A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM RATIFYING THE SUBMISSION OF A GRANT
APPLICATION BY THE CITY OF ANAHEIM'S CHIEF OF
POLICE'S DESIGNEE, ON BEHALF OF THE CITY OF
ANAHEIM, TO THE CALIFORNIA EMERGENCY
MANAGEMENT AGENCY, FOR THE 2009 URBAN AREAS
SECURITY INITIATIVE (UASI) GRANT PROGRAM, AND
AUTHORIZING THE ACCEPTANCE OF SUCH GRANT ON
BEHALF OF THE CITY, AND AMENDING THE BUDGET
FOR FISCAL YEAR 2009 -10 ACCORDINGLY, AND
IDENTIFYING PROJECTS SCHEDULED FOR GRANT
FUNDING
WHEREAS, the U.S. Department of Homeland Security (the "Grantor ") has
heretofore invited public agencies, including the City of Anaheim, to submit applications to the
California Emergency Management Agency, which office administers the 2009 Urban Areas
Security Initiative (UASI) Grant Program (the "Grant ") on behalf of Grantor, for the Grant; and
WHEREAS, on September 21, 2009, the Chief of Police for the City of Anaheim,
by and through his designee, submitted an application on behalf of the City of Anaheim to the
California Emergency Management Agency for said Grant; and
WHEREAS, the City of Anaheim is familiar with the terms, conditions and
limitations of said Grant; and
WHEREAS, the City of Anaheim is willing and able to conform to each of the
terms, conditions and limitations imposed upon the City of Anaheim pursuant to said Grant; and
WHEREAS, the City of Anaheim has been awarded the Grant and desires to
accept the Grant; and
WHEREAS, the City Council desires to amend the annual budget of the City of
Anaheim to reflect and incorporate the Grant that has been awarded to the City of Anaheim, and
to increase the annual appropriations and expenditures in the appropriate City of Anaheim
program to reflect such award; and
WHEREAS, the California Emergency Management Agency has advised the
Anaheim Police Department Homeland Security Director that prior to grant funding, the City
Council must, by resolution, identify the projects scheduled to be funded with the Grant.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Anaheim as follows:
1. The submission of the application for the Grant by the Chief of Police's
designee on behalf of the City of Anaheim, a public entity established under the laws of the State
of California, to the California Emergency Management Agency is hereby ratified and approved.
2. The City of Anaheim Chief of Police, Fire Chief, the Anaheim Police
Department Homeland Security Director, or the Anaheim City Manager, or their designees, is
hereby authorized to execute and take any actions necessary for the purpose of obtaining federal
financial assistance provided by the Grantor and subgranted through the State of California,
including any extensions and amendments thereof.
3. The City Council of the City of Anaheim hereby agrees to, and by this
Resolution, does accept the Grant awarded to the City of Anaheim.
4. The City of Anaheim hereby agrees to comply with each and all of the
terms, conditions and limitations imposed by the Grantor upon said Grant, and the City of
Anaheim Chief of Police, Fire Chief, the Anaheim Police Department Homeland Security
Director, or the Anaheim City Manager, or their designees, is hereby authorized and directed to
execute any agreements, assurances, or other documents as may be necessary in connection with
the acceptance and implementation of said Grant as may be required by the Grantor.
5. The annual budget of the City of Anaheim for fiscal year 2009 -10 is
hereby amended by increasing the appropriations and authorized expenditures in Program No.
214- 311 -9750 in such amount as is equal to the amount of Grant funds to be received by the City
BE IT FURTHER RESOLVED that the overarching projects set forth in Exhibit
A, which is attached hereto and incorporated by this reference herein, are scheduled to be funded
by the Grant.
THE FOREGOING RESOLUTION is approved and adopted by the City Council
of the City of Anaheim this 4thday of May , 2010 by the following roll call vote:
