1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:02 p.m.
2. PLEDGE OF ALLEGIANCE: Commissioner Elwell led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the September 23, 2020, Minutes to the
Commissioners for and changes or corrections. Commissioner Elwell made a motion to accept the minutes,
seconded by Vice Chair Rupp. The motion was approved with 6 votes in favor; Chair Cudd accepted the
minutes.
6. REPORTS
a) Recreation, Human and Neighborhood Services Activity Report – August/September: Sjany Larson-Cash
presented the report and highlighted:
1) Youth Programs staff that have been reassigned to assist with the food distribution programs.
2) Camp Venture Fall Semester programs have provided a distance learning support program this fall.
3) Aquatics programs will be ending this week. The YMCA was able to extend their weekend
programming through the month of October.
4) The VolunTEEN program had 57 teen volunteers this summer who volunteered a total of over 1,800
hours.
5) Food distribution programs continue to run through the Downtown Anaheim, Brookhurst and East
Anaheim community centers with staff also assisting with senior meal home deliveries, distribution of
frozen meals, and pantry and supply deliveries.
6) Staff continues to complete senior welfare checks weekly.
7) The family resource centers located at Ponderosa and Miraloma continue to provide Covid related
programs and support for the families/individuals in the community which include a food pantry
program, kids café program, and emergency relief programs.
8) A food distribution program is located at the West Anaheim Youth Center in partnership with the Boys
and Girls Club.

9) A variety of virtual videos for community meetings have been shared to residents via social media.
b) Park Ranger Report – September: Sjany Larson-Cash presented the report and highlighted the number of
patrols, patrons, public contacts made by Park Rangers. The Park Rangers assisted with the opening of
the playgrounds and skateparks, support for the food distributions, and were on patrol for fire watch during
the red flag warnings.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the following
projects:
1) Aloe Greens (a developer built project) is now complete and will be opening in early December
2) The upcoming Prop 68 grant application submission for:
Bellevue Pocket Park – community meeting was held via Zoom and adjacent neighbors have been
contacted by staff with project information.
La Palma Park Improvements – staff is aware of what the community would like to see, the plan is
available on the city website where residents have been able to communicate via social media with
questions and comments, and a virtual inspection will be held virtually with the granting agency.
River Park – staff is looking into additional grants for this project, two community meetings have
been held via Zoom and breakout meetings have been held with stakeholders, and the concept
design of the park will be presented at the next community meeting on November 17 th.
Questions were answered regarding the purchase of the property for River Park, and dates of the
upcoming community meetings.
PREVIOUS BUSINESS
a) FY 2020/21 Proposed Budget Update: Larry Pasco reported there has been no direction for further
reductions for the Community Services Department or other city departments. There may be a stimulus
package for local government in the future, but will not be known until after the election. The Community
Services Department has been able to save $1.5 million due to restriction of operations with facilities closed
and programs not operating.
8. INFORMATIONAL ITEMS: Larry Pasco announced that he will be retiring from the city at the end of the year.
Sjany Larson-Cash reported the Maxwell Dog Park Groundbreaking will be held on November 5th.
