Vice-Chairperson Kring was appointed to serve as Chairperson. ROLL CALL VOTE: 5-0-1 (AYES: Vice-Chairperson Kring and Planning Commissioners Henninger, Perez, Mouawad, and Walker; ABSTAIN: Planning Commissioner White). New Vice-Chairperson Nomination: Commissioner Mouawad nominated Commissioner White to serve as Vice-Chairperson Chairperson Kring closed nominations. Audio PUBLIC COMMENTS There were no public comments. 3 January 18, 2023 PUBLIC HEARING ITEMS ITEM NO. 1 DEVELOPMENT APPLICATION NO. 2022-00068 (Continued from December 5, 2022) Location: 1020 North Euclid Avenue Request: Request for approval of a determination of public convenience or necessity to permit the sales of alcoholic beverages for off-premises consumption (Type 21 Off-Sale General ABC License) in conjunction with a new grocery market (Market-Large) in an existing 33,032 square foot building. Environmental Determination: The Planning Commission will consider whether to find the project Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301, Class 1 (Existing Facilities). Approved Resolution No. PC2023-001. MOTION: (Perez/Henninger) VOTE: 5-1 Chairperson Kring, and Commissioners Henninger, Perez, Walker, and White voted yes. Commissioner Mouawad voted no. Project Planner: Thomas Gorham tgorham@anaheim.net Item 1 Audio OPPOSITION: None DISCUSSION TIME: 13 minutes (5:13 p.m. to 5:26 p.m.) 4 January 18, 2023 Commissioner Mouawad stated he had a real estate interest less than 1,000 feet from the subject property and recused himself from the item. He left the Council Chamber at 5:26 p.m. ITEM NO. 2 DEVELOPMENT APPLICATION NO. 2021-00195 Location: 2219 West Orange Avenue Request: A request to subdivide a 2.4-acre property, currently developed with a church, preschool, and daycare facility, to develop a 1.3-acre portion of the property with 24 single-family attached townhomes in six residential buildings and associated improvements. Ten percent of the units would be designated as affordable for moderate income buyers. All homes would be three stories tall and would include attached two-car side-by- side garages on the ground floor. Vehicle access to the project site would be provided via one main driveway entry from Orange Avenue. The existing improvements on the 1.3 acre portion of the site would be demolished. Environmental Determination: The Planning Commission will consider whether a Mitigated Negative Declaration is the appropriate environmental documentation for this request under the California Environmental Quality Act. Recommended City Council approval of the project, and approved Resolution Nos. PC2023-002, PC2023-003. MOTION: (Perez/White) VOTE: 5-0 Chairperson Kring, and Commissioners Henninger, Perez, Walker, and White voted yes. Project Planner: Nick Taylor njtaylor@anaheim.net Item 2 Audio OPPOSITION: None DISCUSSION TIME: 22 minutes (5:27 p.m. to 5:49 p.m.) Commissioner Mouawad returned to the Council Chamber at 5:50 p.m. 5 January 18, 2023 COMMISSION UPDATES Principal Planner Koehm informed the Commission that the Safety Element Update and Circulation Element Amendment were approved by the City Council on January 10, 2023. The Orange Avenue Townhome Project will be presented to the City Council on February 28, 2023. Principal Planner Koehm requested that the Planning Commission adjourn to the February 13, 2023, Planning Commission meeting. Commission Updates Audio ADJOURNMENT – 5:51 P.M.
