Subject: Anaheim Daycare Noise Study
Dear Mr. Salazar,
As requested, we have performed a noise analysis for the proposed playground at 1000 S. State College
Boulevard in Anaheim. A playground already exists at the site that operates from 9:30 am to 10:15 am
and from 2:30 pm to 3:15 pm. Noise measurements were conducted at the existing playground to
estimate the proposed playground noise levels at the nearest residences. This report provides the
applicable noise standards for the project, the results of noise measurements performed at the existing
playground and at the proposed playground area, and the results of the noise analysis (performed to
determine compliance with the requirements of the City of Anaheim). The project site and noise
measurement locations are shown in Figure 1.

Noise Standards
Based on discussion between the City and the project applicant, it is understood that the City is
requiring the project to achieve 60 dBA. This noise standard is contained in the City of Anaheim
Municipal Code, Chapter 6.70 Sound Pressure Levels, which requires that no person shall within the City
create any sound radiated for extended periods from any premises which produces a sound pressure
level at any point on the property line in excess of sixty decibels read on the A-scale of a sound level
meter.
Noise Measurements
A noise measurement was performed nineteen feet eight inches (19’-8”) from the existing playground of
Childtime of Anaheim at 1000 S. State College Boulevard from 8 am to 5 pm on December 13, 2022. The
measurement period included several periods when the playground was used by children. The
measurement location was selected because it was the same distance to the nearest residences from
the proposed playground. The existing playground is approximately the same size as the proposed
playground and is therefore expected to produce similar noise levels. An additional ambient noise
measurement was performed at the proposed playground site from 9 am on September 28, 2022 for a
period of 24 hours to document the existing ambient noise levels at the nearest residences. The
measurements were obtained with SVAN 971 type 1 precision sound level meters manufactured by
Svantek, which were calibrated before the measurements. The measured sound levels are provided in
Table 1. Noise measurement survey reports are attached.

Noise Analysis
The maximum measured sound level nineteen feet eight inches (19’-8”) from the existing playground
with children’s activities was 58.8 dBA. The property line is located nineteen feet eight inches (19’-8”)
from the proposed playground. Six-foot high concrete block walls are located on the property lines of
the nearest residences. The walls are considered solid structures that intercepts the direct sound path
from the proposed playground to the nearest residences. The walls provide a reduction in sound
pressure level in the nearest residences. A barrier sound reduction calculation was conducted to
estimate noise reduction by the 6-foot high concrete block walls. Our calculation indicates the 6-foot
high wall would reduce the playground noise level by 10 dBA. Accounting for the barrier noise reduction

of 10 dB, the maximum noise level will be reduced to 48.8 dBA in the backyard of the nearest
residences. This level is below the City’s noise limit of 60 dBA. Therefore, noise from the playground
activities will comply with the City’s noise standards at the nearest residences.
Conclusion
This report provides an analysis of the noise levels associated with the proposed playground at 1000 S.
State College Boulevard in Anaheim. Our analysis indicates that the playground activity noise will
comply with the City’s noise standards at the nearest residences.

1. Barrier Sound Reduction Calculations

the nearest residences. The walls provide a reduction in sound pressure level in the nearest residences.
