Pursuant to Government Code Section 54953, Subdivision (b), the regular meeting included
teleconference participation by Council Member Avelino Valencia from: 801 S. Anaheim Blvd. #105,
Anaheim, CA 92805. This Notice and Agenda were posted at the teleconference location. Public
comment on the agenda from this address was allowed pursuant to Government Code Section
54954.3.
The regular meeting of December 21, 2021 was called to order at 3:00 P.M. and adjourned to 5:00
P.M. for lack of a quorum. The regular adjourned meeting of December 21, 2021 was called to order
at 5:01 P.M. in the Council Chamber of Anaheim City Hall, located at 200 S. Anaheim Boulevard. The
meeting notice, agenda, and related materials were duly posted on December 16, 2021.
MEMBERS PRESENT: Mayor Pro Tern Stephen Faessel and Council Members Jose Diaz,
Gloria Ma'ae, and Trevor O'Neil (in person). Council Member Avelino
Valencia (via teleconference).

At 5:04 P.M., Mayor Pro Tern Faessel called to order the Anaheim Housing Authority (in joint session
with the City Council).

PUBLIC COMMENTS (all agenda items):
City Clerk Theresa Bass reported that a total of six (6) public comments were received electronically
prior to 3:00 P.M. related to City Council agenda items and matters within the jurisdiction of the
Anaheim City Council. [A final total of 7 public comments were received electronically, distributed to
the City Council, and made part of the official record]. — See Appendix.
Prior to receipt of public comments, an outline of rules for public comments and a brief decorum
statement was provided by Ms. Bass.
R. Joshua Collins expressed concern regarding the homeless and impending winter weather. He
noted the City does not have a walk-in shelter and suggested the City give local churches the ability
to help house the homeless. He advised there are times when he calls CityNet and they do not
answer or they do not have beds available. He encouraged the City to provide more affordable
housing.

Jeanine Robbins reported the December 7, 2022 headline from the Orange County Register stated
the State would give Anaheim three options for the Angel Stadium or the City would face a possible
$96,000,000 fine. She believed that amount would be added to the City's $1.5 billion debt incurred by
corrupt actions of the City Council. She noted the December 8, 2022 headline of the Orange County
Register noted the State advised the Angel Stadium sale violated affordable housing laws. She
explained both articles' reference statements from Chief Communication Officer Mike Lyster
regarding the State's position about the laws that have been broken and alleged they were untrue.
She reported Mayor Sidhu submitted an opinion piece to the Orange County Register on December
10, 2022 that states Anaheim stands strong with the stadium plan but is unsure what Anaheim he is
referring to. She noted the Orange County Register wrote two opinion pieces, one in October 2021
and one on December 15, 2021, that reported the City decided to sell the property entirely out of
public view without a Request for Prupusai (RFP). She reperied Lhe article aisu rioted the City could
have addressed the State housing rules had it negotiated transparently. She noted the City Council is
corrupt and the deal should be invalidated and those City Council members who were involved
should be jailed.
Mike Robbins recommended the City Council nominate Council Member Moreno for Mayor Pro Tern
as he may be the only one who is not under indictment the following year. He recited a poem he
wrote for the City Council.
Mark Richard Daniels reported Angel Stadium was going to be a partnership between Orange County
and the City of Anaheim in the early 1960s. He advised Anaheim decided to move forward with the
stadium alone by selling bonds. He expressed concern that the State's investigation of the current
Angel Stadium sale would cost the City millions of dollars unnecessarily. He advised Mayor Sidhu
had appointed himself the sole negotiator and recommended he take himself out of the running for
Mayor next year. He believed Mayor Sidhu should be removed from office.
Wes Jones noted the City is in a difficult situation with the Surplus Land Act and advised one of the
City's defenses is that it was well into negotiations before it was brought to the City Council. He
advised the only reason for negotiating the lease deal would have been to lower the assessed value
of the property. He noted the property is worth $1 billion in today's real estate market. He explained
the City has violated the Brown Act by confirming it was in negotiations.
Paul Hyek reported there are Registered Nurses volunteers from Cal State Fullerton in the local
shelters. He advised the Probation Department is sending the homeless over the County line and
recommended the City get rid of Mercy House.
Sandra L. Antonucci reported she is with the Heritage Place Homeowners Association and reported
residents' mailboxes are being broken into regularly and she would like to see more police presence
in her neighborhood.
Jennette Lugleod reported her community is having an issue with mail theft and advised there have
been regular carjackings in the neighborhood. She requested more police patrols in the area to help
mitigate the issue. She presented photos of the mailbox damage to City Council.
Aida Garcia, a resident at Rancho La Paz Mobilehome Park, advised the issue of rent gauging still
has not been resolved. She requested the City Council enact an emergency injunctive order to
enforce the law that went to effect in August 2021 for rent caps on mobile homes parks that operate
in two cities and to backdate it to January 23, 2021.

Bryan Kaye expressed support for an earlier speaker's request for more police officers and patrols.
He advised the City needs more police, politicians, and leaders who are willing and able to do the
work required. He noted the City Council has not answered any of his petitions and advised they
have a responsibility to answer.
Edward Allen thanked City staff and City Council who helped resolve the Republic Services strike. He
advised he lives in a 40-unit community that came close to having a crisis on its hands. He thanked
Sergeant Paqua for his assistance with the recent wave of smash and grab incidents in the area.
Lastly, he reported the Jagerhaus in Anaheim is closing due to the construction of a car wash and
encouraged City Council to intervene.
In response to Mayor Pro Tern Faessel's inquiry, Council Member Valencia reported there were no
speakers at his remote location who wished to address the City Council.
CITY MANAGER'S UPDATE:
City Manager Jim Vanderpool provided an update on waste hauling services following last week's
service disruption. He reported Republic Services has caught up on residential routes with
operations at 100% staffing in Anaheim. He noted that given the volume, residents may still see
delays and are asked to leave bins out if they are not picked up on their scheduled day, so they can
be picked up on the following day. He reported apartment and townhome communities, as well as
business communities, are at 90% service and haulers are working to get caught up. He explained
that during the work stoppage, the City pressed for contingencies for pick-up at priority sites and
neighborhoods. He advised the City of Anaheim was the only impacted city to see this level of
contingency service during the strike, but at the same time, the City urged and expressed support for
a fair and reasonable solution that restored services as soon as possible. Mr. Vanderpool announced
the City's Fiscal Year 2021-22 Budget was awarded the Distinguished Budget Presentation Award
from Government Finance Officers Association for the 21st consecutive year. He further reported
that the Finance Department successfully closed the refunding of the 2014 Convention Center
Expansion Bonds; the City was able to achieve better than anticipated results with a $25,700,000 net
present value savings, 11.1 %, which will save the General Fund almost $2,000,000 every year. He
announced that Anaheim Public Utilities was recognized and rewarded with two Sustainability
Awards: Honorable Mention for the 2020-21 Mayor's Climate Protection for an EV Ride -Sharing Pilot,
and the Smart Energy Provider Award.
Mr. Vanderpool highlighted the Holiday Adopt a Family Project that provided 53 families with gifts and
cheer; the Christmas Together 2021 Event held at the Honda Center with about 7,000 families
participating, 20,000 toys given out to children and 900 food boxes provided to families; and the Twila
Reid Park Toy Distribution in coordination with the United Across Borders Foundation. He also
highlighted the Orange County Family Justice Center, which provided toys and gifts to over 100
families.
At 5:43 P.M., Mayor Pro Tern Faessel recessed the Anaheim City Council to address the Anaheim
Housing Authority agenda and reconvened at 5:44 P.M.
CONSENT CALENDAR: At 5:44 P.M., the consent calendar was considered with Council
Member Ma'ae pulling Item No. 10 and Council Member Valencia pulling Item No. 16 for separate
discussion and consideration.

adopt the balance of the consent calendar, in accordance with reports, certifications, and

