The regular adjourned meeting of November 15, 2022 held on December 6, 2022 was called to
order at 3:03 P.M. in the Council Chamber of Anaheim City Hall, located at 200 S. Anaheim
Boulevard. The meeting notice, agenda, and related materials were duly posted on December
1, 2022.
MEMBERS PRESENT: Mayor Pro Tern Trevor O'Neil and Council Members Jose Diaz,
Gloria Sahagun Ma'ae, Jose F. Moreno, and Stephen Faessel
[Mayoral vacancy; one City Council vacancy]
STAFF PRESENT: City Manager Jim Vanderpool, City Attorney Robert Fabela, and
City Clerk Theresa Bass
Mayor Pro Tern O'Neil announced there was a vacancy for the District 4 City Council Member
seat as former Council Member Avelino Valencia had been sworn in as a California State
Assemblymember.

ADDITIONS/DELETIONS TO THE AGENDA:
City Clerk Theresa Bass reported the consideration of Consent Calendar Item No. 01 reciting
the facts of the General Municipal Election held on November 8, 2022, would include a revised
Resolution and Exhibit A, as distributed to City Council and posted to the City's website,
showing that Ashleigh Aitken was elected as Mayor, Carlos A. Leon was elected as City Council
Member for District 2, Natalie Rubalcava was elected as City Council Member for District 3,
Natalie Meeks was elected as Council Member for District 6, all for a full term of four years, and
Measure J was approved by the voters with Ordinance No. 6549 taking effect 10 days following
the adoption of the resolution.
PUBLIC COMMENTS (all agenda items):
City Clerk Theresa Bass reported that no public comments were received electronically prior to
5:00 P.M.
Wes Jones thanked Council Member Moreno for all his accomplishments while serving the
residents of Anaheim. He noted his favorite was the annual fireworks fundraiser that now
benefits non -profits and Anaheim schools. He thanked Council Member Moreno for fighting for
the residents of Anaheim.
Mike Robbins thanked Council Member Moreno for his honorable dedication to City residents.
He thanked him for recognizing the illicit deals that were going on behind the scenes and
fighting a selfless battle against them. He noted he is the face of legitimate service to the

democratic process and the people of Anaheim. He expressed deep gratitude for his hard work
and dedication.
Jeanine Robbins noted that she still worries about the City she loves and remains unsure if the
new Council Members will represent special interest groups or the residents of Anaheim. She
expressed respect and appreciation for Council Member Moreno and called him a true
gentleman who represented the people of Anaheim.
Former Mayor Tom Tait noted today is a day for optimism and gratitude. He expressed gratitude
for the City Council's service. He thanked Council Member Moreno for his valiant efforts in
saving the Anaheim Stadium and the surrounding area along with former Council Member
Denise Barnes. He thanked Council Member Moreno for his tireless work for transparency and
his passion for the residents of Anaheim. He thanked him for his friendship and wished him well
in his future endeavors.
Mark Richard Daniels expressed optimism for the new members of the City Council. He
thanked Council Member Moreno for his service to the City.
Victoria Vidrio noted the City Council needs to be transparent and loyal to the taxpayers. She
thanked Council Member Moreno for his transparency.
Thomas Fielder thanked Council Member Moreno for his service to the City. He encouraged
him to run for the Orange County Board of Supervisors.
JoAnn Nau thanked the City Council for their service. She thanked Council Member Diaz for his
service in District 1. She thanked Council Member Ma'ae for her service to the residents of
District 2. She thanked Mayor Pro Tem O'Neil for stepping up. She thanked Council Member
Faessel for what he taught her. She thanked Council Member Moreno for his service.
Paul Hyek requested an inspection for the properties that are demolished on Beach Boulevard.
He noted the pool is still in the ground and the flooring is still in place. He recommended he be
brought in as an outside contractor to help supervise those projects.
Victoria Michaels noted that exiting Council Members read emails and text messages while
residents poured their hearts out to the City Council. She believed that was directly reflected in
the recent election. She noted that Council Member Valencia was not in attendance and did not
complete his term. She thanked Council Member Moreno and former Council Member Barnes
for showing their hearts to the residents. She thanked Council Member Moreno for paying
attention and always following through. She encouraged the remaining City Council to support
the new Mayor and make their decisions based on integrity.
Maritza Bermudez thanked the City Council for their service. She thanked Council Member
Moreno for his service, for listening to the community, and for his service during the pandemic.
She expressed appreciation for his friendship and noted she looks forward to working with him
in the future.
Jonathan Echavarria, Field Representative for Assemblymember Sharon Quirk -Silva, thanked
the City Council on her behalf for their service to the City and wished them well in their future
endeavors.

