PUBLIC HEARING ITEMS ITEM NO. 1 DEVELOPMENT APPLICATION NO. 2021-00186 Location: 1226 – 1228 North Olive Street and 501 – 529 East Julianna Street Request: The applicant requests approval of a tentative parcel map to consolidate five existing contiguous parcels into one proposed parcel. No construction is proposed. Environmental Determination: The Planning Commission will consider whether to find the project Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) as set forth in Sections 15061(b)(3) of the State CEQA Guidelines. Project Planner: Ivan Orozco IOrozco@anaheim.net Item 1 Audio OPPOSITION: None DISCUSSION TIME: 8 minutes (5:12 p.m. to 5:20 p.m.) 3 April 10, 2023 ITEM NO. 2 DEVELOPMENT APPLICATION NO. 2023-00007 Location: 790 North Brookhurst Street Request: The applicant requests approval of a conditional use permit to operate a new Goodwill retail store with reconditioned or used merchandise sales in an existing 23,800 square foot commercial building. Environmental Determination: The Planning Commission will consider whether to find the project Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301, Class 1 (Existing Facilities). Approved Resolution No. PC2023-010. MOTION: (Perez/Henninger) VOTE: 7-0 Chairperson Kring, and Commissioners Castro, Henninger, Lieberman, Perez, Tran-Martin and Walker voted yes. Project Planner: Thomas Gorham TGorham@anaheim.net Item 2 Audio OPPOSITION: None DISCUSSION TIME: 11 minutes (5:21 p.m. to 5:32 p.m.) 4 April 10, 2023 ITEM NO. 3 DEVELOPMENT APPLICATION NO. 2022-00050 Location: 1315 – 1321 South Anaheim Boulevard Request: The applicant requests approval of a conditional use permit to increase the number of beds in a legal nonconforming community care facility from 36 to 49 beds. The applicant also requests approval of a variance to permit fewer parking spaces than required by Code. Environmental Determination: The Planning Commission will consider whether to find the project Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15301, Class 1 (Existing Facilities). Approved Resolution No. PC2023-011 with a revision to Condition No. 1 to include that employees must park in the on-site parking spaces and employee vehicles shall display a placard or sticker. A new condition was added regarding the placement of the facilities trash bins. MOTION: (Henninger/Perez) VOTE: 6-1 Chairperson Kring, and Commissioners Castro, Henninger, Perez, Tran-Martin and Walker voted yes. Commissioner Lieberman voted no. One comment letter in opposition was received via email and is located at the following link: www.anaheim.net/planningcommissionpubliccomments DISCUSSION TIME: 32 minutes (5:32 p.m. to 6:04 p.m.) 5 April 10, 2023 ITEM NO. 4 DEVELOPMENT APPLICATION NO. 2022-00039 Location: 308 West Vermont Avenue Request: The applicant requests approval of a variance to reduce required interior property line structural setbacks from 20 feet to 4 feet and to reduce required interior property line landscape setbacks from 5 feet to 4 feet to construct a proposed four-unit apartment building. Environmental Determination: The Planning Commission will consider whether to find the project Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15303, Class 3 (New Construction or Conversion of Small Structures). Approved continuance to a date certain of April 24, 2023. MOTION: (Castro/Perez) VOTE: 7-0 Chairperson Kring, and Commissioners Castro, Henninger, Lieberman, Perez, Tran-Martin and Walker voted yes.