$75,000,490 to restore adopted placeholder reductions, and by $2,100,000 in the City
Administration Department for costs associated with the provision of homeless shelter
services for a total increase of $77,100,490 (removal of placeholder reductions in the following
amounts: City Council $316,474, City Administration $1,373,245, City Attorney $1,925,884,
City Clerk $430,652, Finance $2,447,091, Human Resources $710,034, Community Services
$7,665,178, Police $32,396,250, Fire & Rescue $17,582,770, Public Works $4,557,631,
Planning & Building $5,088,839, Convention, Sports & Entertainment $65,845, and Public
Utilities $440,597).
D106 5. Approve carryover expenditure appropriations of $84,326,414 from Fiscal Year 2020/21 to
Fiscal Year 2021/22 for projects previously approved by the City Council but not yet
completed.
D180 6. Waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing
Agent to issue a master agreement to Axon Enterprise, Inc., in the amount of $92,500 plus
applicable tax, for the purchase of four Unmanned Aerial Systems, accessories, licensing, and
support for a three year period; and authorize the Purchasing Agent to make future purchases
of this equipment and related services, renew the maintenance and support agreements, and
execute all documents necessary to complete the transactions, subject to available budget
appropriations.
D180 7. Waive the sealed bidding requirement of Council Policy 4.0 and authorize the Purchasing
Agent to issue a master agreement to HigherGround Inc., in the amount of $49,830 plus
applicable tax, for the Live 911 call software system, licenses, installation, and training, and
authorize the Purchasing Agent to exercise up to four one-year renewal options in accordance
with approved budget appropriations for these services.
AGR-13265 8. Award the contract to the lowest responsible bidder, Big Ben Inc., in the amount of
$3,495,566.10, for the Rural Ridge Circle and Wilshire Avenue Water Main Replacement
Project; authorize the Public Works Director to execute the contract and any other related
documents, and to take the necessary actions to implement and administer the contract;
determine that the project is categorically exempt from the California Environmental Quality
Act pursuant to Sections 15301(b), 15302(c), and 15303(d) of Title 14 of the California Code
of Regulations; and authorize the Finance Director to execute the escrow agreement
pertaining to contract retentions.
AGR-13266 9• Approve three Professional Services Agreements, each in an amount not to exceed $200,000,
AGR-13267 for on -call labor compliance services to support state and federally funded housing and capital

AGR-13269 11. Approve the agreement with Hoag Clinic dba Hoag Executive Health & Corporate Health
Solutions, in an amount not to exceed $235,000, for services to administer the Wellness
Incentive Program for the Anaheim Police Department for a one year period with three one-
year optional renewals; and authorize the Chief of Police, or designee, to administer the
agreement on behalf of the City, and execute any amendments or optional renewals under the
terms and conditions of the agreement.
R100 12. RESOLUTION NO. 2021-115 A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM ratifying the submission of a grant application and the acceptance of a
grant on behalf of the City of Anaheim for the Fiscal Year 2021 COPS Office Hiring Program
Grant, and authorizing the City Manager and Police Chief or their respective designees to
execute all required grant documents (grant funds in the amount of $2,500,000).
Authorize the City Manager and Police Chief, or their designees, to execute all grant
agreements and other required documents, and take any actions necessary to implement
such grant agreements and other required documents.

(DEV2021-00203) (Santa Ana River Reorganization; reclassifying the subject properties to the
Public Recreation (PR) zone and Platinum Triangle Mixed Use Overlay Zone, and to Open
Space) (introduced at the City Council meeting of December 7, 2021, Public Hearing Item

ORDINANCE NO. 6521 (ADOPTION) AN UNCODIFIED ORDINANCE OF THE CITY
OF ANAHEIM adding the Santa Ana River Reorganization Project Area to District 5 upon
completion of annexation from the City of Orange (introduced at the City Council meeting of
December 7, 2021, Public Hearing Item No. 24).
Determine that an addendum to the previously certified Platinum Triangle Expansion Project
Subsequent Environmental Impact Report No. 339 for the Revised Platinum Triangle
Expansion Project, and its subsequent addenda, is the appropriate environmental
documentation for the above actions under the California Environmental Quality Act.

(ESG-CV) funding, in the amount of $1,000,000, to support the Community Care Response
Team (CCRT) Pilot Program; approve the First Amendment to Coronavirus, Aid, Relief and
Economic Security Act (CARES) Emergency Solutions Grants Program Subrecipient
Agreement with Kingdom Causes, Inc. dba City Net, in an amount not to exceed $6,091,641,
increasing the entire agreement to $8,591,641, to operate the CCRT Pilot Program for an
additional two year term effective January 1, 2022, and authorize the City Manager or
designee to execute and administer the agreement; and increase the Community and
Economic Development Department's FY 2021/22 General Fund budget by $5,091,641 to
incorporate the State's Homeless Housing, Assistance and Prevention funds to implement the
CCRT program.
Council Member Ma'ae requested a brief summary of the item and contingency plans for the La Mesa
Shelter.
Police Chief Jorge Cisneros reported in June 2020 staff brought forward a concept for reimagining
policing and homelessness and how social services are addressed in Anaheim. He noted this also
addressed the quality of life for Anaheim's homeless and the removal of the Anaheim Police
Department (APD) from responding to mental health calls for service so APD could concentrate on
public safety issues and concerns. He advised this program has now been in place for 12 months
and the goals for the program have been accomplished. He noted staff is continually looking for
improvements and would implement improvements to make the program better for individuals in
need.
Community Preservation and Licensing Manager Sandra Lozeau reported the La Mesa Shelter is the
City's smaller shelter with 101 beds and the contract would be ending on April 30, 2022.
Ms. Lozeau reported beds were added to the La Mesa Shelter during the last year to ensure enough
beds were available around the City. She advised in consulting with the Community Care Response
Team (CCRT) and Community Development staff, the shelter closing would still allow the City to
provide enough beds to those in need.
DISCUSSION: Council Member Diaz reported that 3.8 homeless individuals are being taken off the
streets because of the CCRT and it is freeing up police officers. He advised this program is a success
and expressed his support for the item.