Elia Renteria noted she never expected to become a resident until she began working for the
City 15 years ago and recognized the services the City provides. She thanked Council Member
Moreno for his work in District 3 and for supporting the residents. She encouraged the City
Council to continue making a change to promote the inclusiveness of all the City's
neighborhoods and thanked them for their service.
Jon Paul White thanked the City Council for their service.
COUNCIL COMMUNICATIONS:
Council Member Diaz thanked his colleagues and recognized the sacrifices they made to serve
the residents of Anaheim. He acknowledged the contributions of Mayor Pro Tern O'Neil and
Council Members Ma'ae and Moreno, noting that agreements and disagreements both occurred
but all because of wanting to do the best for Anaheim. He thanked them all for their service,
laughter, and debate.
Council Member Faessel recognized the service and leadership of Council Member Ma'ae,
Mayor Pro Tern O'Neil, and Council Member Moreno. He noted they had done a lot of work, he
looked forward to the transfer of power, and stated it had been an honor to serve together.
Council Member Moreno thanked public speakers for their comments tonight and at prior
meetings. He thanked his colleagues for participating in democracy and doing the public's
business. He thanked staff for their work and noted his intention with the current investigation is
transparency and exoneration of those not involved with any improper actions. He
acknowledged various City leaders and volunteers and displayed a presentation specific to
District 3 community leaders and volunteers, his district office staff, and his family. He
apologized to anyone he may have transgressed, acknowledged two-way uplifting and support,
and encouraged residents to support the newly elected officials and to keep showing up to
engage.
Council Member Ma'ae noted she had been involved in west Anaheim for over 20 years and
sought the appointment to continue to serve her community, not to become a politician. She
noted a need to support both residents and businesses to improve the City. She reported that
there were issues of slander and other actions throughout the election cycle, including the
removal of inappropriately placed signs. She noted she would continue to fight for the residents
of west Anaheim. She expressed her thanks for the ability to participate in many events and
described the highlights of her tenure. She expressed hope that the new Council Members
would continue local, community meetings. She offered her support to them and looked forward
to working together. She acknowledged her appointed board and commission members,
thanked her colleagues for their support and guidance, and recognized the dedication of the
staff. Lastly, she acknowledged her family and their sacrifice and support during her service.
Mayor Pro Tern O'Neil noted it had been an honor and privilege to serve the City and noted he
had done what was best for the City, not himself. He described the highlights and
accomplishments of his four years of service, showed a video displaying events and actions
during his tenure, and noted additional business and actions with other organizations. He
expressed hope that the incoming Mayor would be prepared for the task at hand and balance
needs while advocating for meaningful public policy. He thanked City staff, his staff, and his
commissioners. He noted it was an honor to serve with his colleagues, who even when

disagreeing all acted in the best interest of the City as they perceived it. He also thanked the
public for the input and gave best wishes to the incoming City Council.
CITY MANAGER'S UPDATE:
City Manager Jim Vanderpool thanked the outgoing Council Members on behalf of the
Department Head team and over 3,000 City employees. He noted the genuine support for
employees from the Council. He wished them blessings in their future endeavors, thanked them
for their service, and looked forward to maintaining relationships in the future.
CONSENT CALENDAR:
Prior to consideration of the Consent Calendar, Council Member Moreno expressed
appreciation to the City Clerk and the City Clerk's office for their work with Item No. 01 and all
related actions related to elections, transparency, and public engagement. At 4:21 P.M., the
Consent Calendar was considered.
MOTION: Council Member Moreno moved to waive reading of all ordinances and resolutions
and adopt the consent calendar in accordance with reports, certifications, and recommendations
furnished each City Council Member and as listed on the consent calendar, seconded by
Council Member Faessel. ROLL CALL VOTE: AYES — 5 (Mayor Pro Tem O'Neil and Council
Members Diaz, Ma'ae, Moreno, and Faessel); NOES — 0. Motion carried.

