A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
ANAHEIM AMENDING THE RATES, RULES AND REGULATIONS
FOR THE SALE AND DISTRIBUTION OF ELECTRIC ENERGY AS
ADOPTED BY CITY COUNCIL RESOLUTION NO. 7lR-478 AND
MOST RECENTLY AMENDED BY CITY COUNCIL RESOLUTION
NO. 85R-445
WHEREAS, the City of Anaheim maintains an electric
generation and distribution system for the furnishing of electricity
to residents and inhabitants of the City of Anaheim and has adopted
Electric Rates, Rules and Regulations for the sale and distribution
of electric energy; and
WHEREAS, it is the policy of the City Council that
Anaheim's Electric Utility shall be self-supporting from charges
made by the City for electric energy furnished to consumers and for
services rendered in connection therewith; and
WHEREAS, it is appropriate to provide Anaheim's electric
customers with reasonably stable rates and this is best accomplished
at this time by amending Rule 19 (Rate Stabilization Account) of the
Electric Rates, Rules and Regulations.
WHEREAS, the Public Utilities Board has made the following
findings:
1. The Electric System revenue requirement of the Anaheim
Public Utilities Department will be established, as set
forth below, on the basis of projections for the 1985-86
fiscal year consisting of the twelve months July 1, 1985
through June 30, 1986.
2. A reasonable estimate of the revenue requirement for
power supply expenses for the 1985-86 fiscal year is
$132,561,000.

3. A reasonable estimate of the revenue requirement for
other operating expenses for the 1985-86 fiscal year is
$17,404,000.
4. A reasonable estimate of the revenue requirement for
capital expenditures for the 1985-86 fiscal year is
$15,587,000, including $7,380,000 for power supply
capital expenditures.
5. A reasonable estimate of the revenue requirement for
debt service and reserve increase for the 1985-86 fiscal
year is $26,609,000.

6. A reasonable estimate of the revenue requirement for
transfer to the General Fund for the 1985-86 fiscal year
is $7,051,000.
7. A reasonable estimate of the revenue requirement offsets
due to other electric revenues and interest income for
the 1985-86 fiscal year is $15,753,000.
8. A reasonable estimate of the revenue requirement for
working capital decrease for the 1985-86 fiscal year is
$5,765,000.
9. An estimated revenue requirement of $177,694,000, set
forth below, is appropriate for the 1985-86 fiscal year:

RATE STABILIZATION ACCOUNT
A.
PURPOSE
The Rate Stabilization Account is established as a means of providing
more stable retail electric rates to the customers of the City's Electric
Utility.
B. DEFINITIONS
1. Billing Rate - A forecasted average retail electric rate, in cents
per kwh, based on the retail electric rates currently being billed to
the utility's customers. The Billing Rate includes the base rates
and the Power Cost Adjustment Billing Factors.
2. Rate Stabilization Account (RSA) - A restricted cash account within
the Electric Utility Operating Fund, Fund 55, which is utilized in
stabilizing electric rates. The account is initially established
with refund money received from Southern California Edison Company
for prior overcharges on wholesale rates.
3. Rate Stabilization Account Interest - The interest earned on the
monies in the RSA which is' credited to the RSA.
4. Reference Rate - A forecasted average retail electric rate, in cents
per kwh, required to provide sufficient revenue to meet expenditures
and fund transfers of the approved Resource Allocation Plan (RAP) of
the Electric Utility.
5. Stabilization Rate - A rate, in cents per kwh, to determine the flow
of funds from the restricted cash of the RSA to the unrestricted cash
of the Electric Utility Operating Fund.

6. Stabilization Transfer - The amount transferred, on a monthly basis,
from the restricted cash of the RSA to the unrestricted cash of the
Electric Utility Revenue Fund.

C. OPERATION OF RATE STABILIZATION ACCOUNT
1. Within 15 days after the end of each month, the Stabilization Transfer
will be calculated based on the recorded monthly kwh sales and existing
Stabilization Rate.
2. Within 15 days after the end of each month Utilities Accounting takes
appropriate action to move the Stabilization Transfer from the
restricted cash of the Rate Stabilization Account to the unrestricted
cash of the Electric Utility Operating Fund.
3. Within 15 days after the end of each month, the Public Utilities
Department shall furnish to the City Manager, City Council and Public
Utilities Board a report on the status of the RSA.

be shown in this section.

BE IT FURTHER RESOLVED by the City Council of the City of
Anaheim that the amended Electric Rates, Rules and Regulations be
made effective February 1, 1986.
BE IT FURTHER RESOLVED, that, based on the findings
hereinabove made and adopted, the budget for fiscal year 1985-86
should be modified as follows:
