A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM
PROVIDING FOR THE REMOVAL OF APPOINTEES TO ALLOW FOR
DISTRICT -BASED APPOINTMENTS AND THE REORGANIZATION OF
THE SISTER CITY COMMISSION
WHEREAS, at the 2014 General Municipal election, the electors of the City of Anaheim
voted to change the way in which Council Members in the City are elected from an "at large"
system to a "by district" system whereby the voters in each district in the City elect a resident of
that district to serve on the City Council; and
WHEREAS, there are six districts in the City, each of which will have a district
representative; and
WHEREAS, the City Council is currently comprised of seven members, a Mayor, who is
elected at large, and six council members who represent each district; and
WHEREAS, Sections 900 and 902 of the City Charter authorize the City Council to make
appointments to the City boards and commissions named in the Charter, as well as to establish
other boards and commissions as appropriate and grant them powers and duties consistent with
the Charter; and
WHEREAS, the City Council desires to change the way in which members of the Sister
City Commission are selected in order to make the Commission reflective of the City's by district
election system pursuant to Ordinance No. 6544
NOW, THEREFORE BE IT RESOLVED THAT:
1. Following the effective date of Ordinance No. 6544 , or as soon thereafter as
appointments to Sister City Commission can be considered by the City Council at a public
meeting, the Sister City Commission shall consist of fifteen (15) members as set forth in
Ordinance No. 6544
2. To ensure that the Sister City Commission is reflective of the City's by district election
system, seven (7) members shall be directly nominated by the Mayor and each City Council
Member, which shall be approved by majority vote of the City Council; the remaining eight (8)
members will be appointed as set forth in Ordinance No. 6544 .
3. Any person appointed by the City Council prior to the effective date of Ordinance No.
6 5 4 4 shall be deemed released from service upon the appointment of his or her successor or
notification by the City Clerk, without further action of the City Council being required.
4. When a district council member is nominating a proposed Commission member,
priority shall be given first to eligible applicants who reside within the district, and finally to all
other eligible applicants irrespective of district residency.
5. In order to ensure that the terms of members of Charter Boards and Commissions are
staggered, appointments made to the Sister City Commission will serve a term concurrent with
the nominating member of the City Council, and initial appointments will be for either two or
four year terms.
6. This resolution shall only govern the removal of Sister City Commission members
appointed prior to the effective date of Ordinance No. 6544 ; all other matters relating to
City boards or commissions, shall be governed by the Anaheim Municipal Code.
7. This resolution shall take effect on the effective date of Ordinance No. 6 5 4 4.
8. If there is a conflict or inconsistency between this resolution and the Anaheim
Municipal Code, or if a matter is addressed in the Code but not in this resolution, the terms of the
Code shall govern.

City of Anaheim this 251h day of October, 2022, by the following roll call vote:
