1 Introduction
The objective of this plan is to provide insight into the management of how the parents, school personnel, and visitors
will circulate throughout the campus. Scholarship Prep seeks to ensure the safety of our students, to reduce overall
vehicle trips, maximize efficiency during morning drop-off and afternoon pick-up periods, and to minimize the traffic in the
surrounding community. To help illustrate the various aspects of traffic, Scholarship Prep Elementary has this Parking &
On Site Circulation plan for 2780 E. Wagner Avenue campus.
2 Background
Scholarship Prep is a free public charter school for students in grades TK-8th. It is intended to serve as a local school
with the goal of 90 percent of the students expected to be Anaheim residents. The Scholarship Prep educational model
consists of 3 main components: problem-based learning, arts, and athletics. Teachers provide students with unique
learning experiences that develop the skills needed to effectively address real-world issues. Students are required to
identify complex issues they encounter in their daily lives and propose solutions for these problems. Students learn to
see themselves as agents of change who aspire for a better world. The inclusion of arts and athletics during the school
day is vital to the program model and is offered free of charge to all students. These specialized activities focus on
promoting creativity, developing public speaking skills, and instilling an appreciation for arts and culture.
The existing church site includes a 420-seat assembly building authorized under City Conditional Use Permit 1182
(1970) and a school/daycare facility for 36 students authorized under City CUP 952 (1969). When combined, all
buildings on the site have an authorized allowance for over 450 people. Scholarship Prep will slowly grow over the
years to maximum 480 student enrollment. Enrollment will be phased in with the following schedule: 2024-2025, 220
students, 2025-2026, 320 students, 2026-2027, 380 students, 2027-2028, 430 students, and 2028-2029, 480 students.
3 Project Summary
To create a positive learning environment, Scholarship Prep will purchase the existing Cove Church property and will
invest upwards of $15 million in acquisition costs and improvements to the site. The scope of the work includes the
remodel of existing classroom buildings, the addition of (1) two-story building to be located along the river channel, and
various landscaping enhancements including improved foliage planted along the western perimeter that abuts the
existing residential neighborhood. The addition of landscape enhancements will create more privacy to the residential
neighbors from the future school use. Also included in the project is the continued use by the Anaheim Police
Department for a satellite office at the facility.

4 Student Transportation and Location
4.1 Student Transportation
Scholarship Prep anticipates the following modes of transportation for their student population once the school is
established at capacity with 480 students. The percentages are noted as follows:
>30% carpool (siblings - 2 or more students)
>10% neighborhood students/walk or bike to school
>30% picked-up in Scholarship Prep owned vans/buses
>30% single driver parent
4.2 Student Location
The population that is anticipated to travel to the site is expected to be mostly local. Other campuses Scholarship Prep
has established have over 80% of students attending the campus located within a 5 mile radius. The overall student
body at two different campuses located in Orange County have both seen the student body residing within a 5 mile
area. Both campuses have over 80% of their student body residing within 5 miles. This analysis has been used as
evidence to determine that the campuses Scholarship Prep establishes are local servicing to the community.
5 Traffic Coordinator
Victor Carcamo, Operations Manager, will serve as the overall school traffic administrator for this Parking & On Site
Circulation Plan, and shall appoint and train the campus traffic coordinators.
6 Parking Procedures
6.1 On-Site Parking Requirements
● Scholarship Prep shall meet all city parking requirements deemed necessary for all parent, staff & vendor
guests.
●A total of 59 parking spaces are provided on-site to accommodate staff and visitors during school hours. The
school is in compliance with all City mandated parking standards which requires 41 parking stalls for
educational occupancy of 480 students and 40 personnel.
● Parking provided on-site shall not be utilized for events or uses occurring at off-site locations.
● Scholarship Prep shall maintain the parking facilities in an attractive condition, free of trash.
● Scholarship Prep shall provide preferred parking locations for EV vehicles.

6.2 Staff or School Owned Vehicle Parking
●Teachers &Staff will have assigned parking spaces on site.
●Teachers &Staff will arrive before 7:15 am each morning ahead of the student drop-off time.
●Teachers &Staff may park only in the striped parking spaces provided on-site.
●Public streets and/or other public ways shall not be used for the parking or loading or unloading of
vehicles.
●Any school-operated van,or other vehicle will park on the SP site and shall not park on adjoining
streets or in the neighborhood.
●Scholarship Prep shall maintain a list of license plate numbers for each employee who parks at the
campus.
6.3 Parent and Guest Parking
●Scholarship Prep will provide parking on-site for parents and guests visiting the school in designated
spaces and for special school events,an additional 100 parking spaces will allow for overflow,adding
to the on site parking count.
●Parents who park off campus in the overflow parking lot will be shuttled via the school vehicles.
Transportation will be provided to and from the offsite parking located at:
●Parents/visitors will not be allowed to park in the surrounding neighborhood.If any parents/visitors park in
residential neighborhoods,appropriate action will be taken to correct the issue.The school will actively
enforce this policy.Additionally,all parents must participate in mandatory training for drop-off/pick-up
procedures and routine updates will be provided to families if adjustments are necessary.
6.4 Off‐Site and Special Event Parking
●Special events (i.e.Open House,Back to School Night,etc)held at this site will be coordinated to not
coincide with any church events.
●Scholarship Prep will lease at least an additional 100 off-site parking spaces that will supplement on-site
parking.SP will provide a shuttle service from the overflow lot to bring guests onto the campus.
●For the special events,attendees will be prohibited from parking on Wagner Avenue or Rio Vista Street,or
any surrounding residential areas.
●Special events will be broken-up to accommodate smaller groups of parents on campus over several
evenings in order to limit the number of attendees.
6.5 Publication

