86R-007 RESOLUTION NO. 86R- 007 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ANAHEIM AMENDING RESOLUTION NO. 85R-428 WHICH ESTABLISHED RATES OF COMPENSATION FOR CONFIDENTIAL JOB CLASSES. WHEREAS, the Human Resources Director has recommended in a staff report dated December 27, 1985 that the rates of compensation for Confidential job classes shall be adjusted, upgrade eligibility be revised and bilingual compensation be adjusted effective October 4, 1985; and WHEREAS, as a result thereof, the need exists to amend Resolution No. 85R-428; and WHEREAS, the City Council of the City of Anaheim does find that adjusting these rates of compensation and revising upgrade eligibility is in the best interest of the City of Anaheim. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Anaheim as follows: 1. Section 1 of Resolution No. 85R-428 is hereby amended to read as follows: "That effective October 4, 1985 through February 20, 1986, the basic compensation plan for all officers and employees of the City of Anaheim who are now employed or will in the future be employed in any of the classifications listed below shall be allocated to the following salary schedules in the Salary Schedule Master: Classification Administrative Assistant Administrative Secretary Clerk - Confidential Convention Center Operations Specialist Intermediate Clerk - Confidential Legal Clerk Legal Secretary Litigation Secretary Office Specialist - Confidential Office Supervisor - Confidential Paralegal Personnel Records Specialist Planning Commission Secretary Principal Office Specialist - Confidential Secretary Senior Clerk - Confidential Senior Legal Secretary Senior Office Specialist - Confidential Senior Secretary Senior Word Processing Operator - Confidential Schedule Number Step Range X 1466 XU12 1270 0739 1270 0826 0977 1124 1172 0869 U12 1130 1270 1086 U12 1270 U12 1043 U12 1026 U12 0956 X 1270 U12 0999 U12 1172 0999 A-E A-E J-E A-E J-E J-E A-E A-E J-E A-E A-E J-E A-E J-E J-E J-E A-E J-E A-E A-E Classification Stenographer - Confidential Typist Clerk - Confidential Word Processing Operator - Confidential Special 3.0% Additional Earnings Schedule Number Step Range 0977 0782 U2 0934 J-E J-E A-E For the period October 4, 1985 to October 16, 1986 employees in the classification of Intermediate Clerk will receive 3% special additional earnings above the salary schedule provided that they were employed in the classification on October 3, 1985. An employee in this classification on October 3, 1985 who leaves the classification will only be paid to the date of departure. Employees who enter this classification after October 3, 1985 are not eligible for the special additional earnings. Section 3 of Resolution No. 85R-428 is hereby amended to read as follows: "3a. Employees temporarily upgraded to the classification of Word Processing Operator - Confidential shall be compensated at the lowest step in the higher salary schedule that will provide a premium of not less than 4.0% of the employee's regular hourly rate of pay for each hour worked in the higher job class during normal working hours if they are assigned to work in the higher job class for a minimum of two (2) hours of each day. Employees temporarily upgraded to this job class during other than normal working hours shall be compensated at the lowest step on the higher salary schedule that will provide an upgrade premium of not less than 4.0% of the employee's regular hourly rate of pay for all time worked in the higher job class. The "E" step in the higher salary schedule shall be the maximum upgrade premium when the "E" step of the higher salary schedule provides an upgrade premium of less than 4.0%. Such job classes shall be designated in Section 2 of this Resolution by a "U2" before schedule numbers. - 3 - 3b. Employees Uroraded to the job classes liste below shall be paid in accordance with Section 3a; provided however that a minimum of twelve (12) hours or longer must be worked before payment will be made from the first day. Such job classes shall be designated in Section 2 by a "UlZ" before schedule numbers. o o Administrative Secretary Office Supervisor - Confidential Planning Commission Secretary Principal Office Specialist - Confidential Secretary Senior Clerk Confidential Senior Secretary Senior Office Specialist - Confidential o o o o o o 3. Section SA is hereby added to Resolution No. 85R-428 to read as follows: "Employees required to speak, read and/or write in Spanish or other languages as well as English as part of the regular duties of their position will be compensated at the rate of twenty-five dollars ($25.00) per pay period in addition to their regular pay. The appropriate department head shall designate which positions shall be assigned bilingual duties and which languages shall be eligible for biligual pay. The Human Resources Director shall conduct a test of compentency for employees whose position have been assigned bilingual duties to certify these employees eligible for bilingual pay, except that operating departments with authorized bilingual certifiers may conduct their own test of bilingual competency and notify the Human Resources Director of the outcome of the test. Bilingual pay eligibility shall continue in accordance with the above provisions during any period of leave with pay." AND BE IT FURTHER RESOLVED that except for the extent amended Resolution No. 85R-428 shall remain in full force and effect.
