REGULAR MEETING OF MARCH 15, 2022
The Anaheim Housing Authority regular meeting of March 15, 2022 was called to order at
5:18 P.M. in the Council Chamber of Anaheim City Hall located at 200 S. Anaheim Blvd. in joint
session with the Anaheim City Council and Anaheim Housing and Public Improvements
Authority. The meeting notice, agenda, and related materials were duly posted on March 10,
2022.
MEMBERS PRESENT: Chairman Harry Sidhu and Authority Members Trevor O'Neil, Jose
Diaz, Gloria Sahagun Ma'ae, Jose F. Moreno, Avelino Valencia,
and Stephen Faessel
STAFF PRESENT: Assistant City Manager Greg Garcia, City Attorney Robert Fabela,
and Secretary Theresa Bass
ADDITIONS/DELETIONS TO THE AGENDAS: None
PUBLIC COMMENTS (all agenda items):
Paul Hyek wanted the Housing Authority to be aware of a new law, AB 139, which allows people
with Section 8 vouchers to move to wherever they want to move. He reported Supervisor Foley
was working to get a program to help the homeless not only get housing, but also jobs. He
suggested cleaning up the Kraemer shelter and recommended only those on probation be
allowed to enter from Los Angeles County. He also addressed driving habits of those employed
by Mercy House.

CONSENT CALENDAR: At 6:17 P.M., the consent calendar was considered.
MOTION: Authority Member O'Neil moved to adopt the consent calendar as presented,
seconded by Authority Member Diaz. ROLL CALL VOTE: AYES — 7 (Chairman Sidhu and
Authority Members O'Neil, Diaz, Ma'ae, Moreno, Valencia, and Faessel); NOES — 0. Motion
carried.
AHA177 1. Approve the revisions to the Section 8 Housing Choice Voucher Administrative Plan for
Fiscal Year 2022-2023.
AHA177 2. Approve Anaheim Housing Authority's Annual Public Housing Agency Plan for Fiscal
Year 2022-2023, and authorize the Executive Director of the Anaheim Housing
Authority, or designee, to execute required certifications and related documents.

AHA177 3. Authorize the Executive Director of the Anaheim Housing Authority to submit Equitable
Community Revitalization Grant applications for Community Wide Assessments,
Environmental Site Assessment, and Cleanup grants for six housing opportunity sites to
the Department of Toxic Substances Control; and if awarded, authorize the Executive
Director to accept the grant(s), execute required grant documents, and take all actions to
implement grant activities; and increase the Anaheim Housing Authority Fiscal Year
2021/22 budget commensurate with the grant award(s).
AHA177 4. Approve minutes of the Housing Authority meeting of January 25, 2022.
