1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:04 p.m.
2. PLEDGE OF ALLEGIANCE: Commissioner Elwell led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the March 24, 2021 Minutes to the Commissioners for
changes or corrections. Eleanor Granflor stated a change will be made in the Informational Items section. The
first sentence of the third paragraph will be changed to read “Commissioner Balius questioned if electric bikes
are allowed on city parks and if there is a policy in place.” Commissioner Elwell made a motion to accept the
minutes, seconded by Comissioner Shah. The motion was approved with a unanimous vote in favor; Chair
Cudd accepted the minutes.
6. REPORTS
a) Recreation, Human and Neighborhood Services Activity Report – February/March: Sjany Larson-Cash
presented the report and highlighted Young Artist Showcase that features the artwork of students attending
Anaheim schools or residents in grades 7 to 12, the virtual Volunteer Recognition Event that was held on
March 31st, aquatics registration with the Anaheim Family YMCA for lessons held at Pearson Park, the
archery program held at Oak Canyon Nature Center, and the Covid-19 vaccination POD sites and pop-up
neighborhood clinic opportunities. Questions were answered regarding vaccination sites and aquatics.
b) Park Ranger Report – March: Sjany Larson-Cash presented the report and highlighted the number of
patrols, patrons, public contacts made by Park Rangers. Skate boarding has increased from February.
Staff is currently evaluating software programs that can help with statistics reporting. Park Rangers
continue to assist the tagging of abandoned property in the parks. Questions were answered regarding
skate boarding and the software system for the Park Rangers.
c) Parks Capital Project Progress Report: Pamela Galera presented the report and highlighted the following
projects: Cottonwood Park Playground Improvements, Lincoln Park Parking Lot, and Maxwell Dog Park.
Questions were answered regarding Little Pine Park, Maxwell Dog Park.

7. PREVIOUS BUSINESS
a) FY 2020/21 Proposed Budget Update: Sjany Larson-Cash reported the FY 2021/22 budget will be
presented to the Commission in May. Questions were answered regarding what will be presented to the
Commission in the budget report.
8. INFORMATIONAL ITEMS:
a) Motorized Bicycles in Parks: Sjany Larson-Cash shared information from the Public Parks Ordinance
which states the following is prohibited “to ride or drive any horse or other animal, or to propel any vehicle,
cycle or automobile”. Sjany stated motorized bicycles are not allowed in city parks.
b) Future Commission Meetings: Eleanor Granflor shared the possibilities of future commission meetings. A
discussion was held by the Commission – the May meeting will be a hybrid meeting.
