AN ORDINANCE OF THE CITY OF ANAHEIM ESTABLISH-
ING CERTAIN REGULATIONS GOVERNING THE ERECTION,
CONSTRUCTION AND ALTERATION OF CERTAIN BUILD-
INGS, STRUCTURES AND IMPROVEMIENTS, AND CERTAIN
USES OF LAND, AND PROVIDING A MINIMUM'! FLOOR AREA
IN CERTAIN AREAS WITHIN THE CITY OF ANAHEIM,
WHEREAS, the City Council does find that by reason
of the rapid growth and expansion of the City of Anaheim and
the extension of its territorial limits, the large areas
rapidly being incorporated into the City Limits, the diversity
of interests therein, the necessity of making maps, and the
careful study and thorough analysis of all the factors neces-
sary in the establishment of proper zones in said areas, con-
siderable time will necessarily elapse before a survey can be
completed and zoning plans completed and regulations formulated
and established for the proper zoning and development of said
areas, and that certain regulations are necessary to be
adopted at this time in order to protect the public interest,
health, comfort and convenience and to preserve the public
peace, safety and welfare, pending the preparation and adop-
tion of zoning plans and the establishment of zoned areas in
said territory; and
WHEREAS, the City Council further finds that the
regulations and provisions hereinafter set forth in this
Ordinance are necessary for and are designed to lessen con-
gestion in the streets; to secure safety from fire and other
dangers; to prevent overcrowding of land; to avoid undue con-
centration of population; to facilitate the adequate provi-
sion of distribution of water, sewage, parks and other public
requirements; and that such provisions and regulations have
been made with reasonable consideration, among other things,
of the character of the district and its peculiar suitability
for the particular uses, and with a view of conserving
property values and encouraging the most appropriate use of
land throughout the area, and in consideration of the direction
of planning development according to a well considered plan.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF
ANAHEIM DOES ORDAIN AS FOLLOWS:
SECTION 1. No person, firm, corporation or associa-
tion shall hereafter, within the following described area:
Between the east line of Magnolia Avenue and the
west line of Gilbert Avenue, and between the
north line of Crescent Avenue and the south line
of La Palma Avenue, in the City of Anaheim,

erect, construct or locate more than one single family dwelling
and its accessory buildings upon any one lot or building site
in the above mentioned area, nor erect, construct or locate any
dwelling on any lot therein with a minimum floor space of less
than One Thousand One Hundred Fifty (1,150) square feet, and in
computing the area, garage space shall not be included therein.

SECTION 2. Before commencing any work pertaining
to the erection, construction, reconstruction, moving, con-
version, alteration or addition to any building or structure
within said district, a permit for each separate building
^ and./or structure shall be secured from the Building Inspector
of said City of Anaheim by the owner or his agent for said
work, and it shall be unlawful to commence said work until
and unless said permit shall have been obtained. No permit
shall be issued by the Building Inspector for the erection or
construction of any dwelling house within said area which
shall contain less than the minimum number of square feet or
floor space herein provided. Any buildings erected, con-
structed, altered, or to which additions are made shall comply
with all of the provisions of the City Building Code of the
City of Anaheim.
The City Council hereby reserves the right and power
to grant variance permits for non -conforming uses under this
Ordinance where unusual circumstances justify issuance and to
avoid hardship and unfairness. Application for variances shall
be made to the City Planning Commission and granted or denied
in accordance with the provisions of Section 4 of Ordinance
609 of the City of Anaheim.
SECTION 3. Any person, firm or corporation, whether
as principa , agent, employee or otherwise, violating any of
the provisions of this Ordinance shall be guilty of a mis-
demeanor, and upon conviction thereof shall be punishable by
a fine of not more than Three Hundred (300.00) Dollars or by
imprisonment in the County Jail for a term not exceeding three
(3) months, or by both such fine and imprisonment. Such
person, firm or corporation shall be deemed guilty of a
separate offense for each and every day during any portion of
which any violation of this Ordinance is committed, continued
or permitted by such person, firm or corporation, and shall
be punishable as herein provided.
SECTION 4. This Ordinance is hereby declared to be
an urgency measure and shall be in full force and effect im-
mediately upon its adoption. The facts constituting such
urgency are as follows:
The uncontrolled erection, or construction of
buildings on building sites within the afore-
said area within the City of Anaheim, would be
detrimental to the public health, safety, peace,
comfort and general welfare of said City. That
there is an immediate danger that persons,
firms or corporations will erect and construct
buildings and dwellings in said area detrimental
to the character of the district and not pe-
culiarly suitable to the particular uses for
which such territory should be used, and that
will tend to diminish property values rather
than conserve such property values, and will be
detrimental to the orderly development and ex-
pansion of the City of Anaheim and the direction
of buildin;; development according to a well
zoned plan.
That the adoption of this Ordinance as an urgency measure is
necessary for the immediate preservation of the public peace,
health, safety and public welfare.

SECTION 5- The City Clerk shall certify to the
passage of this Ordinance and shall cause the same to be
printed and published once in the Anaheim Bulletin, a news-
paper of general circulation, printed, published and circu-
lated in the City of Anaheim, California, within fifteen
(15) days after the passa e hereof, and after its final
passage it shall take effect immediately and be in full
force.
