Attachment 4 - Conditional Use Permit Request and Justification LetterLETTER OF REQUEST The proposed project consists of the rehabilitation of a portion of the Walmart Shopping Center located at 88 E. Orangethorpe Avenue. A Conditional Use Permit will be filed for the proposed rehabilitation of the center. The existing Big 5 Sporting Goods building and adjacent automotive building, consisting of 13,827 square feet, will be demolished. The proposed new development will include two new uses, a 3,600 square foot Quick Quack car wash and a 2,350 square foot Ono Hawaiian BBQ fast food restaurant. Additional site improvements will include underground water quality management, resurfacing of the parking lots and newly installed landscaping. The project will be developed in one phase with all site improvements constructed in conjunction with both new uses. Following approval of the Conditional Use Permit, project final building and site plans will be prepared and submitted to the City of Anaheim for plan check and permit issuance. It is anticipated this could occur in early 2024 and construction could be completed in late 2024. The project site is located along a developed commercial corridor permitting similar uses as those proposed, and the construction and rehabilitation of this portion of the center will enhance the historic commercial character of the area. The subject site is an underutilized portion of the Walmart Center, primarily consisting of a large parking field and adequately accommodates the proposed uses and related parking facilities and will not be detrimental to the surrounding area or cause a detriment to the Orangethorpe commercial corridor. Vehicular traffic studies have concluded that the proposed uses will not impose an undue burden upon the surrounding road system. In addition, the approval of the CUP will provide additional commercial service for this area and will not harm the health and safety of the citizens of Anaheim because of careful site planning and enhanced landscape treatment for the overall center.
