ORDER OF BUSINESS: Public sessions of all regular meetings of the City Council/Successor Agency to the Redevelopment Agency/Housing Authority/Public Financing Authority/Housing and Public
Improvements Authority begin at 5:00 P.M. Public hearings begin at 5:30 P.M. unless otherwise noted. Closed sessions begin at 3:00 P.M. or such other time as noted. Closed sessions may be preceded by one or more public workshops. If a workshop is scheduled, the subject and time of the workshop will appear on
the agenda. Not all of the above agencies may be meeting on any given date. The agenda will specify
which agencies are meeting. All meetings are in the Anaheim City Hall, Council Chamber, 200 S. Anaheim Blvd., Anaheim, CA 92805 or such other location as noted. Pursuant to Government Code Section
54954.2(a)(2), no action or discussion by the City Council shall be undertaken on any item not appearing
on the posted agenda, except to briefly provide information, ask for clarification, provide direction to staff, or schedule a matter for a future meeting. REPORTS: All agenda items and reports are available for review in the City Clerk’s Office and
www.anaheim.net/councilagendas. Any writings or documents provided to a majority of the City Council
regarding any item on this agenda (other than writings legally exempt from public disclosure) are available at the Office of the City Clerk, located at 200 S. Anaheim Blvd., 2nd Floor, Anaheim, CA 92805 and by contacting the office by phone, 714-765-5166, or email to cityclerk@anaheim.net.
PUBLIC COMMENTS: There are two Public Comment periods with speakers having one opportunity to address the City Council, except for scheduled public hearing items. Public comments are limited to three (3) minutes per speaker, unless a different time limit is announced. The City uses speaker cards that must
be submitted to the City Clerk in order to address the City Council. Prior to the business portion of the
agenda, the City Council and all other related agencies meeting on such date will convene in joint session for the first Public Comment period where speakers will be permitted to speak on specific agenda item(s).
This first Public Comment period is limited to 90 minutes or until all agenda item speakers have been
heard, whichever is later. Any remaining time shall be provided to non-agenda item speakers until the 90
minute time limitation is exhausted. The second Public Comment period will be opened by the Mayor if any non-agenda item speakers were not called during the first Public Comment period. For public hearings, the
Mayor or Chairperson will separately call for testimony at the time of each public hearing. Testimony
during public hearings is subject to the following time limits: Project applicant or issue initiator: twenty minutes for initial presentation and ten minutes for rebuttal; Residents within the noticed area of the subject
property: ten minutes; All other members of the public: three minutes. Public hearings regarding legislative
matters: five minutes. The Mayor or Chairperson may limit the length of comments during public hearings due to the number of persons wishing to speak or if comments become repetitious or irrelevant. Speakers shall refrain from profane language and other disruptive remarks or behavior which disrupts or disturbs the
meeting, or risk being removed (AMC 1.12.017). Additionally, members of the public may correspond with
the City Council and all other related agencies, on any agenda items or matters within the jurisdiction of such governing bodies, by submitting comments electronically for City Council consideration by sending them to publiccomment@anaheim.net. To ensure distribution to the City Council prior to
consideration of the agenda, please submit comments at least 2 hours prior to the scheduled start time of the meeting. Those comments, as well as any comments received after that time, will be distributed to the City Council, posted on the City’s website, and will be made part of the official public
record of the meeting. Current and archived public comments are available at

ADDITIONS/DELETIONS: Items of business may be added to the agenda upon a motion adopted by a
minimum 2/3 vote finding that there is a need to take immediate action and that the need for action came to
the attention of the City or Agency subsequent to the agenda being posted. Items may be deleted from the agenda upon request of staff or upon action of the Council or Agency.
CONSENT CALENDAR: Consent Calendar items will be acted on by one roll call vote unless a

MEMBERS PRESENT: Mayor Pro Tem O’Neil and Council Members Diaz, Ma’ae, Moreno, and
Faessel [Mayoral vacancy; one City Council vacancy]
Mayor Pro Tem O’Neil announced there was a vacancy for the District 4 City Council Member as former
Council Member Valencia had been sworn in as a California State Assemblymember.

ADDITIONS/DELETIONS TO THE AGENDA:
City Clerk Theresa Bass reported the consideration of Consent Calendar Item No. 01 reciting the facts of
the General Municipal Election held on November 8, 2022 would include a revised Resolution and
Exhibit A, as distributed to City Council and posted to the City’s website, showing that Ashleigh Aitken
had been elected as Mayor, Carlos A. Leon had been elected as City Council Member for District 2,
Natalie Rubalcava had been elected as City Council Member for District 3, Natalie Meeks had been
elected as Council Member for District 6, all for a full term of four years, and Measure J had been
approved by the voters and Ordinance No. 6549 would take effect 10 days following the adoption of the
resolution.

