Location: 5635 East La Palma Avenue
Request: Request for approvals of a conditional use
permit for an Automotive-Vehicle Sales, Lease and Rental
facility for a Tesla dealership and showroom in an existing
movie theater building. The applicant also requests
approval of a minor conditional use permit to modify
existing electronic readerboard signs.
Environmental Determination: The Planning
Commission will consider whether to find the project

Zone); 18.14 (Public and Special-Purpose Zones); 18.18
(Scenic Corridor (SC) Overlay Zone); 18.20 (Platinum
Triangle Mixed Use (PTMU) Overlay Zone); 18.30
(Downtown Mixed Use (DMU) Overlay Zone); 18.32
(Mixed Use (MU) Overlay Zone); 18.36 (Types of Uses);
18.38 (Supplemental Use Regulations); 18.42 (Parking

environmental documentation per California
Environmental Quality Act (CEQA) Guidelines Section
15061(b)(3).

COMMISSION UPDATES
Principal Planner Koehm informed the Commission that City Council will be considering the
Orange Avenue Townhome Project on February 28, 2023. On March 28, 2023 the Code
Streamlining and Improvement Program will be presented to City Council along with the
General Plan Progress Report and Housing Element annual update. Sean Nicholas, Principal
Planner, for the Planning Information Team was introduced to the Commission. Principal
Planner Koehm requested that the Planning Commission adjourn to the March 27, 2023
Planning Commission meeting.
