The Commission would like to stress the importance of maintaining safe streets. With rising crime
in the country, across California, and in our region, the Commission recommends that the City
limit cuts to the Police Department. The Commission suggests considering short-term alternatives
to maintain the Police Department budget until City revenues return to normal levels, such as
short-term borrowing from the reserves and interfund borrowing from an enterprise fund, with
repayments coming from unexpected FY 2021/22 General Fund revenues (if any) and from
subsequent budget years by limiting any future years' budgetary increases until the repayments
are completed.
In order to accelerate the City's economic recovery, help Anaheim residents, assist businesses
after reopening, and restore the City's budget, the Commission recommends several efforts to
help restore and grow the economy. An example of this would include soliciting ideas to recover
and expand Anaheim's economy through new development and partnerships. With the large
number of jobs and businesses that depend on the Convention Center, the Commission urges
the continued pursuit and growth of the number of high -profile conventions to increase City
revenue.
The Commission would like to receive more information on the economic and revenue impacts of
major projects in the City. The Commission recommends expediting the development of ocVibe,
Angel Stadium and surrounding area to help bring additional revenue, jobs, and community
benefits to Anaheim in order to improve the quality of life for Anaheim residents and invest in
Anaheim neighborhoods. In an effort to ensure continued public participation and transparency,
we believe it would benefit Anaheim residents to be involved in future aspects of components of
the ocVibe and Angel Stadium developments, and the Commission recommends that the City
continue to provide appropriate outreach opportunities and information to residents.
Anaheim has made great strides in improving its investment in our City parks. To the extent
possible, we should seek to protect this progress with continued investment in increasing park
space, improving park aesthetics and increasing park amenities like shade, playgrounds, tennis
courts and greenery.
We are thankful for the opportunity to serve the people of Anaheim and grateful for the time and
information provided by City staff. The Commission hereby recommends that the budget for FY
2021/22 be adopted as proposed with modifications suggested above. However, in light of the
unprecedented global economic crisis and the unpredictability of the recovery, the Commission
urges the FY 2021/22 budget be revisited and reviewed more frequently than in past years in
order to make appropriate changes to adapt to the ever -changing economic situation.
