Esteemed City Council Members, please approve allocation of funds for initiatives that will help residents who live
adjacent to the Union Pacific railroad tracks between Cerritos and Euclid. Over the past few years, the transient
encampments along the tracks have resulted in fires, assaults, trespassing into backyards and property being stolen.
Conditions have escalated to the point where there is very nearly a daily incident occurring that endangers the residents
or affects the quality of life in the area.
Initiatives like increasing the police forces who have this area under their designated region or introducing new
programs in partnership with Union Pacific to include environmental changes will be welcomed by residents to alleviate
the stress and risk that the encampments generate in some cases less than 20 feet from one's back door.
In addition, keeping this stretch of tracks free from encampments would benefit the students of Loara High School who
regularly pass by the tracks to get to/from school. Transients in the encampments are regularly observed doing drugs,
setting fires, and violently assaulting each other. Until new actions are taken, visitors to Energy Field Park and guests of
the Disneyland Hotel and the new Disney Vacation Club units will continue to have this landscape as their backdrop.
