AN ORDINANCE OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM AMENDING SECTION 1.04.955 (ANAHEIM
SISTER CITY COMMISSION) OF THE ANAHEIM
MUNICIPAL CODE TO MODIFY THE METHOD OF
APPOINTMENT OF SISTER CITY COMMISSION
MEMBERS AND TO MAKE OTHER RELATED
ORGANIZATIONAL CHANGES
WHEREAS, the Anaheim Sister City Commission is a fifteen member body established by the
Anaheim Municipal Code, the members of which are nominated and appointed by the Anaheim
City Council; and
WHEREAS, the City Council desires the change the method by which some of the members of
the Sister City Commission are nominated and appointed to reflect the City's by -district election
system, as well as to make other structural and organizational changes to the Commission.
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF ANAHEIM HEREBY
ORDAINS AS FOLLOWS:
SECTION 1. Anaheim Municipal Code Section 1.04.955 is hereby amended to read in
full as follows:
1.04.955 ANAHEIM SISTER CITY COMMISSION.
.010 Establishment. The Anaheim Sister City Commission is hereby established
pursuant to Section 900 of the Charter of the City of Anaheim.
.020 Duties. The Anaheim Sister City Commission shall have the power and duties
to:
(a) Advise the City Council on matters concerning sister city relationships including the
promotion of cultural/educational exchange and knowledge sharing.
(b) Recommend to the City Council by-laws, for City Council approval, which govern
the Commission's own internal procedures consistent with the Charter, ordinances and resolutions
of the City of Anaheim and all other applicable laws, rules and regulations.
(c) Make recommendations to the City Council of goals, objectives and programs to
ensure the successful management of the existing sister city relationships.
(d) Make recommendations to the City Council on how to effectively manage the
existing sister city relationships and ensure their success and effectiveness, as measured by City
Council approved goals, strategies and programs.
(e) Make recommendations to the City Council regarding criteria for the establishment
of new sister city relationships, including the creation of selection criteria that aim to match the
City with a suitable partners.
(f) Make recommendations to the City Council regarding the expenditure of funds that
further the approved goals, strategies and programs.
(g) Establish the appropriate subcommittees tasked with implementing specific
programs, strategies and goals, consistent with the approved by-laws and other applicable laws,
rules and regulations.
(h) Provide the Mayor and Council with an annual report outlining the programs and
accomplishments of the Commission and its affiliations.
(i) Perform such additional advisory functions as may be delegated or required by the
City Council from time to time.
.030 Composition, Appointment and Removal of Members.
(a) The Anaheim Sister City Commission shall consist of fifteen (15) members. The
Mayor and each City Councilmember shall each directly nominate one member to the
Commission, which nomination shall be approved by a majority vote of the City Council. The
remaining eight (8) members shall be appointed by a majority vote of the City Council, and shall
consist of two (2) educational sector members and six (6) at large members. Commission members
may be removed by a majority vote of the City Council.
(b) Each member of the Commission nominated by the Mayor or a member of the City
Council shall be a resident of the City of Anaheim. Nominations shall be at the discretion of the
nominating official, however priority shall be given to eligible district residents. Representatives
from the educational sector shall be employees or officials of schools or school districts that serve
Anaheim residents. At large members may consist of other parties, including non-profit
organizations, business owners, and their respective representatives that have a vested interest in
Anaheim and the success of the Sister City program. Appointed members shall not hold any paid
office or employment in the City government.
(c) The City Manager shall appoint a City representative to serve as the staff liaison to
the Commission. This member of City staff shall be an ex official member and will not have voting
rights at meetings of the Commission and shall not be counted for purposes of determining a
quorum at the Commission meetings.
.040 Term of Office.
(a) Each member of the Commission nominated by the Mayor or a member of the
City Council shall serve a term that runs concurrently with the current term of the elected official
who nominated the member and until his or her successor is appointed and qualified.
(b) Of the remaining eight (8) members of the Commission, four (4) members
(including one educational sector member) shall serve initial terms of four (4) years, expiring when
their respective successors are appointed and qualified, with the other four (4) members (including
the second educational sector member) serving initial terms of two (2) years, expiring when their
respective successors are appointed and qualified. The City Council shall select by casting of lots
which members shall serve initial terms of two years. Following their initial terms, each of the
aforementioned Commission members shall serve terms of four years.
(c) Limitations on the total length of service of Commission members shall be as
provided in section 1.04.395.020.
.050 Unscheduled Vacancies. A vacancy occurring before the expiration of the term
shall be filled for the remainder of the term in the same manner as provided above.
.060 Meetings and Procedures. The Anaheim Sister City Commission shall meet
regularly at least once a month in the City of Anaheim or in a location authorized by the City
Council or as otherwise provided by law. Regular meeting dates and times shall be established by
the Commission. A majority of the total number of members of the Commission then in office
shall constitute a quorum. The Commission shall comply with the provisions of the Ralph M.
Brown Act commencing with Government Code Section 54950 et seq. The meetings and
procedures of the Commission shall be subject to and governed by the resolutions and ordinances
of the City Council establishing rules and regulations for City boards and commissions.
.070 Advisory Subcommittees. The Anaheim Sister City Commission shall have the
power to appoint advisory subcommittees of less than a quorum of the Commission to perform
tasks within the scope of the Commission's responsibilities and to make reports and
recommendations to the Commission.
.080 Organization. The Anaheim Sister City Commission shall annually, at its first
regular meeting following the first day of January, select one (1) of its members as chairperson
and one (1) of its members as vice -chairperson, who shall serve in this capacity for one year or
until his or her successor is selected. The Commission shall recommend to the City Council by-
laws for approval by the City Council to govern the Commission's own internal procedures
consistent with the Charter, ordinances and resolutions of the City of Anaheim and all other
applicable laws, rules and regulations.
.090 No Compensation. Members of the Anaheim Sister City Commission shall serve
without compensation.
SECTION 2.
The City Council of the City of Anaheim hereby declares that should any section,
paragraph, sentence, phrase, term or word of this ordinance be declared for any reason to be
invalid, it is the intent of the City Council that it would have adopted all other portions of this
ordinance independent of the elimination of any such portion as may be declared invalid. If any
section, subdivision, paragraph, sentence, clause or phrase of this Ordinance is for any reason held
to be invalid or unconstitutional, such decision shall not affect the validity of the remaining
portions of this Ordinance. The City Council hereby declares that it would have passed this
Ordinance, and each section, subdivision, paragraph, sentence, clause and phrase thereof,
irrespective of the fact that any one (or more) section, subdivision, paragraph, sentence, clause or
phrase had been declared invalid or unconstitutional.

The City Clerk shall certify to the passage of this ordinance and shall cause the same to be
printed once within fifteen (15) days after its adoption in the Anaheim Bulletin, a newspaper of
general circulation, published and circulated in the City of Anaheim.

This ordinance shall take effect and be in full force thirty (30) days from and after its final
passage.

adopted at a regular meeting of said City Council held on the 1 day of November 52022,
