RESOLUTION NO. 66R-34
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF ANAHEIM GRANTING CONDITIONAL USE
PERMIT NO. 785.
WHEREAS, the City Planning Commission of the City of
Anaheim did receive an application for a Conditional Use Permit
from PACIFIC UNION CONFERENCE OF SEVENTH DAY ADVENTISTS, P. O.
Box 146, Glendale, California, to establish an office building,
with waivers of the maximum height limitation of structures
within 150 feet of a single-family zone boundary, and the mini-
mum parking spaces requirement, on the following described
property situated in the City of Anaheim, County of Orange, State
of California, to wit:
The North 80 feet of the following described property:
Parcell. That portion of the Northwest quarter of the
Northwest quarter of the Northeast quarter of Section 27,
Township 4 South, Range 10 West, S. B. B. & M.,
described as follows:

Beginning at the Southwest corner of the Northwest quarter
of the Northwest quarter of the Northeast quarter of said
Section 27, said corner bei~ on the center line of Harbor
Boulevard and bears South 10 21' 00" East 656.00 feet
from the center line intersection of said Harbor Boule-
vard and Katella Avenue; thence along the Southerly line
of the Northwest quarter of the Northwest quarter of the
Northeast quarter of said Section 27, North 890 49' 40"
East 60.01 feet to the Easterly line of said Harbor
Boulevard and the true point of beginning; thence con-
tinuing along said last mentioned line North 890 49' 40"
East 400.00 feet; thence parallel with said center line
of Harbor Boulevard North 10 21' 00" West 98.40 feet;
thence parallel with said Southerly line of the Northwest
quarter of the Northwest quarter of the Northeast quarter
South 890 49' 40" West 400.00 feet to said Easterly line
of Harbor Boulevard; thence South 10 21' 00" East 98.40
feet to the true point of beginning.
Parcel 2. That portion of the Northwest quarter of the
Northwest quarter of the Northeast quarter of Section 27,
Township 4 South, Range 10 West, in the Rancho San Juan
Cajon de Santa Ana, as shown on a Map recorded in Book
51, page 10 of Miscellaneous Maps, records of Orange
County, California, described as follows:
Commencing at the Southwest corner of said Northwest
quarter of the Northwest quarter of the Northeast quarter
of Section 27, said point being distant South 10 21' 00"
East 656.10 feet from the Northwest corner of said North-
east quarter and shown on a Map filed in Book 43, page 33
of Record of Surveys in the office of the County Recorder
of Orange County, California; thence North 890 49' 28"
East 60.01 feet along the South line of said Northwest
quarter of the Northwest quarter of the Northeast quarter
to the East line of Harbor Boulevard, being the true point

along said South line; thence North 10 21' 00" West
18.40 feet parallel with the West line of said Northeast
quarter; thence South 890 49' 28" West 400.00 feet
parallel with said South line to said East line of
Harbor Boulevard; thence South 10 21' 00" East 18.40
feet to the true point of beginning.
AND WHEREAS, the City Planning Commission did hold a
public hearing at the City Hall in the City of Anaheim upon said
application on. November 22, 1965, notices of which said public
hearing were duly given as required by law and the provisions of
Title 18, Chapter 18.76 of the Anaheim MUnicipal Code; and
WHEREAS, said Commission, after due inspection, in-
vestigation and studies made by itself and in its behalf and
after due consideration of all evidence and reports offered at
said hearing did adopt its Resolution No. 1856, Series 1965-66,
granting Conditional Use Permit No. 785, subject to the condi-
tions therein set forth; and
WHEREAS, thereafter,within twenty-two (22) days from
the date of the adoption of said resolution, the City Council
did elect, upon its own motion, to review the action of the
City Planning Commission in granting said conditional use permit
and did thereupon fix the 11th day of January, 1966, as the time
and the Council Chamber in the City Hall of the City of Anaheim
as the place for a public heari~ upon said conditional use
permit, and notices of such pub11c hearing were duly given as
required by law and the provisions of Title 18, Chapter 18.76
of the Anaheim MUnicipal Code; and
WHEREAS, at the time and place fixed for said public
hearing, the City Council did duly hold and conduct such hear-
ing and did give all persons interested therein an opportunity
to be heard and did receive evidence and reports; and
WHEREAS, the City Council finds, after careful con-
sideration of the recommendations of the City Planning Commis-
sion and all evidence and reports offered at said hearing, that:
1. The proposed use is properly one for which a
conditional use permit is authorized by the
Anaheim MUnicipal Code.
2. The proposed use will not adversely affect the
adjoining land uses and the growth and development
of the area in which it is proposed to be located.
3. The size and shape of the site proposed for the
use is adequate to allow the full development of
the proposed use in a manner not detrimental to
the particular area nor to the peace, health,
safety and general welfare.
4. The traffic generated by the proposed use will not
impose an undue burden upon the streets and high-
ways designed and improved to carry the traffic in
the area.

5. The action in granting this conditional use permit
is an exception to the General Commercial-Recreation
Area Land Use Policy, and in no way establishes a
precedent for further exceptions.
6. The proposed building will fill a need which exists
for an office facility in connection with the
utilization of the Commercial Recreation Area.
7. The granting of the conditional use permit under
the conditions imposed will not be detrimental to
the peace, health, safety and general welfare of
the citizens of the City of Anaheim.
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the City of Anaheim that the action of the City Planning Com-
mission granting said conditional use permit be, and the same
is hereby sustained, and that Conditional Use Permit No. 785
be, and the same is hereby, granted permitting the establishment
of an office building, with waivers of maximum building and
structural height limitations, Section 18.l6.050(4)-(b} of the
Anaheim MUnicipal Code (since said use although located in an
R-A Zone is located in that area desi~nated by Resolution No.
64R-662 as the "Commercial-Recreation area in and around
Disneyland, and the height proposed by petitioner is consistent
with the height guide lines set forth in said.resolution
covering the height standards for structures in the Disneyland
area), and the minimum parking spaces requirement, Section
18.04.030(b)-(1) of the Anaheim MUnicipal Code, on the property
hereinbefore described, subject to the following conditions:
1. That the owner of subject property shall pay to
the City of Anaheim the sum of $2.00 per front
foot, along Harbor Boulevard, for street lighting
purposes.
That the owner of subject property shall pay to
the City of Anaheim the sum of 15~ per front foot,
along Harbor Boulevard, for tree planting purposes.

That trash storage areas shall be provided in
accordance with approved plans on file in the
Office of the Director of Public Works and Super-
intendent of Streets, prior to final building
inspection.
That fire hydrants shall be installed as required
and determined to be necessary by the Chief of the
Fire Department, said fire hydrants to be installed
prior to final building inspection.
That all construction shall be in conformance with
the Uniform Building Code as adopted by the City of
4naheim, and shall be completed prior to final
building inspection.
That all air conditioning facilities shall be
properly shielded from view from abutting streets,
prior to final building inspection.

7. That subject property shall be developed substan-
tially in accordance with plans and specifications
on file with the City of Anaheim, marked Exhibits
Nos. 1 through 7.
8. That Conditions Nos. 1 and 2 above-mentioned shall
be complied with prior to the time the building
permit is issued, or within a period of 180 days
from date hereof, whichever occurs first, or such
further time as the City Council may grant.
The City Council hereby reserves the right to revoke
such conditional use permit for good cause or failure of said
owner, its successors or assigns to comply with the Anaheim
MUnicipal Code and regulations and the conditions herein.
THE FOREGOING RESOLUTION is approved and signed by
me this 18th day of January, 1966.
