office and that the parking lot facing Wagner
should be better illuminated.

Commissioner Heywood. He asked about
parking and queuing regarding the project.
Additionally, he asked about how vehicles
would turn onto the site from Rio Vista and
whether there would be a stop sign or cross
walk. He indicated that he was involved with
the Anaheim School District from 2014- 2018
but that wouldn't affect his role as a Planning
Commissioner.

homeless, on e child at a time, by providin g c hildren with the tools an d

Enclosed you will find the shared documents that includes:
Architectural Sheet A1.1, Overall Site Plan: Denotes the queuing line that will be part
of Scholarship Prep’s circulation to use for a student pick up and drop off zone and
the queuing path for parents’ vehicles. Our total queuing distance provides 845 feet
of onsite circulation.
Architectural Sheet A5.1, Bldg. 1 Exterior Elevation: Denotes the building elevation
adjacent to residences on S. Marjan St.
Full color rendering showcasing a conceptual redesign and update to front façade
to the site. Renderings are preliminary and are not final.
We hope that by showing the enclosed informational documents we can clarify any
questions there is regarding the proposed project. As possible future neighbors we look

existing Cove Church property which includes the following:

Various landscaping enhancements – improved foliage planted along the western
perimiter that abuts the neighborhood.
Continued use by the Anaheim Police Department for a satellite office at the

Compliance with City of Anaheim
Scholarship Prep Operations
Scholarship Prep has submitted site renderings and a professionally prepared parking and on-site circulation plan to the City of
Anaheim. The school has complied with all City requirements including: environmental analysis, noise studies, drainage & hydrology
reports, and geotechnical studies. The noise study was extensive and assessed potential disturbances to the adjacent residential
properties. According to the calculations, noise levels at the residential area will be in compliance with the City of Anaheim Municipal
Code requirements.

The City of Anaheim Traffic Engineering Department has reviewed the initial reports conducted by a contracted traffic
engineer. A final plan to address any traffic circulation issues is being developed and should be complete by early March. It
will be presented to the area residents prior to the Planning Commission public hearing. Components of the traffic plan will
include a right turn-out only from the facility and enhanced signage for motorists regarding speed and turning options,
among other traffic flow mitigations.

neighborhood. If any parents/visitors park in residential
neighborhoods, appropriate action will be taken to correct the
issue. The school will actively enforce this policy and work
cooperatively with the surrounding neighborhood

coordinated to not coincide with any church events.
Scholarship Prep will lease at least an additional 100 off-site parking spaces that
will supplement on-site parking.
The school will provide a shuttle service from the overflow lot to bring guests onto
the campus.
Attendees will be prohibited from parking on Wagner Avenue or Rio Vista Street, or
any surrounding residential areas.
Special events will be broken-up to accommodate smaller groups of parents on

Approximately 31 cars can queue on the site. This number, at the height of drop off or pick
up, will take approximately ten minutes from start to finish.
All parents must participate in a mandatory training for pick up & drop-off procedures and
routine updates will be provided to families if adjustments are necessary.
Staff, including teachers and administrators, will carry & communicate via 2-way walkie talkie
radio devices which allows staff to easily locate students and help them efficiently and safely
arrive and depart the school.
During pick up; 2 staff members assist & greet parents, acquire students’ grade and name
and then alert teachers as to which student is ready for pick up. The respective teacher then
sends the student to their vehicle.
Pick up and drop off will be contained on site at all times. NO parent pick up drop off will be
allowed on Wagner Avenue and Rio Vista Street.
During drop off; 6-10 staff members will be on site assisting with students and traffic flow, 4 staff members
assist students with exiting their vehicles, 4 additional staff members assist in keeping the on-site circulation
of cars flowing. Additional staff will be monitoring pedestrians and vehicles along Wagner Avenue, including
at the intersection of Marjan Street and Wagner Avenue to ensure that no parents park in any neighborhood
street.

Operaciones de Scholarship Prep
Scholarship Prep ha presentado representaciones del sitio y un estacionamiento preparado profesionalmente y un plan de circulación
en el sitio a la ciudad de Anaheim. La escuela ha cumplido con todos los requisitos de la ciudad, incluidos: análisis ambiental, estudios
de ruido, drenaje e hidrología. Informes y estudios geotécnicos. El estudio de ruido fue extenso y evaluó las posibles perturbaciones en

Los padres/visitantes no podrán estacionar en los
alrededores vecindario. Si algún padre/visita se estaciona en

Aproximadamente 31 autos pueden hacer cola en el sitio. Este número, a la altura de dejar o
recoger arriba, tomará aproximadamente diez minutos de principio a fin.
Todos los padres deben participar en una capacitación obligatoria para los procedimientos
de recogida y entrega y se proporcionarán actualizaciones de rutina a las familias si es
necesario hacer ajustes.
El personal, incluidos los maestros y administradores, llevará y se comunicará a través de un
walkie talkie bidireccional. dispositivos de radio que permiten al personal ubicar fácilmente a
los estudiantes y ayudarlos de manera eficiente y segura llegar y salir de la escuela.
Durante la recogida; 2 miembros del personal ayudan y saludan a los padres, adquieren la
calificación y el nombre de los estudiantes y luego alertar a los maestros sobre qué estudi-
ante está listo para ser recogido. El maestro respectivo entonces envía al estudiante a su
vehículo.
La recogida y devolución estará contenida en el sitio en todo momento. NO se llevará a cabo
la recogida de los padres. permitido en Wagner Avenue y Rio Vista Street.
Durante la entrega; 6-10 miembros del personal estarán en el sitio ayudando con los estudiantes y el flujo de
tráfico, 4 miembros del personal ayudar a los estudiantes a salir de sus vehículos, 4 miembros adicionales
