Conditional Use Permit Amendment Request
and Project Description
Location
This existing 41.05-acre campus includes three contiguous parcels located immediately
south of Interstate 5, north of single-family residential across La Palma Avenue, with
Industrially zoned properties to the east and west. This request pertains specifically to 1200
Electric Way and 1212 N. Hubbell Way.

Proposed Amendment
The request to amend Conditional Use Permit No. 2006-05121 would permit and retain a
two-year religious graduate training program currently operating within the existing
teleconferencing center (1212 N. Hubbell Way) and existing office building (1200 Electric
Way). This specific use is identified as conditionally permitted in the Anaheim Municipal
Code, Zoning, Industrial Zone, Educational Institutions – General (18.10.030.040.0402 –
Uses – Non-Residential – Table 10-A).
Background
In 2006, the Planning Commission approved a request to establish a comprehensive
campus that included renovation of an existing warehouse into a teleconferencing center
and private conference/training center. In 2009, the Planning Commission approved a
request to convert an existing warehouse building into a two-story office building in
conjunction with the previously approved teleconferencing center. The Living Stream (LSM)
campus is currently developed with 10 buildings that support publishing activities for
Christian materials including print and audio, while also supporting Christian radio programs
and broadcasting. The campus has a mix of unrelated LSM uses that include office,
vocational training, and restaurant tenants that lease office and commercial space on the
campus.
Operational Characteristics
The 1200 Electric Way building is already established and permitted for an adult/career
training center in conjunction with the previously approved teleconferencing center under
CUP2006-05121. The proposed graduate training program is allowed through the Anaheim
Municipal Code, Zoning, Industrial Zone, Community & Religious Assembly
(18.10.030.040.0402 – Uses – Non-Residential – Table 10-A) code section.

The graduate training program consists of classroom activities within both the 1212 N.
Hubbell Way and 1200 Electric Way buildings. Limited portions of the teleconferencing
center, approximately 15,260 square feet, are utilized for the graduate training program.
These areas include classroom areas, restrooms, and cafeteria. Use of the 1200 Electric
Way building by students includes classroom areas, group collaboration areas, study areas,
library, and restrooms. As part of the typical schedule, some students would participate in
classroom or collaboration activities, while other students would simultaneously be engaged
in learning activities within the teleconferencing center, depending on whether the specific
class requires teleconferencing capabilities.
Students enrolled in the graduate training program reside in off-site housing near the
campus, including Grace Gardens, an existing off-site residential community and carpool or
rideshare to the campus. No living accommodations are provided on the Living Stream site.
The graduate training program is in session for two 20-week semesters (mid-February to
end of June and mid-August to mid-December). However, no uses related to the graduate
training program would occur in the teleconferencing center during scheduled private or
public teleconferences (July to mid-August and end of December to mid-February), as
previously approved per CUP2006-05121(A).
The maximum enrollment of the graduate training program is limited to 550 students. This
number of students is within the parameters of the existing conditional use permit,
previously referenced. In 2006, Anaheim staff determined that the existing and proposed
uses, i.e. teleconferencing and training center, would not increase parking demand beyond
the proposed number of existing spaces and would actually exceed the parking
requirement. In June 2022, a parking study was conducted by KOA Corporation (KOA) and
reevaluated in August 2023. It was determined that the graduate training program does not
increase parking demand and that parking supply exceeds the parking spaces required.
Student parking would be contained in the parking lot south of the teleconferencing center.
The parking on this parcel exceeds the required 182 parking spaces.
Approximately 15 staff/instructors would occupy the office areas within the 1200 Electric
Way building during business hours. The same staff/instructors would oversee activities in
the teleconferencing center and office building. Classroom hours are 8:00 a.m. to 12 p.m.,
Tuesday through Saturday. On the adjoining parcels, existing office uses have typical hours
of operation from 7:00 a.m. to 6:00 p.m., Monday through Friday; existing educational uses
have day and evening class hours from 6:30 a.m. to 10:30 p.m., Monday through Friday and
weekends from 7:30 a.m. to 4:30 p.m. It should be noted that parking for these uses is
provided in parking lots near those buildings and there is no overlap with parking required
for the graduate training program use.
Previous parking studies conducted by KOA utilize all adjoining parcels (APN 071-062-04,
071-541-01, 071-061-27) to calculate total parking supply. Parking for non-teleconferencing
uses is provided in parking lots near the respective buildings with no overlap in parking
requirements.

In summary, the request to permit and retain the two-year, religious graduate training
program would serve to further the goals and purpose of Living Stream and create a specific
entitlement for “religious” graduate training, within 1200 Electric Way and 1212 N. Hubbell
Way, as part of Conditional Use Permit 2006-05121.
