1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:06 p.m.
2. PLEDGE OF ALLEGIANCE: Chair Cudd led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the January 22, 2020, Minutes to the Commissioners for
changes or corrections. Vice Chair Rupp made a motion to accept the minutes, seconded by Chair Cudd. The motion
was approved with 4 ayes and 1 abstention by Commissioner Shah; Chair Cudd accepted the minutes.
6. REPORTS
a) Recreation, Human and Neighborhood Services – December 2019/January 2020: Sjany Larson-Cash presented the
report and highlighted programs at the Oak Canyon Nature Center which include Night Hikes, Winter Day Camp, and
the Discover Nature Family Program.
Sjany Larson-Cash presented information on the city’s Senior Safety Net Program that will be facilitated through the
Downtown Anaheim Community Center and will begin on March 2. The Community Services Department will provide
the case management and emergency assistance for this program. Questions were answered regarding how the
program came about and the age eligibility for the program.
b) Park Ranger Report – January: Sjany Larson-Cash presented the report and highlighted the number of patrols,
patrons, public contacts, curfew and alcohol related contacts made by Park Rangers. Sjany reported 7 Park Rangers
have been hired and 2-4 more will be hired to become fully staffed. Questions were answered regarding curfew
violations.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Anaheim Coves
Northern Extension, Center Greens, La Palma Park Improvements, and the Manzanita Skate Park. The Anaheim
Coves Northern Extension project will be receiving an award for the project design at the California Parks and
Recreation Society Convention in March. Questions were answered regarding the granting agency for the La Palma
Park Improvements and if the La Palma Park Improvements project will be placed on hold since the grant was not
received.
7. INFORMATIONAL ITEMS:
a) Receive and File the Santa Ana Riverwalk Technical Assistance Panel Report from the Urban Land Institute:
Pamela Galera introduced Kendra Chandler, the Executive Director of the Urban Land Institute (ULI). Pamela
presented information on the Santa Ana Riverwalk Technical Assistance Panel from the ULI. Questions were

answered by Pamela Galera ad Kendra Chandler regarding the 3 concept recommendations, the stakeholders, the
Cantilever effect, flood control, the largest regulating stakeholder, the Technical Assistance Panel (TAP), the city’s
Bicycle Master Plan, funding, and river elevation. Commissioner Elwell made a motion to receive and file the Santa
Ana Riverwalk Technical Assistant Panel Report from the Urban Land Institute, seconded by Vice Chair Rupp. The
motion was approved with 6 ayes; Chair Cudd accepted the motion.
b) CPRS Conference – Sjany Larson-Cash reported the California Parks and Recreation Society (CPRS) Conference
will be held March 10-12, 2020 at the Long Beach Convention Center.
Sjany Larson-Cash reported:
Eleanor Granflor has registered the Commissioners for membership of the California Association of
Commissioners and Board Members (CAPRCBM).
The annual Volunteer Recognition Luncheon will be held on March 26.
