1.CALL TO ORDER: The Community Services Board meeting was called to order at 5:36 p.m. by Chair
Beas.
2.PLEDGE OF ALLEGIANCE: Board Member Brio led the Board in reciting the Pledge of Allegiance.
3.UNSCHEDULED PUBLIC COMMUNICATION: None.
4.SCHEDULED COMMUNICATION: None.
5.APPROVAL OF THE MINUTES: Chair Beas presented the September 19, 2019 Minutes to Board
Members for changes and/or corrections. Board Member Barnett made a motion to approve the
September 19, 2019 meeting minutes, seconded by Board Member Schuerger; motion was voted with five
votes in favor and one abstention by Board Member Brio; Chair Beas accepted the minutes.
6.PREVIOUS BUSINESS:
A.FY2020/21 CDBG Funding
1)Funding Recommendation: Joe Perez reported the Council on Aging will be opting out of the
CDBG funding process due to having received alternative funding. The funds for FY2019/20 that
were allocated to Council on Aging will be reallocated to other senior programs and more
information will follow from the Community and Economic Development Department.
After extensive discussion by Board Members, Board Member Ma’ae made a motion to approve
the preliminary funding recommendation for funding to be received as listed below, seconded by
Board Member Barnett. The motion was approved with six votes in favor; Chair Beas accepted the
motion.

Joe Perez indicated that this preliminary funding recommendation will be held until the actual
funding allocation is received by the City.
7. INFORMATIONAL ITEMS: Joe Perez reported he made an attempt to contact Board Member Higgins via
email and phone, but has not received a response. The City Clerk’s office has also contacted the Council
Member who appointed Board Member Higgins regarding her lack of attendance to Board meetings.
Board Member Barnett made a motion to go dark in the months of November and December; motion was
voted with 6 votes in favor. The next Board meeting will resume in January 2020.
Joe Perez reported the following events:
Day of the Dead/Dia de Los Muertos Event will be held on November 1st on the open grass area
outside of the Downtown Anaheim Community Center.
Meet on Beach Event will be held on November 17th from 10:00 a.m. to 2:00 p.m. on the
northbound side of Beach Blvd., between Lincoln Ave. and La Palma Ave.
Chair Beas reported the 95th Halloween Parade will be held on October 27th in downtown Anaheim.
