1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:06 p.m.
2. PLEDGE OF ALLEGIANCE: Vice Chair Rupp led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: John Shook, new Ex-Officio member representing Savanna Elementary
School District, introduced himself to the Commission.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the December 4, 2019, Minutes to the Commissioners for
changes or corrections. Commissioner Elwell made a motion to accept the minutes, seconded by Vice Chair Rupp. The
motion was approved with 4 ayes; Chair Cudd accepted the minutes.
6. REPORTS
a) Recreation, Human and Neighborhood Services – October/November: Sjany Larson-Cash presented the report and
highlighted the S.T.A.R.S. Tennis Program, Volunteer Fun Day held at Oak Canyon Nature Center, Volunteer
Recognition Luncheon that will held at the City National Grove of Anaheim on March 26, 2020, installation of the
automatic restroom doors at the Downtown Anaheim and Brookhurst Community Centers for senior safety, Native
American Heritage event at Downtown Anaheim Community Center, and Footgolf with a Cop event with youth from
Project SAY at Dad Miller Golf Course.
b) Parks Activity Report – November/December: Pamela Galera presented the report and highlighted the epidemic
(shot hole borer) that is affecting the trees in city parks. Questions were answered regarding the insect that is
affecting the trees and the damage repaired at Anaheim Coves.
Commissioner Balius commended the TreePower Program and shared that the tree planted at his residence has
grown and is bearing fruit.
c) Park Ranger Report – December: Sjany Larson-Cash presented the report and highlighted the number of patrols,
patrons, public contacts, curfew and alcohol related contacts made by Park Rangers. Questions were answered
regarding coyote activity.
Commissioner Balius requested for an update regarding coyote activity. Staff reported that Park Maintenance and
Park Ranger staff did not witness much coyote activity in the past; and that staff previously installed trashcan lids at
Twila Reid Park and it was not successful with coyote activity.

d) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Center Greens,
Manzanita Skate Park, and Nohl Ranch Trail. Questions were answered regarding the parking lot at Modjeska Park,
Center Greens, Maxwell Dog Park, and Barton Park.
7. NEW BUSINESS
a) CAPRCBM Membership: Sjany Larson-Cash presented information on the California Association of Park and
Recreation Commission and Board Members Membership. A discussion was held by the Commission regarding the
membership. Commissioner Balius made a motion to have the city provide CAPRCBM Membership for the
Commissioners, seconded by Commissioner Cook. The motion was approved with 6 ayes; Chair Cudd accepted the
motion.
7. INFORMATIONAL ITEMS: Eleanor Granflor presented the meeting schedule for 2020.
Sjany Larson-Cash reported the opening of the Manzanita Skate Park will held on February 6, 2020 at 3 p.m.
Larry Pasco reminded the Commissioners that they can request a brief presentation on various programs or facilities at
future Commission meetings.
Commissioner Farrow shared an article published by the Department of Toxic Substances Control (DTSC) regarding soil
contamination at the landfill adjacent to Boysen Park. Larry Pasco and Pamela Galera reported the school district has
contacted city staff and Boysen Park is not affected by the work that is being completed at Theodore Roosevelt
Elementary School. JJ Jimenez also reported the DTSC is constantly testing the air quality to ensure the public is not
affected in the area.
