1. CALL TO ORDER: Chair Cudd called the meeting to order at 6:03 p.m.
2. PLEDGE OF ALLEGIANCE: Vice Chair Rupp led the Pledge of Allegiance.
3. UNSCHEDULED PUBLIC COMMUNICATION: None.
4. SCHEDULED COMMUNICATION:
a) Facility Reservations Presentation – Emily Perez, Community Services Coordinator for Parks and Facilities,
presented and provided information regarding the online process to reserve picnic shelters, the va rious
parks that have picnic shelters and their amenities, and the different types of reservations (fields, special
events, picnic shelters/open areas, car shows, dog shows, Swan Street Parking Lot, and other fees).
5. APPROVAL OF THE MINUTES: Chair Cudd presented the July 28, 2021 minutes to the Commissioners for
changes or corrections. Commissioner Elwell made a motion to accept the minutes as amended, seconded by
Vice Chair Rupp. The motion was approved with five votes in favor; Chair Cudd accepted the minutes.
6. REPORTS
a) Recreation, Human & Neighborhood Services Activity Report – June/July: Sjany Larson-Cash presented
the report and highlighted the following programs that are being offered since the closures last March 2020.
These include recreation programs in parks and schools, the Fun on Wheels recreation programs in
neighborhoods, Summer Day Camp programs at Peralta Park, Oak Canyon Nature Center and Center
Greens, and the Tiny Tots Academy. Facilities like Community Centers, Family Resource Centers, Youth
and Teen Centers and Senior Centers have re-opened providing programs and services to the public.
Concerts in the Canyon at Ronald Reagan Park, the Summer Series held at Pearson Amphitheatre, special
interest classes, and aquatics programs have also resumed. Lastly, food distribution programs at the
Family Resource Centers and Senior Centers are still available for those residents still suffering from food
insecurities. It was also reported that the number of summer registrants for special interest classes in 2021
was higher compared to the pre-pandemic levels in 2019.

b) Park Ranger Report – July: Sjany Larson-Cash presented the report and highlighted the number of patrols,
patrons, and public contacts made by Park Rangers. The Park Rangers continued to provide overnight
patrol through early July and assisted with Concerts in the Canyon. Questions were answered regarding
coyotes at Twila Reid Park.
c) Parks Capital Project Progress Report: JJ Jimenez presented the report and highlighted the Community
Development Block Grant (CDBG) Funding received in the amount of $1.6 Million for projects at Citrus,
Ross, Maxwell and Rio Vista parks and provided an overview on the preliminary selection process.
Questions were answered regarding the CDBG funding allocation selection, exercise equipment and site
meetings held regarding Maxwell Park.
7. NEW BUSINESS – None.
8. INFORMATIONAL ITEMS: Commissioner Elwell reported this may be his last Commission meeting.
9. ADJOURNMENT: Chair Cudd adjourned the meeting at 6:53 p.m.