●Scholarship Prep shall inform parents,students,faculty,and staff in writing on an annual basis of all
rules regulating school traffic and parking.
●Quarterly reminders will be sent to parents,students,faculty,and staff in writing.
7 Educational Instruction and After School Hours
●Instructional hours:Monday to Thursday:8:15 AM to 3:00 PM,Fridays:8:15AM-12:15PM.
●Scholarship Prep provides free breakfast to participating students beginning at 7:30AM and ending at
8:10AM.Extended care both before and after school is available.Approximately 25%of the students will
arrive before 7:30 and stay until 6:00 PM,Monday to Friday.The after-school program includes homework
assistance,tutoring,art classes and sport/recreational options.
8 Drop-Off and Pick-Up Procedures
8.1 Student Drop Off &Pick Up Procedures &Restrictions
●Drop-off hours shall be from 7:15 a.m.to 8:15 a.m.
●Pick up hours from Monday through Thursday run from 3:00 p.m to 6:00 p.m.Fridays have pick up hours from
12:15 p.m to 6:00 p.m.
●Staff,including teachers and administrators,will carry &communicate via 2-way walkie talkie radio devices
which allows staff to easily locate students and help them efficiently and safely arrive and depart the school.
●Scholarship Prep will operate the use of 3 vans that accommodate 9 students each.Each student is tracked
through drop-off via an app.The van will make up to 5-6 trips each.
●During drop-off;6 to 10 staff members will be on site assisting with students and traffic flow,4 staff members
assist students with exiting their vehicles,4 additional staff members assist in keeping the on-site circulation
of cars flowing.Additional staff will be monitoring pedestrians and vehicles along Wagner Avenue,including at
the intersection of Marjan Street and Wagner Avenue to ensure that no parents park in any neighborhood
street.
●During pick-up;2 staff members assist &greet parents,acquire students’grade and name and then alert
teachers as to which student is ready for pick up.The respective teacher then sends the student to their
vehicle.
●Pick-up and drop-off will be contained on-site at all times.
●Students shall be picked up on-site (except those that are walking,biking,or taking municipal bus lines).No
students will be picked up on Wagner Avenue,Rio Vista Street or adjacent neighborhood streets.

●Families will be assigned color-coded cards (8.5 x 11)that must be placed on their dashboard (or
windshield).The color-coded cards will designate the drop-off/pick-up period for each student in an effort to
minimize queuing lines on campus.THE COLOR-CODED DESIGNATIONS WILL BE STRICTLY
ENFORCED.
●All parents shall follow the traffic pattern illustrated below,see Queueing &Circulation Plan 7.1.1.All
incoming traffic will enter the site's north driveway and proceed to the parking area to drop-off/pick-up
students.All vehicles will traverse the parking lot and loop back to the north driveway to exit.
●One lane will be used for drop-off and pick-up and the queuing will extend down the driveway.The
driveway will also be used for van/bus drop-off and pick-up.
●Approximately 31 cars can queue on the site.This number,at the height of drop off or pick up,will take
approximately ten minutes from start to finish.
●All traffic entering the site shall conform to all traffic regulations.
●Exiting U-turns will be allowed on-site via the onsite service vehicle turning area which loops around the
parking lot in one direction to return to the two-way exiting driveway.
●No students,staff,parents,or guests will be permitted to cross Wagner Avenue at any point,except at
marked crosswalks (no jaywalking is permitted).
●The school will be responsible to make any changes,alterations,or modifications to school operations
or student enrollment to prevent any queuing onto Wagner Avenue.Changes shall be coordinated with
the City of Anaheim’s Traffic Engineering Department.
●All traffic coming to the site should follow all traffic regulations and use major streets to approach the site
from the west and north,without taking shortcuts through the residential neighborhoods.

8.2 Enforcement
8.2.1 Traffic Monitors
●Traffic and parking monitors in orange vests shall be located at the driveway entrance during all
drop-off and pick-up hours to monitor and enforce all traffic regulations and to preclude noise from car
horns,car radios,car alarms and loud voices,and to maintain smooth ingress to and egress from the
parking areas.
●The traffic monitors shall be equipped with at least one digital camera for use in
documenting violations of traffic regulations.
●The traffic monitors shall report in writing (along with photographic proof)the names and license plate
numbers of all parents,students,and others violating the schools'traffic regulations to the Scholarship
Prep administration.
8.2.2 Progressive Discipline
Scholarship Prep will maintain a progressive disciplinary system of enforcement.
●Parents who violate any of the traffic regulations shall be subject to the following
consequences:
o Verbal Warning
o First Written Warning
o Second Written Warning
o Meeting with School Administration
o Traffic Violation tickets
●Students who,independent of their parents,violate traffic regulations (such as jaywalking)
shall be subject to the following consequences:
o Verbal Warning
o Detention
o Meeting with School Administration
o Loss of school privileges (such as extracurricular activities and clubs)

9 Trip Reduction Plan
9.1 Carpooling
●A schoolwide announcement shall be delivered to all families and staff members prior to the start of
each school year to encourage carpooling.
9.2 Public Transit
●The school will encourage and support public transit by providing discount card applications to all
families and educating them about the benefits of using public transit.
9.3 Pedestrians and Bicyclists
●The school will encourage students and families to use alternative transportation methods,including
bicycles,skateboards,and walking on foot,by providing locations to secure bicycles and skateboards on
campus,and providing a clear and safe path of travel for pedestrians.
