Anaheim Blvd. Anaheim, CA 92805 SCHOLARSHIP PREP SCHOOL (DEV2021-00218) PARKING EVALUATION Mr. Rafael Cobian, Urban Crossroads, Inc. is pleased to provide the following Parking Evaluation for the Scholarship Prep School development (Project) located at 2780 E. Wagner Avenue in the City of Anaheim. This Parking Evaluation was developed to ensure that the proposed site plan provides adequate on-site parking supply to accommodate peak on-site vehicle parking demands. PROJECT OVERVIEW •It is our understanding that the project is to consist of improvements and additions to an existing building site to allow for the development of a not-for-profit, public charter school charted by the Orange County Department of Education, pursuant to California Education Code (EC) Section 47601. The public charter school will host students from transitional kindergarten through eighth grades. The maximum student enrollment will include a total of 480 students on site. •As stated in California legislature (EC Section 47605[e][2]), Charter Schools must admit any student wishing to attend their school. Therefore, Scholarship Prep Public Charter School does not have any criteria required for admission. •The proposed staff for the school includes 40 people per shift and will operate from Monday to Friday 6:00 AM – 6:00 PM. •The remodeling of an existing 8,923 sf 2-story building for 10 classrooms, administration offices, and restrooms. •The addition of a new 5,633 sf 2-story building containing 6 classrooms, restrooms, and an elevator to match the existing 2-story building in height. •Remodel of an existing 5,439 sf 1-story building with basement for 3 classrooms, restrooms, and a new lift. •Parking lot improvements and pick-up/drop off areas. •For an initial 24-month period, the existing church sanctuary will operate Sundays, with the use of (1) classroom after 5:00 PM and (1) office during the week, once per week. Religious assembly use of the site will cease following the 24-month duration. The proposed Project site plan is shown on Attachment A. ATTACHMENT NO. 5 Mr. Rafael Cobian City of Anaheim May 22, 2023 Page 2 of 3 14736-03 Parking PARKING REQUIREMENTS To demonstrate that adequate parking supply exists within the Scholarship Prep School, this parking assessment provides a review of the City of Anaheim Municipal Code parking requirements and an estimate of the peak parking demands. Section 18.42.040 of the City of Anaheim Municipal Code describes the off-street parking for non-residential land uses. Section 18.42.040 identifies the parking stalls required for institutional land uses such as the proposed Project. According to the Municipal Code use descriptions, the proposed Project is best described under “Educational Institutions – General” and “Community & Religious Assembly.” Table 1 provides a summary of the applicable City of Anaheim Municipal Code parking requirements. For Educational Institutions – General, the City of Anaheim Municipal Code requires one (1) parking space per classroom plus one (1) space per non-office employee, plus four (4) spaces per 1,000 square feet of GFA for office use, plus parking required for assembly halls and auditoriums. For “Community & Religious Assembly,” the City of Anaheim Municipal Code requires a parking demand study. Wagner Avenue on Sunday, April 10, 2022 and Thursday, April 14, 2022. As identified previously, there is an existing church sanctuary that operates after 5:00 PM on the weekdays, and on weekends. During the weekday, there are day care services onsite. Table 2 presents a summary of the existing weekday and weekend parking data. The reference data includes a count of vehicles parking on-site. During the weekday count, a maximum of 3 vehicles were parked in designated spaces during the sanctuary operation hours. During the weekend count, a maximum of 38 vehicles were parked in designated spaces during the sanctuary operation hours. Using the City of Anaheim Municipal Code parking rates and parking demand, it is possible to calculate the parking requirements for the proposed Scholarship Prep School. As shown on Table 2, the proposed Scholarship Prep School requires 41 stalls during the weekday and 38 stalls during the weekend. Since the classrooms are anticipated to not be in operation during the weekends, required parking spaces for the educational use are not included in the weekend parking space count. The preliminary site plan provides 59 parking spaces specifically for the proposed Project. Our evaluation indicates that the proposed parking spaces would meet parking requirements.
