1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:03 p.m.
2. PLEDGE OF ALLEGIANCE: Chair Cudd led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION: None.
5. APPROVAL OF THE MINUTES: Chair Cudd presented the April 28, 2021 Minutes to the Commissioners for
changes or corrections. Eleanor Granflor stated a change will be made in the Informational Items section. The
last sentence of the ‘Future Commission Meetings’ section will be changed to read “A discussion was held by
the Commission – the May meeting will be a hybrid meeting.” Commissioner Cook made a motion to accept the
minutes, seconded by Commissioner Elwell. The motion was approved with five votes in favor; Chair Cudd
accepted the minutes.
6. REPORTS
a) Parks Activity Report – March/April: Pamela Galera presented the report and highlighted Pearson Park
renovation of the plaza at the amphitheater and the upcoming 100 year anniversary of the City receiving
the land to build Pearson Park, Fire Clearance, Marina Landscape 50th Anniversary Tree Planting at Deer
Canyon, improvements of the pickle ball courts at Twila Reid Park, and the improvements at Willow Park.
Questions were answered regarding the tree planting at Deer Canyon.
b) Park Ranger Report – April: Sjany Larson-Cash presented the report and highlighted the number of
patrols, patrons, public contacts made by Park Rangers. Curfew contacts increased from March. Park
Rangers continue to assist with the vaccination clinics and food distribution.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the following
projects: Prop 68 grant application submission for Little Pine Park, River Park and La Palma Park, RMC
grant application submission for River Park, River Walk and Center Greens, Maxwell Dog Park Opening,
and Ross Park Expansion. Questions were answered regarding the RMC grant applications.

7. NEW BUSINESS
a) FY 2021/22 Proposed Budget Summary: Sjany Larson-Cash presented the FY 2021/22 Proposed Budget
Summary. Questions were answered regarding staffing, budget reduction, the Park Ranger budget, and
the Budget Council Workshop. Vice Chair Rupp made a motion to review and consider the Park
Maintenance Services, Recreation, Human and Neighborhood Services, and Capital Improvement Projects
budget components of the Community Services Department’s FY 2021/2022 Budget, seconded by
Commissioner Balius. There were seven votes in favor; motion was accepted by Chair Cudd.
8. INFORMATIONAL ITEMS: Eleanor Granflor reported the Commission will meet in-person starting in June.
The June 23rd meeting will be held at the Downtown Anaheim Community Center.
9. ADJOURNMENT: Chair Cudd adjourned the meeting at 6:51 p.m.
