REGULAR MEETING
OF MARCH 31, 2009
The regular meeting of March 31, 2009 was called to order at 5:45 P.M by Chairman Curt
Pringle in the Chambers of Anaheim City Hall located at 200 South Anaheim Boulevard. A
copy of the agenda was posted on March 27, 2009 on the kiosk outside City Hall.
PRESENT: Chairman Curt Pringle and Housing Authority Members: Lorri Galloway, Bob
Hernandez, Lucille Kring and Harry Sidhu.
STAFF PRESENT: City Manager Dave Morgan, Acting City Attorney Cristina Talley, and City
Clerk Linda Andal.
CONSENT CALENDAR: Authority Member Hernandez removed both items (No. 1 and 2)
from the consent calendar for further discussion.
OFF CONSENT:
1, Approve Housing Authority's Annual Public Housing Agency Plan for fiscal year 2009
AHA -177 10 and authorize the Executive Director to execute the required certifications and
related documents.
Elisa Stipkovich, Community Development Director, reported this item was to approve the
Anaheim Housing Authority's (AHA) annual Public Housing Agency Plan for Fiscal Year
2009 -2010 which set policies and procedures mandated by the Federal government for
Section 8 Housing Voucher program. She pointed out the single revision to this plan related
to Item 14 -1 -0, Investigating Errors, Program Abuse and Prohibited Criminal Activity, which
would modify how the AHA conducted program integrity functions required by HUD.
Computer access to the Section 8 data base would no longer be accessed by Anaheim
Police Department staff which had carried out functions in support of the Program Integrity
unit. The revised process would have the applicant's information remain with Housing
Authority staff who would then review arrest records for the screening of new and existing
clients.
Authority Member Hernandez remarked he had pulled this item from the consent calendar to
clarity recent newspaper articles on federal housing aid emphasizing the Anaheim Police
Department had been fulfilling mandates of the Section 8 voucher program by performing
criminal background checks for Section 8 recipients, which was an appropriate means to
meet federal regulations. He explained that Federal law required no Section 8 vouchers
could be provided, if there were any individuals in the home with an arrest record. Mayor
Pringle remarked that no complaints had been received as to the need for screening
backgrounds of Section 8 clients, however, in the interests of protecting Section 8 applicant's
information, that data base would no longer be available to policing staff, and would remain
within the Housing Authority.
Authority Member Hernandez moved to approve Item No. 1, seconded by Authority Member
Galloway. Roll Call Vote: Ayes 5: Chairman Pringle and Authority Members: Galloway,
Hernandez, Kring and Sidhu. Noes 0. Motion Carried.

2. Approve the minutes of the Housing Authority meeting of January 13, 2009.
Authority Member Hernandez stressed that Item No. 1 of the January 13 minutes reflected
an approval and ratification of submittal of an application to the U.S. Department of Housing
and Urban Development for 100 Section 8 vouchers. He remarked with public comments
often urging the availability of more affordable housing, it was important for the community to
be aware that the City was making every effort to address those concerns and that this item
reflected one of those methods. He then requested Elisa Stipkovich to provide statistical
data on federal housing rental assistance. Ms. Stipkovich indicated that currently Anaheim
provided for 6,300 Section 8 vouchers, with Garden Grove and Santa Ana having
approximately 2,300 each. The County of Orange served the remaining Orange County
cities and unincorporated area with about 10,000 vouchers.
Authority Member Hernandez moved to approve the minutes of January 13, 2009, seconded
by Authority Member Sidhu. Roll Call Vote: Ayes 5: Chairman Pringle and Authority
Members: Galloway, Hernandez, Kring and Sidhu. Noes 0. Motion Carried.
ADJOURNMENT: At 6:22 P.M., with the consent of the Housing Authority members,
Chairman Pringle adjourned the March 31, 2009 meeting.
