AN ORDINANCE OF THE CITY OF ANAHEIM,
CALIFORNIA, ORDERING, CALLING, PRO—
VIDING FOR AND GIVING NOTICE OF A
SPECIAL ELECTION TO BE HELD IN THE
CITY OF ANAHEIM ON THE 14TH DAY OF
OCTOBER, 1954, FOR THE PURPOSE OF
SUBMITTING TO THE QUALIFIED VOTERS
OF SAID CITY THREE PROPOSITIONS TO
INCUR BONDED INDEBTEDNESS BY SAID
CITY FOR CERTAIN MUNICIPAL IMPROVE-.

WHEREAS, the City Council of the City of Anaheim, California,
did on the 31st day of August, 1954, by a vote of more than two—thirds
of the members of said City Council, adopt Resolution No. 2515 ,
entitled "Resolution of the City Council of the City of Anaheim, Calif—
ornia, determining that the public interest and necessity demand the
acquisition and construction of certain municipal improvements, and making
findings relating thereto, " which said resolution was duly signed and
approved by the Mayor of said city and attested and certified by the
City Clerk of said city:
NOW, THEREFORE, the City Council of the City of Anaheim
DOES ORDAIN as follows:
Section 1. That a special election be held, and the same is
hereby called to be held, in the City of Anaheim, California, on the
14th day of October, 1954, for the purpose of submitting to the qualified
voters of said city three propositions of incurring indebtedness and
issuing bonds of said city therefor, in the amounts hereinafter set forth,
and for the objects and purposes set forth in said resolution and herein—
after stated.
Section 2. That the object and purpose for which each of
said indebtednesses is to be incurred and bonds issued therefor are as
follows:
Bond Proposition No. l:
The acquisition and construction by the City of Anaheim of
a certain municipal improvement, to wit: additions to and improvements
of the waterworks system of said city, said additions and improvements
to include water storage facilities, wells, pumps, water mains (including
replacement of existing mains) and other facilities for the production,
storage, transmission and distribution of water, including the acquisition
of all land, easements, pipe, valves, fittings, hydrants, meters, apparatus,
equipment and other property necessary therefor.
Bond Proposition No. 2:
The acquisition and consturction by the City of Anaheim of
a certain municipal improvement, to wit: additions to and improvements
of the sewage disposal system of said city, said additions and improve—
ments to include (1) additional main trunk, interceptor and lateral
sewers and appurtenances, together with the acquisition of all easements,
pipe, pumps, equipment, apparatus and other property necessary therefor,
and (2) the purchase of additional capacity and rights of use in main
trunk and outfall sewers presently owned jointly by the City of Anaheim
and other cities and sanitary districts.
Bond Proposition No. 3:
The acquisition and construction by the City of Anaheim of
a certain municipal improvement, to wit: the reconstruction, widening
and improvement of city streets and alleys and the opening, construction
and improvement of additional city streets, such construction, recon-
struction and improvement to include paving, storm drain and other drainage
facilities, curbs, gutters, sidewalks, lighting, traffic signals and other
street improvements.
Section 3. That the estimated cost of the municipal improve-
ment described in Bond Proposition No. 1 in Section 2 hereof is the sum
of $1,400,000 and that the amount of the principal of the indebtedness
to be incurred therefor is the sum of $1,400,000.
That the estimated cost of the municipal improvement described
in Bond Proposition No. 2 in Section 2 hereof is the sum of $900,000 and
that the amount of the principal of the indebtedness to be incurred
therefor is the sum of $900,000.
That the estimated cost of the municipal improvement described
in Bond Proposition No. 3 in Section 2 hereof is the sum of $1,200,000
and that the amount of the principal of the indebtedness to be incurred
therefor is the sum of $1,200,000.
That the maximum rate of interest to be paid on said indebtedness
shall not exceed the maximum rate permitted by law, to wit, six per cent (6%)
per annum, payable annually the first year and semiannually thereafter,
the actual rate or rates of interest on said bonds to be determined at
the time of the sale or sales thereof.
That if any proposition for the incurring of bonded indebtedness
so submitted receives the requisite number of votes, to wit, two-thirds
of the votes of the qualified electors voting on said proposition, bonds
of said city, in not exceeding the principal amount stated in such pro-
position, shall be issued and sold for the object and purpose set forth
in said proposition.
Section 4. That the polls for said election shall be opened
at seven o'clock A.M., of the day of said election and shall remain open
continuously from said time until seven O'clock P.M., of the same day,
when said polls shall be closed, except as provided in Section 5734 of
the Elections Code of the State of California.
That on the ballots to be used at said special election, in
addition to any other matters required by law, there shall be printed
substantially the following:

INSTRUCTIONS TO VOTERS
To vote on any measure, stamp a cross (/) in the
voting square after the word "YES" or after the
word "NO". All marks, except the cross (�) are
forbidden. All distinguishing marks or erasures
are forbidden and make the ballot void.
If you wrongly stamp, tear or deface this vallot,
return it to the inspector of election and obtain
another.
On absent voter's ballots marks a cross (�) with
pen or pencil.

Section 5. A cross (�) placed in the voting square after
the word "YES" in the manner hereinbefore provided shall be counted in
favor of the adoption of a proposition. A cross (�) placed in the
voting square after the word "NO" in the manner hereinbefore provided
shall be counted against the adoption of a proposition.
Section 6. That for the purpose of holding said special
election there shall be and are hereby established thirteen (13) con-
solidated voting precincts, said precincts to be designated as here-
inafter stated. Each such consolidated voting precinct shall consist
of the regular election precincts in the City of Anaheim (of the numbers
hereinafter stated) established for the holding of state and county
elections, as said regular election precincts exist on the date of
adoption of this ordinance. That the polling places for the respective
consolidated precincts shall be the places hereinafter designated; and
that the persons hereinafter named, being competent and qualified electors
and residents of said city and of their respective consolidated precincts,
are hereby appointed officers of election for their respective con-
solidated voting precincts and they shall hold said election and make
return thereof in the manner provided by law.
Consolidated Voting Precinct A shall consist of regular
election precincts Nos. 1, 11 and 25.

Section 7. That except as otherwise provided in this
ordinance, the election called hereby shall be conducted as provided
by law for other municipal elections in said city.
Section 8. That the City Council of said city shall meet
at its usual place of meeting in the City Hall on Tuesday, the 19th
day of October, 1954, at 8:00 o'clock P.M., of said day, and proceed
to canvass the election returns and declare the result of said election.
Section 9. That the City Clerk shall certify to the passage
and adoption of this ordinance by a vote of more than two-thirds of all
of the members of the City Council of said City, and shall cause said
ordinance to be published once a day for at least seven (7) days prior
to the date of said election in the ANAHEIM BULLETIN, a newspaper of
general circulation, printed, published and circulated in the City of
Anaheim six days a week. No other notice of such election need be given.
Section 10. This ordinance shall take effect upon its passage.