and/or modifying certain classifications designated as Non -Represented Management Full -
Time, and establishing rates of compensation for classifications designated as Non -
Represented Full -Time and Part -Time; and superseding Resolutions No. 2014-061, No. 2014-
092, No. 2014-093, No. 2014-094, No. 2014-095, No. 2014-096, No. 2014-097, No. 2015-173,
No. 2015-196, No. 2021-007 and all amendments thereto.
DISCUSSION: Council Member Valencia advised he was pleased to see this Memorandum of
Understanding (MOU) finally come to fruition. He believed the MOU is a fair middle ground and
compromise and expressed support for the item.
MOTION: Council Member Valencia moved to approve Item No.16 consisting of four (4) resolutions,
seconded by Council Member Ma'ae.
City Clerk Theresa Bass announced that pursuant to Government Code §54953, an oral summary
shall be made prior to taking final action on any salary and benefits to be paid to local executives.

Item 16 includes the following for all executives, as authorized under various sections of the city's
Personnel Rules addressing entitlement to benefits and perquisites provided to all appointed and
executive managers: wage adjustments of 6% over the next two years, RHS benefit increase of 1 % to
base salary, salary structure adjustments, and additional administrative and floating holiday time.

COUNCIL COMMUNICATIONS/AGENDA REQUESTS:
Council Member Diaz announced the Anaheim Police Department event "Police Navidad" on
December 23, 3:00 p.m. to 5:00 p.m. at Twila Reid Park. He spoke of his attendance at the ribbon -
cutting for Orange County PACE and wished everyone a Merry Christmas.
Council Member O'Neil thanked his Council colleagues for his nomination and appointment as Mayor
Pro Tern and for supporting his reappointments to the Regional Boards. He wished everyone a Merry
Christmas and Happy New Year.
Council Member Ma'ae spoke of her attendance at the ribbon cutting of the St. Jude Neighborhood
Health Center, as well as the Orange County PACE Center. She highlighted the Christmas Together
that served 7,000 families and the groundbreaking of the Veterans Cemetery. She thanked staff and
Council colleagues for all their support and looked forward to the coming year. She wished everyone
a Merry Christmas.
Council Member Valencia highlighted the grand opening of the St. Jude Neighborhood Health Center.
He spoke of an event recognizing the "Madres en Accion", a group of moms heavily engaged in the
Ponderosa community, and thanked his mom for helping to host a posada for them. He also
highlighted the Christmas Together and thanked all involved for making it such a success in such a
short time. He spoke of the Holiday Jam Skating event at the Ponderosa Park, in collaboration with

SoCal Skate Series, and the Posada at Pearson Park. He wished everyone a Merry Christmas and
New Year.
Mayor Pro Tern Faessel spoke of the groundbreaking of the Veterans Cemetery that his Council staff
attended on his behalf. He spoke of his attendance at the American Public Works Association Award
Ceremony where Anaheim Public Works Department was recognized for the Gene Autry/State
College Intersection Widening Project. He spoke of his attendance at the St. Jude Neighborhood
Health Center ribbon cutting and the OC PACE opening. He spoke of the Chance Theater's Charlie
Brown Christmas program, which he attended with his family. He highlighted the Orange County
Family Justice Center's Adopt -A -Family program, which provided toys and gifts to over 115 families.
He shared that his aide, his friend Michele Reynolds, and Diane Ramirez from Reborn Cabinets
donated 37 handmade quilts and blankets to the El Verano Senior facility. He highlighted the
opening of the Covenant House in Anaheim that provides housing and support for teens suffering
homelessness. He spoke of his attendance at the holiday toy distribution at Twila Reid Park and the
Muzeo event featuring Paul Michael Glasser who read from his new book. He highlighted and spoke
of his participation in the Holiday Toy, Food, and Clothing Distribution coordinated by Mary Vasquez,
Juana Reyes, and volunteers. He thanked Yesenia Rojas who provided toys and Kenneth Batiste
who provided food boxes. He also spoke of the Food and Toy Distribution by Catarina's Club at The
White House Restaurant. He highlighted the Muzeo Express: Holiday Model Trains open now
through the end of January. Mayor Pro Tern Faessel recognized and thanked Lisa Hughes for her
years of service and congratulated her on her retirement.

