RESOLUTION NO. 75R-335
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF ANAHEIM ENDORSING AND AUTHORIZING FINANCIAL
PARTICIPATION IN "AMPARO - A SAFE PLACE".
WHEREAS, studies have shown that runaway juveniles who
are not apprehended within 48 hours often fall victim to
hustlers, drug pushers, and thugs and begin to engage in
criminal acts such as theft and prostitution to physically
survive; and
ilHEREAS, police departments, schools, probation
officers and other youth workers have expressed frustration with
the lack of any safe, legal alternatives for runaway juveniles
other than Juvenile Hall or return to the unhappy home environ-
ment; and
WHEREAS, the establishment of a juvenile runaway care
facility within the Tri City area would provide an oppurtunity
for counseling and protection from criminal elements while
attempting to reconcile the runaway with his family; and
WHEREAS, a committee of Tri Cities--a three-city
consortium consisting of Fountain Valley, Anaheim and Garden
Grove--has drafted a proposal for a temporary care facility for
juvenile runaways; and
WHEREAS, this proposed runaway care facility is known
as t'AMPARO - A SAFE PLACE~'; and
WHEREAS, the Tri Cities Committee has received approval
of a grant of Federal funds in the amount of $124,578 and State
funds in the amount of $6,921 from the Orange County Office of
Criminal Justice Planning; and
WHEREAS, the grant requires matching funds from the
four sponsoring cities in the amount of $1,730 each; and
WHEREAS, local matching share sponsorship is required
if the Federal and State money is to be received to operate
the juvenile runaway facility; and
WHEREAS, the signing by President Ford of the Juvenile
Justice Delinquency Prevention Act of 1974 should provide funds
for future financing of AMPARO, relieving cities of the burden
of full financing of AMPARO~
NOW, THEREFORE, BE IT RESOLVED by the City Council
of the City of Anaheim that it endorses AMPARO - A SAFE PLACE
as a vitally needed project to divert juveniles from being
immediately arrested and placed in juvenile hall or being
immediately returned to the home environment which caused them
to run away or becoming involved in serious crimes.
BE IT FURTHER RESOLVED that the City of Anaheim
authorizes financial participation in AMPARO - A SAFE PLACE
not to exceed $1,730 for the fiscal year 1974-75 for the
operation of this proposed juvenile runaway facility.
THE FOREGOING RESOLUTION is approved and signed by
