1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:08 p.m.
2. PLEDGE OF ALLEGIANCE: Vice Chair Rupp led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the January 27, 2021 Minutes to the Commissioners
for changes or corrections. Commissioner Balius made a motion to accept the minutes, seconded by Vice
Chair Rupp. The motion was approved with 4 votes in favor and one abstention by Commissioner Flores; Chair
Cudd accepted the minutes.
6. REPORTS
a) Recreation, Human and Neighborhood Services Activity Report – December 2020/January 2021: Kimberly
Kelemen presented the report and highlighted the COVID-19 pandemic programs, which include food
distribution and home deliveries, staff assistance at the two vaccination sites (North Net Training Facility
and Disney), and the vaccination event that was held at East Anaheim Community Center on January 22nd;
Day Camp programs, meal programs held at Ponderosa and Miraloma Park Family Resource Centers,
Meals from the Heart Thanksgiving Meal Project, Adopt-a-Family holiday program, the virtual holiday tree
lighting, the 2021 Young Artist Showcase for art work from local schools, the annual Volunteer Recognition
Event, and Neighborhood Services District Community Meetings.
b) Park Ranger Report – January: Kimberly Kelemen presented the report and highlighted the number of
patrols, patrons, public contacts made by Park Rangers. Questions were answered regarding coyote
sightings, and Park Ranger staffing.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Proposition 68
grant applications that will be submitted by March 12th for La Palma Park Improvements; River Park and
Little Pine Park; the Master Plan and naming of Little Pine Park was approved by City Council on February
16th; the Maxwell Dog Park project will be complete in the next week, the 90-day establishment period will

begin and a grand opening event will be scheduled in May; and the Anaheim Family YMCA has completed
the project at Ross Park. Questions were answered regarding the YMCA project at Ross Park and Maxwell
Dog Park.
7. PREVIOUS BUSINESS
a) FY 2020/21 Proposed Budget Update: Pamela Galera reported staff is working on next fiscal year’s budget
(2021/22). Staff has been asked to look at opportunities to save in different funding sources that include a
current hiring freeze and saving in expenditures for fleet vehicles.
8. INFORMATIONAL ITEMS:
Commissioner Balius reported that he received information regarding field scheduling/reservations. Pamela
Galera reported games will be able to begin this Friday, February 26th for leagues within the Anaheim area with
some restrictions.
Commissioner Balius reported the California Association of Park and Recreation Commissioners and Board
Members will have a training on the roles and responsibilities of commission members on March 20th.
Eleanor Granflor reported the City Clerk’s office will be hosting an Ethics Training for new Commissioners and
any Commissioners who would like to attend for a refresher training.
