A RESOLUTION OF THE GOVERNING BOARD OF THE
ANAHEIM HOUSING AUTHORITY AUTHORIZING THE USE
OF $2,000,000 IN LOW AND MODERATE INCOME HOUSING
ASSET FUNDS TO MAKE A 50.3% MATCH OF PRO HOUSING
GRANT FUNDING; AUTHORIZING THE EXECUTIVE
DIRECTOR OF THE ANAHEIM HOUSING AUTHORITY, OR
DESIGNEE, TO ADMINISTER THE LOW AND MODERATE
INCOME FUNDS ON BEHALF OF THE ANAHEIM HOUSING
AUTHORITY AND ACT AS THE AGENT OF THE HOUSING
AUTHORITY ON ALL MATTERS CONCERNING THE PRO
HOUSING GRANT FUNDING
WHEREAS, the United States Department of Housing and Urban Development (HUD)
("Grantor") has issued a Notice of Funding Opportunity for the Pathways to Removing Obstacles
to Housing (PRO Housing) grant program ("Grant"), for assisting communities in their efforts to
the identification and removal of barriers to affordable housing production and preservation; and
WHEREAS, HUD is responsible for administering and establishing necessary procedures
governing the Grant application process; and
WHEREAS, said procedures established by HUD recommend that applicants certify the
approval of the application before submission to HUD; and
WHEREAS, successful applications will be conditioned upon entering into a contract with
HUD setting forth the standard terms and conditions of the Grant; and
WHEREAS, the City Council of the City of Anaheim in a separate action approved the filing
of a Grant application to create and preserve affordable housing, specifically for the development of
an Anaheim Housing Trust and City Livability Lab ("Project").
NOW, THEREFORE, BE IT RESOLVED by the Governing Board of the Anaheim Housing
Authority as follows:
1. The Anaheim Housing Authority ("Authority") certifies that it has or will have
available, prior to commencement of any work on the Project included in this application, the
sufficient funds to provide a match to the Project, including $2,000,000 in Low and Moderate Income
Housing Asset funds to seed the creation of the Anaheim Housing Trust.
2. The Executive Director of the Authority, or designee, is hereby authorized to
administer the Low and Moderate Income Housing Asset funds on behalf of the Authority and act as
the Agent of the Authority on all matters concerning the PRO Housing grant funding.
3. The Authority agrees to comply with all applicable federal, state, and local laws,
ordinances, rules, regulations, and guidelines.
4. Contingent upon award of said Grant, the annual budget of Housing and Community
Development Department is hereby amended by increasing revenue and expenditures in an amount
equal to the amount of the Grant Funds awarded.
