REGULAR MEETING OF APRIL 26, 2022
The Anaheim Housing Authority regular meeting of April 26, 2022 was called to order at
7:43 P.M. in the Council Chamber of Anaheim City Hall located at 200 S. Anaheim Blvd. in joint
session with the Anaheim City Council. The meeting notice, agenda, and related materials were
duly posted on April 21, 2022.
MEMBERS PRESENT: Chairman Harry Sidhu and Authority Members Trevor O'Neil, Jose
Diaz, Gloria Sahagun Ma'ae, Jose F. Moreno, Avelino Valencia,
and Stephen Faessel
STAFF PRESENT: City Manager Jim Vanderpool, City Attorney Robert Fabela, and
Secretary Theresa Bass

PUBLIC COMMENTS (all agenda items):
No in -person or electronically submitted public comments related to the Housing Authority
agenda.
CITY MANAGER'S UPDATE:
City Manager Jim Vanderpool announced Congressman Lou Correa secured $2,000,000 for the
installation of natural turf soccer fields at La Palma Park and presented a check to City Council
on April 18 at which youth soccer players were in attendance.
He also announced the Anaheim Police Department (APD) Explorers hosted booth at the
annual Eggstravanza event at Maxwell Park where they interacted with attendees and
distributed materials. The West Community Policing team also interacted with attendees and
participated in giveaways. In addition, over three days in April, GRIP, OC Probation, and the
APD hosted a kid's soccer camp at Edison Elementary School where the officers played soccer
and performed demonstrations and the students were recognized for sportsmanship,
performance, and teamwork.
CONSENT CALENDAR: At 8:03 P.M., the consent calendar was considered.
MOTION: Authority Member Faessel moved to adopt the consent calendar as presented,
seconded by Authority Member O'Neil.
Prior to the vote, Authority Member Faessel requested a brief staff report for Item No. 02.
Anaheim Housing Authority Executive Director Grace Stepter reported that staff is seeking
approval to enter into an Agreement for Sale of Property with Golden Three Investment Corp. to
purchase the Tampico Motel, located at 120 S. State College Blvd., for $5,200,000. She noted
the property consists of 32-36 rooms, with the range due to conversions by the previous owner
that could be revised. She further noted the purchase is made possible by the efforts and
involvement of State Senator Tom Umberg, who helped make $5,500,000 available for the
purchase of a motel for affordable housing. Ms. Stepter noted the funding was originally slated
for a different motel, but with an increased purchase price, staff stopped consideration of that

location and found the opportunity to acquire the larger Tampico Motel. She thanked Senator
Umberg for his efforts to provide the State funding, and noted that since the money is already
with the City, the item also seeks approval of a Cooperation Agreement to transfer the funds
from the City to the Housing Authority to allow for the purchase of the site. Upon completion of
the purchase, staff would release a Request for Proposal (RFP) to identify a qualified developer
to assist with the site, which should be able to move more quickly than some other projects due
to having State and Federal funding readily available. She noted that staff was excited to
acquire and convert the property to help address some law enforcement nuisance issues.
DISCUSSION: Authority Member Faessel believed Ms. Stepter was too kind in her descriptions
about the property and believed this was a huge win for State College Blvd. as the Tampico has
been a focus of police actions for decades and the adjoining East Ward Terrace neighborhood
has been under siege from some of the residents and associated visitors of the Tampico. He
thanked staff and the Police Department for working together to find a resolution to this site and
thanked Senator Umberg for facilitating the funding.
Chairman Sidhu noted this was an opportunity to purchase a problem motel, convert it to
affordable housing, and improve the quality of life for central Anaheim residents. He noted the
location was near restaurants and shopping at a major intersection and believed it was the
perfect opportunity for use of the State funding.
Authority Member Moreno thanked staff for their efforts and Senator Umberg for redirecting the
money so that the City could act and address a difficult and dangerous space. In response to
Authority Member Moreno's inquiry about the type of housing that would be created at the site,
Ms. Stepter replied that the project would go out via RFP and early thinking was that a prime
use would be senior housing similar to Verano as demographics show a rise in seniors
experiencing homelessness and that population also takes pride of ownership. She noted the
affordable housing developers are very creative and whatever is proposed would come before
the Governing Board for consideration and approval.
Authority Member Moreno commended the standards, aesthetics, and architecture of existing
projects and questioned whether this project would be a new -build or conversion as well as if
services would be provided. Ms. Stepter confirmed that services would be a requirement of the
project and the current thinking is that the motel would be converted to bring units on more
quickly and be in -line with the intent of Senator Umberg's assistance. She also acknowledged
the involvement of Authority Member Valencia, particularly regarding the other site that did not
ultimately work out.
MOTION: Authority Member Faessel moved to adopt the consent calendar as presented,
seconded by Authority Member O'Neil. ROLL CALL VOTE: AYES — 7 (Chairman Sidhu and
Authority Members O'Neil, Diaz, Ma'ae, Moreno, Valencia, and Faessel); NOES — 0. Motion
carried.
AGR-13461 1. Approve the Memorandum of Agreement Inter -Jurisdictional Mobility with the Housing
Authorities of Garden Grove, Santa Ana, and Orange County to foster inter -jurisdictional
mobility in the administration of the Department of Housing and Urban Development
Housing Choice Voucher Program, with a five year term effective through April 30, 2027;
and authorize the Executive Director of the Anaheim Housing Authority, or designee, to
execute and administer the agreement.

AGR-13462- 2. Approve an Agreement for Sale of Property and Joint Escrow Instructions with Golden
AGR-13463 Three Investment Corp., in substantial form, in the purchase price of $5,280,000
including other associated costs not to exceed $220,000, for the purchase of
approximately .51 acres located at 120 S. State College Boulevard (Tampico Motel);
approve a Cooperation Agreement with the City of Anaheim, in substantial form,
authorizing the transfer of up to $5,500,000 in State General Fund Allocation funding,
and authorize the Executive Director of the Housing Authority, or designee, to execute
and administer the agreements (related to City Council Agenda Item No. 14).
AHA177 3. Approve minutes of the Housing Authority meeting of April 12, 2022.

With no further business to conduct, Chairman Sidhu adjourned the meeting of the Anaheim