Students in Arapahoe County are creating a very special bond with their school therapy dog while also learning to read
and write
Rex is an Arapahoe County Sheriff's Office therapy dog who works in eight Littleton elementary schools.
The 9 -month-old puppy and his handler, School Resource Officer Deputy John Gray, also visit Arapahoe High School and
Newton Middle School.
On Tuesday, the pair stopped by Dr. Justina Ford Elementary to have lunch and read with students. The kids love the
therapy dog so much that a fifth -grade student made a mailbox for Rex so classmates can drop off letters to him.
Maybe if they didn't see him today in class, they will put a letter in the mailbox," Gray said. "They can write and draw
whatever they want."
More than 50 letters have been placed in Rex's mailbox this school year.
There are new messages in the box all the time.
When I see a kid interact with Rex, you know, they may say this is the best part of their day," Gray said.
School leaders at Ford Elementary have displayed the letters to Rex on a wall behind his mailbox.
Kids wanted to know more than just'how can I pet him,' but'how can I really connect with him?"' Principal Teresa
Burden said.
Rex brings joy to kids wherever he goes. Inside the school cafeteria, everyone wants to sit with the therapy dog. To
spend extra quality time with Rex, kids have to show good behavior.
Ford Elementary follows a behavioral model that teaches kids what expected and positive behaviors are. If kids show
good acts of kindness, they get rewarded. One of the most popular rewards students choose is lunch with Rex.
Kids just connected with animals in a different way than they connect with teachers or families, and it is just beautiful
to see," Burden said.
School officials are quickly learning how important the program is to kids, especially during a pandemic.
It is hard for students, because they can't see that expression, right?"
Gray said. "They are losing that empathy, so this is a great tool to teach kids empathy."
Gray believes there aren't enough dogs in schools. He's hoping they can expand the program in Arapahoe County.

Students in Arapahoe County are creating a very special bond with their school therapy dog while also learning to read

Rex is an Arapahoe County Sheriff's Office therapy dog who works in eight Littleton elementary schools.
The 9 -month-old puppy and his handler, School Resource Officer Deputy John Gray, also visit Arapahoe High School and
Newton Middle School.
On Tuesday, the pair stopped by Dr. Justina Ford Elementary to have lunch and read with students. The kids love the
therapy dog so much that a fifth -grade student made a mailbox for Rex so classmates can drop off letters to him.
Maybe if they didn't see him today in class, they will put a letter in the mailbox," Gray said. "They can write and draw
whatever they want."
More than 50 letters have been placed in Rex's mailbox this school year.
There are new messages in the box all the time.
When I see a kid interact with Rex, you know, they may say this is the best part of their day," Gray said.
School leaders at Ford Elementary have displayed the letters to Rex on a wall behind his mailbox.
Kids wanted to know more than just'how can I pet him,' but'how can I really connect with him?"' Principal Teresa
Burden said.
Rex brings joy to kids wherever he goes. Inside the school cafeteria, everyone wants to sit with the therapy dog. To
spend extra quality time with Rex, kids have to show good behavior.
Ford Elementary follows a behavioral model that teaches kids what expected and positive behaviors are. If kids show
good acts of kindness, they get rewarded. One of the most popular rewards students choose is lunch with Rex.
Kids just connected with animals in a different way than they connect with teachers or families, and it is just beautiful
to see," Burden said.
School officials are quickly learning how important the program is to kids, especially during a pandemic.
It is hard for students, because they can't see that expression, right?"
Gray said. "They are losing that empathy, so this is a great tool to teach kids empathy."
Gray believes there aren't enough dogs in schools. He's hoping they can expand the program in Arapahoe County.
