SPECIAL NOTICE DURING COVID-19 PANDEMIC
On March 4, 2020, Governor Newsom proclaimed a State of Emergency in California as a result of the
threat of COVID-19. On March 17, 2020, Governor Newsom issued Executive Order N-29-20
(superseding the Brown Act-related provisions of Executive Order N-25-20 issued on March 12, 2020),
which allows a local legislative body to hold public meetings via teleconferencing and to make public
meetings accessible telephonically or otherwise electronically to all members of the public seeking to
observe and to address the local legislative body. Pursuant to Executive Order N-29-20, please be advised
that the Sister City Commission members will participate in this meeting remotely.
PUBLIC PARTICIPATION: Pursuant to Executive Order N-29-20 and given the current health
concerns, members of the public can access the meeting live and participate telephonically by calling
(877) 594-8353 and entering Participant Code: 92121081. If you desire to address the Anaheim Sister
City Commission, please do so when called upon under Agenda Item VI. Public Comment. In addition,
members of the public can submit comments electronically for the Sister City Commission consideration
by sending them to sistercity@anaheim.net. To ensure distribution to the Sister City Commission
prior to consideration of the agenda, please submit comments prior to 12:00 p.m. the day of the
meeting. Those comments, as well as any comments received after 12:00 p.m., will be distributed to the
Sister City Commission members and will be made part of the official public record of the meeting.

Agenda Posting: A complete copy of the Anaheim Sister City Commission Agenda was posted
on Friday, August 21, 2020 at 10:00 a.m. at Anaheim City Hall.
Public Input: Chair Taline Cole explained that members of the public are invited to address the
Anaheim Sister City Commission and will be called upon under Agenda Item No. V. Public
Comment.
I. CALL TO ORDER
Chair Taline Cole called the meeting of the Anaheim Sister City Commission
(ASCC) to order at 4:10 p.m. on Monday, August 24, 2020.
II. APPROVAL OF MINUTES
MOTION: Commissioner Brian O’Neal offered a Motion, seconded by
Commissioner Larry Larsen AND MOTION CARRIED (Vote: 9-0; Absent:
Paul Anderson, Elizabeth Jabaz, Germaine Neumann, Anna Piercy, Mark Roeske
and Brian Stanley) that the Anaheim Sister City Commission does hereby approve
the minutes from the ASCC meeting held on February 24, 2020 as presented.
MOTION: Commissioner Lori Dinwiddie offered a Motion, seconded by
Commissioner Larry Larsen AND MOTION CARRIED (Vote: 7-0; Abstained:
Larry Larsen and Brian O’Neal; Absent: Paul Anderson, Elizabeth Jabaz,
Germaine Neumann, Anna Piercy, Mark Roeske and Brian Stanley) that the
Anaheim Sister City Commission does hereby approve the minutes from the
ASCC meeting held on March 23, 2020 as presented.
III. MITO OUTBOUND STUDENT EXCHANGE
Chair Taline Cole noted this item was placed on the agenda so that there could be
discussion amongst the Commission to decide whether a student exchange should
be planned for 2021. After further discussion, the Commission decided to wait
until the first or second week in December to make a decision. In the meantime,
Chair Taline Cole is going to email Mito to see what their thoughts are for an
exchange in the summer of 2021.
Commissioner Lori Dinwiddie shared she would be okay if the Commission were
to send a smaller amount of kids if it comes down to it. Therefore, if only half of
the kids that applied last year are interested in going and they scale it back, she
would be perfectly fine with that. If the Commission was to only send two
students over, that still keeps the program running and it does not stress anyone
out as much.

IV. SISTER CITY GUIDELINES/EXPLORATION
Chair Taline Cole asked for volunteers to put together guidelines, a mission
statement and the top five or ten things to look for in a sister city relationship to
help guide the commission in selecting sister cities. Commissioners
Emily Fuentes and Jim Dinwiddie volunteered to lead this effort. They will put
something in writing and bring it back to the Commission for further discussion.
V. PUBLIC COMMENT
None.
VI. COMMISSIONER COMMENTS
Chair Cole advised she is aware the term has expired for some commissioners on
the Commission and that the City Council is due to reappoint/appoint new
commissioners soon, but wanted to clarify that those commissioners whose terms
are up will serve until they are replaced.
In addition, Chair Cole mentioned the Commission is due to appoint new officers.
The Commission decided to wait until new members are on board to vote on the
positions.
VII. STAFF COMMENTS
Kimberly Kelemen encouraged the Commission to pass the word along to anyone
who may be interested in serving on the Commission and to ask them to apply.

VIII. ADJOURNMENT
There being no further business, the meeting adjourned at 4:40 p.m. to Monday,
September 28, 2020 at 4:00 p.m.
