system for apps. This resolution calls on technology and application
development companies to establish an application ratings board, comprised of
industry representatives, child development, child protection, and internet safety
subject matter experts. This board would review application ratings and
descriptions of the most downloaded applications and the downloadable content
of those applications.

Newsom signs nation's 1st law protecting children's online privacy
SACRAMENTO — California will be the first state to require online companies to
put kids' safety first by barring them from profiling children or using personal
information in ways that could harm children physically or mentally, Gov. Gavin
Newsom said Thursday.
"We're taking aggressive action in California to protect the health and wellbeing
of our kids," Newsom said in a statement announcing that he had signed the bill.
He noted that as a father of four, "I'm familiar with the real issues our children
are experiencing online."

The challenge of protecting children online resonated personally with Newsom's
wife, Jennifer Siebel Newsom, and Wicks, who are both mothers of young

New law: Utah creates school digital wellness
and citizenship panel

Utah’s Digital Wellness, Citizenship, and Safe Technology Commission, a body
charged with the goal of training every Utah student in healthy behavior related
to technology use, was created in late March when Governor Gary Herbert signed
it into law.
The commission is required to identify best practices and compile resources for
training students in healthy behavior related to technology use and report to the
Education Interim Committee and the State Board of Education.
In his remarks to the Utah House 2020 General Session, sponsor Rep. Keven J.
Stratton, noted that House Bill 372 was the result of several years of work in
seeking to promote digital citizenship and safe technology use among Utah’s
student population. Digital citizenship skills are developed from a foundation of
media literacy.

The new bill was sparked by a roundtable on digital citizenship held in December
2019, which was attended by stakeholders from schools, school districts and
boards, groups involved with the mitigation of child abuse and pornography, and
others. The resulting recommendation was the establishment of a digital
citizenship and wellness commission.
“I really appreciate the goals of this group,” Stratton stated. “Students will be
digital media literate content creators, will know what to do when they make a
mistake, will self-regulate, be ethical and leave a positive digital footprint. I think
that’s a wonderful focus.”
Representatives from the Utah PTA, various school districts, and the Utah
Education Association spoke in favor of the bill to the Senate Education
Committee, where it passed unanimously. The Utah PTA noted that, although
social media can have many benefits, it can also “create a substantial disruption
to the child.”
The PTA, which supports responsible digital citizen behaviors, encouraged the
development of best practices and resources for training students in healthy
technology-related behaviors.
Jessie Mandle, a policy analyst at Voices for Utah Children, a nonpartisan
advocacy group, was also a supporter, tweeting as the bill moved through the
legislature, “This is a positive approach forward to support parents, communities
and schools as we support kids.”
The new law establishes the key role media literacy plays in overall digital
wellness, with one of its main goals being to ensure that all Utah students are
media literate. Additionally, the law specifically requires the committee to
include a media literacy librarian.

A founding purpose of Utah PTA is to promote safety for children and youth by
working to set a standard for the care and protection of children and youth. Utah
PTA realizes the technological advances that have an impact on the welfare of
children and their families. Utah PTA urges its members at all levels to monitor,
support and advocate for laws, regulations and programs that:
● Offer the right of free speech by individuals and the need to uphold freedom of
the press.
● Urge parents to be involved with, and monitor the television programs,
movies, interactive video games, apps with content available to devices,
concerts, music, and print materials their children select.
● Oppose using children and/or their personal information to gather data to be
used as a marketing tool.
● Support efforts by parents, broadcast media, content providers, and the FCC
to support, monitor, and improve the quality of children’s programming and
productions.
● Urge rating systems for apps with content available to devices, recorded
music, television programming, movies and interactive video games to alert
parents as to objectionable content contained in such.
● Actively seek the vigorous enforcement of current obscenity laws, laws
precluding the use of children in pornography and the prohibiting the distribution
of pornographic materials to children.
● Firmly oppose the exploitation and/or use of children in suggestive and
seductive screen content.
● Increase awareness of the impact of television, video games, apps with content
available to devices, music and movie violence on the children of
Utah and encourage development of programs to assist families and children in
using critical viewing skills.
● Support efforts to encourage broadcasters of network, internet and cable to
refrain from making adult materials and programming available for children.
