2005-226RESOLUTION N0. 2005R- 22b A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM RESCINDING CITY COUNCIL POLICY N0. 542 REGARDING ~ SOUND ATTENUATION IN RESIDENTIAL PROJECTS WHEREAS, City Council Policy No. 542 establishing procedures regarding sound attenuation in residential projects became effective on September 30,1975; and WHEREAS, on November 8, 2005, the City Council adopted Ordiaance No. 6000, which incorporates the noise standards contained in City Council Policy No. 542 into the City's Zoning Code; and WI~REAS, the City Council desires to rescind City Council Policy No. 542 pertaining to sound attenuation in residential projects. The following noise attenuation features shall be incorporated in these residential developments as required to reduce the noise levels as indicated. 1. In single-family residential developments located within six hundred (8001 feet of any existing or adopted freeway, expre~seway, mayor arterial highway, or primary arterial highway there shall be a sound barrier capable of reducing the sound of motor vehicles to a maximum of 66 dB CNEL at any point six (8) feet above ground level within the development. The. sound barrier shall consist o f on earth bean, a masonry wall or a combination thQreof, provided that a masonry watt which is used as a sound barrier shall not exeeed~six (8) feet tin height. In all residential developments Zoeated within six hundred (6001 feet of a railroad track, there shall be a sound barrier which will provide line-of-sight shielding from atZ points eight (81 feet above the tracks to the eaves of alt habitable structures located within $ix hundred (6Q01 feet of the tracks. The sound barrier shall consist of an earth berm, a masonry watt, or a combination thereof. A masonry waZl,whieh is used as a sound barrier, shall be no more than six {B1 feet high. Residential strr~cture shall be designed to limit the interior noise caused by motor vehicles or railroad trains to a maximum of 45 dB CNEL on an annual basis tin any habitable room with windows closed.
