The applicant also requests variances to permit lesser structural and landscape setbacks than required by Code (0 feet proposed; 18 and 20 feet required), and to allow partial screening of vehicles where complete screening of vehicles is required. Environmental Determination: The Planning Commission will consider whether to find the project Categorically Exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to State CEQA Guidelines Section 15061(b)(3), Common Sense Exemption. Environmental Determination: The Planning Commission will consider whether the proposed action is Categorically Exempt from the requirements to prepare additional environmental documentation per California Environmental Quality Act (CEQA) Guidelines, Section 15303, Class 3 (New Construction or Conversion of Small Structures). The appeal will be presented before City Council on September 19, 2023. Staff is creating a presentation for City Council regarding the work that is performed by the Planning Commission which will be presented in January 2024.
