREAS, the City of Anaheim maintains an electric distribution
system for the furnishing of electricity to residents and inhabitants of
the City of Anaheim and has ado~ed Electric Rates, Rules and Regulations
for the sale and distribution of electric energy; and
WH~REAS, it 1s the policy of the City Council that Anaheimls
Electric Utility shall be self-supporting from charges made by the City
for electric energy furnished to consumers and for services rendered in
connection therewith; and
WHEREAS, the City Council has adopted the findings and
recommendations of the Public utilities Board to authorize an electric
rate increase in two steps; and
WHEREAS, it is appropriate that the effective date of the step
2 increase shall be the same day that Southern California Edison begins
charging the Southern Ca1ifornia Edison Step 2 wholesale rate, (Schedule
TOU-R in Federal Energy Regulatory Commission Docket No. ER82-427).
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City
of Anaheim that the Electric Rates, Rules and Regulations adopeed by City
Council Resolution No. 71R-478 and most recently amended to implement the
Step 1 electric rate increase which will become effective November 3,
1982, be amended as follows to wit:

Applicable to all areas served "by the Utility and to all kilowatt hours
billed under all rate schedules as defined under the special conditions
of the rate schedules.
PURPOSE
To provide for increases and decreases of the Utility's charges for
electric service to reflect increases and decreases in the total cost of
power.
APPLICATION OF POWER COST ADJUSTMENT
The Power Cost Adjustment Billing Factor or Factors (PCABF), in cents per
kwh, which are set forth below) shall be applied to kilowatt hours sold
on and after the effective date, as also set forth below, and continuing
thereafter until the next Power Cost Adjustment Billing Factors become
effective. The dollar amount to be added to or subtracted from each bill
due to the Power Cost Adjustment shall be obtained by multiplying the
number of kilowatt hours for which the bill is rendered by the applicable
Power Cost Adjustment Billing Factor or Factors. The Power Cost
Adjustment Billing Factor for Lifeline Service shall be applied to all
kilowatt hours purchased at the Lifeline rate. The Power Cost Adjustment
Billing Factor for other than Lifeline service shall be applied to all
kilowatt hours purchased at rates other than the Lifeline rate.

CALCULATION OF THE POWER COST ADJUSTMENT BILLING FACTORS
I. The total cost of power included in the Utility's Base Rates Is
computed at Sll.OO per kilowatt plus 4.963 cents per kilowatt
hour plus 51625. (Based on Southern 'California Edison Company's
Schedule TOU-R, FERC Docket No. ER-82-427, Step 2 increase
effective MM-DD-YY).
2. A Power Cost Balancing Account shall be maintained. At the end
of each month. the account balance .will be calculated as follows:
a. Subtract from the balance which existed at the end of the
prior month the amount, in dollars (which may be positive
or negat1ve), by which the actual cost of power from 'the
current month exceeds the total cost included In the base
rates, which is defined in paragraph 1, above. The actual
cost may include all of the following:

(1) All costs of purchased power. .
(2) All transmission and dispatching costs associated with
delivery of power to the Lewis Substation.
(3) Nuclear fuel cost. based on an amortization rate.
(4) Other fuel costs.
(5) Operation and maintenance expenses associated with
power generation.
(6) An estimated amount based on a rate per kwh of nuclear
fueled generation to provide funds for
storage/disposal of spent nuclear fuel and nuclear
plant dp.commissioning. The initial rate Is 0.020
cents per kwh.
(7) Certain insurance costs associated with replacement
capacity costs for integrated generation resources.
b. Add the amount, in dollars, recovered from the application
of peA Billing Factors which were effective during the
month. Such amount shall be the product of kwh of energy
billed during the month and the applicable peA Billing
Factors.
3. 0 Within 60 days after the end of each month, the Public Utilities
Department shall prepare and distribute as set forth 1n
paragraph 5 following, a report which shall show:

SPECIAL CONDITIONS
A. Service voltage per rules and regulations.
B. Billing Demand:
The billing demand in any month shall be the average kilowatt input
indicated or recorded by instruments to be supplied, owned, and
maintained by the City and at the City's expense upon the consumer's
premises adjacent to the watt-hour meter, in the 15 minute interval
in which the consumption of electric energy is greater than in any
other 15 minute interval in the month, but not less than either (1)
50% of the contracted for or connected l~ad, or (2) SOX of the
highest billing demand in the preceding eleven months, whichever is
the greater. However, in no case shall the billing demand be less
than 200 KY. Billing demand shall be determined to be nearest KW.
Whenever the measured maximum demand has exceeded 400 KW for three
consecutive months and thereafter until it has fallen below 300 KW
for 12 consecutive months, a 30 minute interval will be used. Where
the demand is intermittent or subjected to violent fluctuations, the
maximum det!land may be based on a shorter interval.

SPECIAL CONDITIONS
A. The rate applies to service rendered at 240.~r 480 volts at the Dpt10n of
the consumer. 746 watts shall be equivalent to 1 HP.
B. Whenever, upon test, any equipment Is found to be delivering more than
125% of its capacity as indicated by its nameplate rating, the City may
disregard the nameplate rating and base its charges upon the actual output as
calculated from the test.
c. Where the use of energy is seasonal or intermittent, no adjustment will be
made for any temporary reduction of connected load. Any customer resuming
service on such connected load within l2 months after it was disconnected,
will be required to pay all charges which would have been billed if the
temporary reduction of connected load had not been made.

SPECIAL CONDITIONS
A. Area lighting service will be furnished from dusk to dawn,
approximately 4,140 hours per year, by utility-owned luminaires
supplied from the utility's existing 120/240 volt overhead circuits
and mounted on eXisting utility-owned wood poles as standard
equipment. Where the service requested required the installation of
additional new wood poles, not more than one new wood pole will be
installed for each lum1naire in the installation.

effective on the same day that Southern California Edison begins charging
Anaheim the Step 2 wholesale rate as filed with the Federal Energy
Regulatory Commission in Docket No. ER82-427.