COUNCIL COMMUNICATIONS:
Council Member Diaz thanked his colleagues and recognized the sacrifices they made to serve the
residents of Anaheim. He acknowledged the contributions of Mayor Pro Tem O’Neil and Council
Members Ma’ae and Moreno, noting that agreements and disagreements both occurred but all because
of wanting to do the best for Anaheim. He thanked them all for their service, laugher, and debate.
Council Member Faessel recognized the service and leadership of Council Member Ma’ae, Mayor Pro
Tem O’Neil, and Council Member Moreno. He noted they had done a lot of work, he looked forward to
the transfer of power, and stated it had been an honor to serve together.
Council Member Moreno thanked public speakers for their comments tonight and at prior meetings. He
thanked his colleagues for participating in democracy and doing the public’s business. He thanked staff
for their work and noted his intention with the current investigation is transparency and exoneration of
those not involved with any improper actions. He acknowledged various City leaders and volunteers and
displayed a presentation specific to District 3 community leaders and volunteers, his district office staff,
and his family. He apologized to anyone he may have transgressed, acknowledged two-way uplifting and
support, and encouraged residents to support the newly elected officials and to keep showing up to
engage.

Council Member Ma’ae noted she had been involved in west Anaheim for over 20 years and sought the
appointment to continue to serve her community, not to become a politician. She noted a need to
support both residents and businesses to improve the City. She reported that there were issues of
slander and other actions throughout the election cycle, including the removal of inappropriately placed
signs. She noted she would continue to fight for the residents of west Anaheim. She expressed her
thanks for the ability to participate in many events and described highlights of her tenure. She expressed
hope that the new Council Members would continue local, community meetings. She offered her support
to them and looked forward to working together. She acknowledged her appointed board and
commission members, thanked her colleagues for their support and guidance, and recognized the
dedication of staff. Lastly, she acknowledged her family and their sacrifice and support during her
service.
Mayor Pro Tem O’Neil noted it had been an honor and privilege to serve the City and noted he had done
what was best for the City, not himself. He described highlights and accomplishments of his four years of
service, showed a video displaying events and actions during his tenure, and noted additional business
and actions with other organizations. He expressed hope that the incoming Mayor would be prepared for
the task at hand and balance needs while advocating for meaningful public policy. He thanked City staff,
his own staff, and his commissioners. He noted it was an honor to serve with his colleagues, who even
when disagreeing all acted in the best interest of the City as they perceived it. He also thanked the
public for the input and gave best wishes to the incoming Council.
CITY MANAGER’S UPDATE:
City Manager Jim Vanderpool thanked the outgoing Council Members on behalf of the Department Head
team and over 3,000 City employees. He noted the genuine support for employees from the Council. He
wished them blessings in their future endeavors, thanked them for their service, and looked forward to
maintaining relationships in the future.

Prior to consideration of the Consent Calendar, Council Member Moreno expressed appreciation to the
City Clerk’s office for their work with Item No. 01 and all related actions related to elections and
transparency.

CONSENT CALENDAR:

November 8, 2022, declaring the results and such other matters as may be provided by law.
2. ORDINANCE NO. 6548 (ADOPTION) AN ORDINANCE OF THE CITY COUNCIL
OF THE CITY OF ANAHEIM amending Chapter 1.05 of Title 1 of the Anaheim Municipal Code
(pertaining to the Personnel System Administration, Scope, Appointments, and Access to Criminal
History Information) (introduced at the City Council meeting of November 15, 2022, Item No. 30).

COUNCIL COMMUNICATIONS:
Council Member Faessel requested the meeting adjourn in memory of Patricia Duthoy, 62-year Anaheim
resident and St. Justin Martyr teacher, and Dr. Cynthia Coad, former Orange County District 4
Supervisor, North Orange County Community College District Board of Trustee member, and
philanthropist. He acknowledged the history being made this evening with the first female mayor of
Anaheim and he looked forward to working together with his new colleagues.
Council Member Diaz noted the historic nature of the peaceful transition of power as part of democracy
and the election of the first female mayor of Anaheim, congratulated the new Council Members, and
looked forward to working together with hope on new challenges and opportunities.
COUNCIL AGENDA SETTING:
Council Member Meeks requested an agenda item to discuss the creation of a vision document followed
by a strategic plan and a workshop regarding homelessness and the City’s status and future plans.

Council Member Rubalcava requested an agenda item to review the City’s traffic calming and monitoring
policy and associated requests for speed bumps, stop signs, and traffic lights, an agenda item for a Girls
in Government initiative, and an agenda item to review Neighborhood Councils and exploring potentially
bringing them back.
