Road Widths & Clearances Around Structures Govt Code 65302(g)(1) -Protection of the Community From Unreasonable Risks Associated With: Safety Element History 1 2 3 May 2004 -Current version of the Anaheim Safety Element was adopted. August 2021 -City began updating the Safety Element in tandem with Local Hazard Mitigation Plan Since the original update, California Government Code Section 65302 (g) has been updated five times adding new requirements to Safety Elements. On the next revision of the Housing Element:65302(g)(2) -2009 •The Safety Element shall be revised to address potential flood hazard issues, mapping, and policies. On the next revision of the Housing Element:65302(g)(3) -2014 •Address wildfire hazard issues if the jurisdiction includes Very High Fire Hazard Severity Zones or State Responsibility Areas. (SB 1241) On the next revision of the Local Hazard Mitigation Plan:65302(g)(4) -2017 •The Safety Element shall be reviewed and updated as necessary to address climate adaptation and resiliency through the preparation of a vulnerability assessment or reliance on a Local Hazard Mitigation Plan that addresses climate adaptation risks and vulnerabilities. (SB 379) On the next revision of the Housing Element on or after January 1, 2020:65302(g)(5) -2020 •The safety element shall be reviewed and updated as necessary to identify residential developments in any hazard area identified in the safety element that do not have at least two emergency evacuation routes. (SB 99) On the next revision of the Housing Element or LHMP:65302(g)(6) -2018 •The Safety Element shall be updated at least every eight years to address the items identified in GC 65302 (g) 1,2,3,4, and 5. (SB 1035) Cities/Counties with a flood plain management ordinance approved by FEMA:65302(g)(7) •May use the information in the safety element to comply with this subdivision. Prior to periodic General Plan review or revisions to the Safety Element:65302(g)(8) •Consultation with the California Geological Survey of the Department of Conservation, the Central Valley Flood Protection Board (if located within the boundaries of the Sacramento and San Joaquin Drainage District), and California Office of Emergency Services. Sufficiently detailed County Safety Element:65302(g)(9) •Allows a City within the County to adopt the County Safety Element as its own if it contains appropriate policies and programs for adoption by a city. Safety Element Requirements Recent Changes to Legislation Relying on: •2022 Anaheim Local Hazard Mitigation Plan Update •2022 Climate Adaptation Vulnerability Assessment (SB 379) Safety Element Update Housing Element Update (SB 1035) Evacuation Analysis (SB 99) Climate Adaptation (SB 379) Wildfire Hazards (SB 1241) Outreach Activities Relied on the City’s “Be Ready Program” to communicate and educate residents and businesses •Conducted an Online Survey (185 responses) Top Three Hazards: Seismic Hazards, Fire, and Severe Weather •Three District Community Meetings (February) •LHMP Public Review Period (April 1-15) •Safety Element Public Review Period (Now) Currently working on a GIS mapping portal to share new mapping from this project with the community Outreach and Engagement Local Hazard Mitigation Plan (LHMP) •The city initiated this update at the same time as the Safety Element. •Expedited timeline to prevent loss of existing FEMA grants (adopted in May ). •Significant sharing of resources (data, maps, feedback) between both updates. www.Anaheim.net/BeReady 1 2 Goals and Policies are identified by the type of content developed as part of the process using the following descriptions: •New Goal –Goals were updated to meet community needs and regulatory requirements. •New Policy –New policies were developed to address the updated requirements in GC 65302 (g) •Revised Policy –Revised policies rely on existing policies from the 2004 Safety Element, which were modified to meet the current state requirement and/or reflect changes in community needs. •Deleted Policies –In some cases policies may have been deleted as they may no longer support community needs and desires or support the goals of the element. Updated Hazards Mapping relying on the latest data and information from state and federal sources. Key map updates include: •Cal FIRE -Fire Hazard Severity Zones •FEMA Flood Hazard Zones •Dam Inundation Zones What Does the Safety Element Update Actually Entail? How Has it Been Updated and Changed? 3 An evacuation analysis was prepared identifying single ingress/egress conditions that may impact evacuation events, policies to address evacuation constraints in response to this analysis were incorporated into the element. 4 A Climate Adaptation Vulnerability Assessment was prepared that identifies how climate change can impact City residents, structures, and systems. Goals and policies based on this assessment were included in the element to ensure greater resilience in the future. What Does the Safety Element Update Actually Entail? How Has it Been Updated and Changed? Safety Element Requirements Wildfire Hazards (SB 1241) GOAL 2.1: A COMMUNITY PROTECTED AND PREPARED FOR URBAN AND WILDLAND FIRES (NEW GOAL ) POLICY FOCUS: •Vegetation Management/Brush Clearance •Fire Safe Regulations Requirements •Historic fire perimeters •Long term maintenance and operations •Adequate water supply and infrastructure. Evacuation Analysis (SB 99) GOAL 7.1: A CITY THAT CAN EFFECTIVELY RESPOND AND EVACUATE DURING HAZARD EVENTS.