COUNCIL OF THE CITY OF ANAHEIM amending Chapter 1.05 of Title 1 of the
Anaheim Municipal Code (pertaining to the Personnel System Administration, Scope,
Appointments, and Access to Criminal History Information) (introduced at the City
Council meeting of November 15, 2022, Item No. 30).

Michael Penn administered the Oath of Office to Mayor -Elect Ashleigh E. Aitken.
Mayor Aitken noted she is the first woman and 48' Mayor of Anaheim. She thanked the
residents for the trust they have placed in her. She acknowledged the women who fought hard
for the right to vote and make changes for women in the workplace. She thanked her family for
standing by her and for everyone who supported her along the way. She thanked the outgoing
City Council for their service and dedication.
Mayor Aitken noted the last few years have been tumultuous with residents being let down by
leaders who were incapable of placing residents' needs ahead of personal greed. She noted
there is much work to be done for services for the City's seniors and strengthening the
relationship between the City and its schools. She referenced the impact of the pandemic that
halted the economy. She acknowledged the front-line workers who selflessly provided food,
operated busses, ran vaccine clinics, cared for the sick, and showed up every day to keep the
City safe. She offered condolences to anyone who lost loved ones during the pandemic.
Mayor Aitken encouraged everyone to remember that "We are Anaheim." She hoped the City
returns to kindness and chooses opportunity over fear and uncertainty. She hoped the City turns
its back on vitriol and suspicion in favor of collaboration and understanding. She noted the City
is full of strong voices and passionate opinions about Anaheim's potential. She shared ideas on
how to harness that passion and effectuate positive impact. She encouraged closing loopholes
that allowed corruption in the City through open and transparent governance, listening to
residents' needs, and enacting common-sense election reform. She pledged to expand
programming and the hours of community spaces such as parks, libraries, and community
centers. She noted that she looks forward to working with the City's flagship properties to

provide quality, high -paying jobs for residents. She pledged to ensure the City's police and fire
departments have the staffing, equipment, training, and technology needed to safely serve the
residents and visitors.
Mayor Aitken encouraged the City to address its unhoused neighbors' physical and mental
needs and fix the pre-existing inequalities that rose to the surface during the pandemic such as
housing costs, food insecurity, transportation challenges, and health care access. She advised
that she ran for Mayor because she believes residents are most affected by issues that are 50
feet from the front door. She vowed to ensure that every resident is confident that the City will
provide timely services.
Mayor Aitken encouraged residents to participate in the work ahead. She thanked the new City
Council for their service and noted she looks forward to hearing their ideas. She thanked the
City staff and noted she looks forward to their creativity unleashed. She recalled a quote from
Boston College President Father Leahy that stated, "leaders shape the future with vision,
justice, and charity with a sense of calling with concern for all the human family." She noted she
endeavors to live up to this goal and looks forward to sharing the journey with residents.
District 2 - Council Member -Elect Carlos A. Leon
City Clerk Theresa Bass administered the Oath of Office to District 2 Council Member -Elect
Carlos A. Leon.
Council Member Leon expressed his honor for being entrusted with such an awesome
responsibility. He thanked his mother and thanked her for her perseverance and sacrifice. He
thanked his father, who is no longer with us, for showing him the importance of hard work and
never giving up. He thanked Congressman Lou Correa, Senator Tom Umberg, Senator Josh
Newman, Assemblymember Sharon Quirk -Silva, and other elected officials and community
leaders for their support.
Council Member Leon thanked his team for their patience, hard work, and belief in his
campaign. He expressed the importance of public service, which was instilled in him by the
community he will now represent. He thanked former Council Member Ma'ae for her service
and noted he looks forward to robust conversations about policy and collaboration for the
betterment of the City and its residents.
Council Member Leon reported he is a proud product of Anaheim schools and highlighted the
academic career that led him to be elected. He encouraged Anaheim youth and noted they
could also follow in his footsteps. He noted residents have a responsibility to work together
across the community to ensure the City will grow and prosper and to provide resources and
opportunities for the next generation of leaders.
Council Member Leon noted the City has gone through a lot as the largest city in Orange
County. He expressed confidence in the City's resolve and noted the issues facing the City and
its residents are real. He advised the City must address homelessness, create safer
neighborhoods, build more and better housing opportunities, support large and small
businesses, encourage more investments, and rebuild trust at City Hall. He noted he looks
forward to working for and with the people of Anaheim.
District 3 - Council Member -Elect Natalie Rubalcava

