AN ORDINANCE OF THE CITY OF ANAHEIM AMENDING
ARTICLE VI, CHAPTER 1 OF `1'HE ANAHEIM MUNICIPAL
CODE BY ADDING THERETO SECTION 6100.83 EXEMPT-
ING CERTAIN QUALIFIED, DISABLED VETERANS FROM
PAYME1iT OF LICENSE FEES REQUIRED UNDER THE
ANAHEIM MUNICIPAL CODE RELATING TO THE LICENS-
ING OF TRADES, CALLINGS, PROFESSIONS AND
OCCUPATIONS, AND REGULATING THE ISSUANCE OF
LICENSES TO DISABLED VETERANS.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN
AS FOLLOWS:
SECTION 1.
That Article VI, Chapter 1 of the Anaheim Municipal
Code be, and the same is hereby, amended by adding; thereto a
new section to be numbered 6100.83, exempting certain qualified,
disabled veterans from pa-zment of license fees required under
the Anaheim Municipal Code relating to the licensing of trades,
callings, professions and occupations, and regulating the
issuance of licenses to disabled veterans, said new Section
6100.63 to read as follows:
"SECTION 6100.83. DISABLED VETERANS. EXEMPTION.
"Every honorably discharged soldier, sailor or marine
of the United States, who is physically unable to ob-
tain his livelihood by means of manual labor and who
is a qualified voter of the State of California, shall
have the right to hawk, peddle and vend any goods,
wares or merchandise owned by him, except spirituous,
malt, vinous or other intoxicating beverages, without
the payment of a license fee, subject, however, to the
restrictions, limitations, regulations and conditions
hereinafter set forth.
"1. Every applicant must comply with the following
requirements before a license may be issued under the
provisions of this section:
'1(a) Every applicant must furnish a certificate
of physical disability executed by a qualified
surgeon of the United States Navy, Army or
Marines, a certificate of honorable discharge
from the United States Navy, Army or Marines, and
a written recommendation from the representatives
of the local posts of the American Legion and the
Veterans of Foreign Wars.
"(b) Every applicant must furnish two identifica-
tion photographs, one to be attached to the
license issued to said applicant, and the other
to be attached to the copy retained by the license
collector. The applicant must also sign both
copies of said license at the time of the issuance
thereof.
"2. A license when issued is subject to the following
conditions:

"(a) It is non -transferable and for the exclusive
use of the licensee named.
"(b) Applicantts identification photograph must be
attached to said license at all times, and failure
to comply herewith is grounds for revocation of
I said license and for refusing its renewal or the
I issuance of a new license thereafter.
11(c) Should a license be found in the possession of
one other than the licensee named, it shall be sur-
rendered up to the license collector and canceled,
and neither the licensee named nor the holder there-
of shall thereafter be entitled to hold a license
under the provisions of this section.
"(d) The licensee named must identify himself by
his signature whenever required to do so by any
police officer, license inspector or license col-
lector of the City.
"(e) Whenever the licensee uses any wagon, cart,
tray, basket or other vehicle or receptacle in vend-
ing any such goods, wares or merchandise, said
license shall be carried in a license holder at-
tached to said vehicle or receptacle and in plain
view.
"(f) Every license issued under the provisions of
this section shall expire thirty (30) days from and
after the date of issuance and a new license may
thereafter be issued pursuant to the provisions of
this section.
113. It shall be unlawf^al for any person, other than the
licensee named, to use or have in his possession any
license issued pursuant to the provisions of this section.
114, It shall be unlawful for any person to sell, pur-
chase or transfer any license issued pursuant to the
provisions of this section, or for any person to trans-
fer or convey the certificates mentioned in Paragraph 1,
(a) above to any other person for the purpose of secur-
ing a license as herein provided for.
"5. Any person who shall violate any of the provisions
of this section shall be deemed guilty of a misdemeanor
and upon conviction thereof shall be punished by a fine
not to exceed �500.00, or by imprisonment for a period
not to exceed six (6) months, or by both such fine and
imprisonment.
SECTION 2.
The City Clerk shall certify to the passage of this
Ordinance and shall cause the same to be printed once within
fifteen (15) days after its adoption in the Anaheim Bulletin,
a newspaper of general circulation, printed, published and
circulated in the City .ff Anaheim, and thirty (30) days from
and after its final passage it shall take effect and be in
full force.

certify that the foregoing Ordinance was introduced at a Regular meeting of
the City Council of the City of Anaheim, held on the 14th day of September, 1954,
and that the same was passed and adopted at a Regular meeting of said City
Council held on the 28th day of September, 1954, by the following vote of the
members thereof:
AYES: COUNCILMEN: Pearson, Fry, Schutte and Wisser.
NOES: COUNCILMEN: None.
ABSENT: COUNCILMEN: Vaal. Wagoner.
AND I FURTHER CERTIFY that the Mayor of the City of Anaheim approved_
