Orangethorpe Avenue, Anaheim, CA 92801 To: Ivan Orozco, City Planner From: Eric Mangelsen, Vice President Rossmore Enterprises (Owner) Date: October 4, 2023 RE: Parking Demand Memo – Quick Quack Car Wash Quick Quack Car Wash (“QQ”) is an express car wash operated business whereby customers do not exit their vehicles other than to vacuum the interior of their vehicles. QQ has 200 locations and over 1.2 million members with approximately the same number of parking stalls at each location. Historically, there have not been any issues being under-parked or unable to meet the demand of its customers to vacuum their vehicles. Additionally, there is no retail or any other reason for a customer to park their vehicle other than to vacuum their vehicle. The QQ development proposed at 88 E. Orangethorpe Avenue in Anaheim includes a 3,600 square foot drive-thru express car wash building and two (2) long queuing lanes to accommodate stacking of twenty-three (23) vehicles from the front of the Showroom at any given time. This location has the capacity to run up to one hundred fifty-five (155) vehicles per hour through the wash, loading one (1) vehicle every twenty-four (24) seconds onto the conveyor. Once on the conveyor, the average wash time is approximately two (2) minutes and ten (10) seconds before discharge at the front of the Showroom. Additionally, the subject property has eighteen (18) vacuum stalls, one (1) handicap parking stall, and two (2) standard parking stalls for employees. QQ will employ approximately eighteen (18) to twenty (20) part-time employees for this location wherein only two (2) to three (3) employees will be on-site at any given time. Approximately sixty percent (60%) of QQ’s customers who wash their vehicle will subsequently use the vacuums and QQ has rules posted at each vacuum stall to park for ten (10) minutes only. We have compiled a list of other existing or recently approved express car wash operations in Anaheim which is attached on Exhibit A hereto. Based on the data obtained for each location, building square footage ranges from 2,000 SF on the low end to 5,000 SF on the high end with parking stalls ranging from fifteen (15) on the low end to twenty-six (26) on the high end. The subject property building is smaller than the average building square footage of the comparable carwash locations and has more parking spaces than the average number of parking spaces of comparable carwash locations. In summary, QQ has laid out its site plan on the subject property to maximize its ability to service its customers through queuing and parking. The QQ development proposed at 88 E. Orangethorpe provides more than enough parking stalls for this location. ATTACHMENT NO. 7