City Clerk Theresa Bass administered the Oath of Office to District 3 Council Member -Elect
Natalie Rubalcava.
Council Member Rubalcava called for another round of applause for Council Member Moreno.
She advised she is a 4ch generation resident and expressed pride in representing the district she
was born and raised in as a Mexican American woman. She thanked her family and those who
supported her campaign. She noted her win is for the residents of District 3 who have been
overlooked. She thanked law enforcement and first responders for supporting her campaign and
for serving the residents and visitors of the City.
Council Member Rubalcava announced her daughter recently received a citizenship award at
her school. She referenced a Bible verse that stated, "Do nothing out of selfish ambition or vain
conceit, but in humility consider others better than yourselves, looking at the interests of others."
She reported that she intends to work with the City Council, City staff, and the community to do
the right thing for Anaheim. She noted she plans on bringing integrity back to the City along with
the City Council. She thanked her family and everyone who knocked on doors to support her
campaign. She noted District 3 is special and is the area that the City started to grow out of and
advised it is the most diverse in the city. She thanked her team for their support.
District 6 - Council Member -Elect Natalie Meeks
City Clerk Theresa Bass administered the Oath of Office to District 6 Council Member -Elect
Natalie Meeks.
Council Member Meeks thanked all who supported and mentored her including her parents,
extended family, friends and colleagues, daughter, and husband. She noted she believes
Anaheim is a city, organization, and community that is part of everyone's village. She advised
that she would prioritize issues that create an environment that fosters opportunity for everyone.
She noted she will prioritize safety including the safety of residents and their property and
community spaces. She advised she wants to create spaces that support physical and mental
health. She expressed support for Concerts in the Park and noted it connects neighbors. She
encouraged the support of economic development and believes the Anaheim Canyon has
untapped potential. She expressed optimism that the City Council will be collaborative to serve
the residents of Anaheim. She expressed support for releasing the full potential of the City staff.
She encouraged residents to instill pride in the City and minimize the voice of bullying.
COUNCIL COMMUNICATIONS:
Council Member Faessel requested the meeting adjourn in memory of Patricia Duthoy, 62-year
Anaheim resident and St. Justin Martyr teacher, and Dr. Cynthia Coad, former Orange County
District 4 Supervisor, North Orange County Community College District Board of Trustee
member, and philanthropist. He acknowledged the history being made this evening with the first
female mayor of Anaheim and he looked forward to working together with his new colleagues.
Council Member Diaz noted the historic nature of the peaceful transition of power as part of
democracy and the election of the first female mayor of Anaheim, congratulated the new
Council Members, and looked forward to working together with hope on new challenges and
opportunities.

COUNCIL AGENDA SETTING:
Council Member Meeks requested an agenda item to discuss the creation of a vision document
followed by a strategic plan and a workshop regarding homelessness and the City's status and
future plans.
Council Member Rubalcava requested an agenda item to review the City's traffic calming and
monitoring policy and associated requests for speed bumps, stop signs, and traffic lights, an
agenda item for a Girls in Government initiative, and an agenda item to review Neighborhood
Councils and exploring potentially bringing them back.
ADJOURNMENT:
At 6:13 P.M., with no further business to conduct, Mayor Aitken adjourned the regular meeting
of December 6, 2022, in memory of Patricia Duthoy and Dr. Cynthia Coad.
