ORDINANCE NO. 4096
AN ORDINANCE OF THE CITY OF ANAHEIM AMEND -
IN TITLE I, CHAPTER 1.041, BY ADDING THERETO
SECTIONS 1.04.960, 1.04.9701 1.04.980 AND
1.04.990 TO THE ANAHEIM MUNICIPAL CODE PER-
TAINING TO A SENIOR CITIZEN COMMISSION.
THE CITY COUNCIL OF THE CITY OF ANAHEIM DOES ORDAIN AS
SECTION 1.
That new Sections 1.04.960, 1.04.970, 1.04.980 and
1.04.990 of Chapter 1.04, Title I of the Anaheim Municipal Code be,
and they are hereby, added to read as follows:
01.04.960 SENIOR CITIZEN COMMISSION - CREATION
It is hereby established, pursuant to
Section 900 of the Charter of the City of Anaheim, an
advisory body which shall be called the Senior Citizen
Commission.
1.04.970 SENIOR CITIZEN COMMISSION MEMBERSHIP
AND TERM
.010 The Senior Citizen Commission shall
consist of seven (7) members, sixty (60) years of age
and over, who shall be residents of the City of Anaheim,
none of whom shall hold any paid office or employment
in the City government.
.020 The members of the Senior Citizen
Commission shall be appointed by the City Council
from qualified electors in the City of Anaheim and
shall be subject to removal by motion. of the City
Council adopted by the affirmative votes of a major-
ity of the total membership thereof.
.030 Each member of the Senior Citizen
Commission shall serve a term of three (3) years and
until their respective successors are appointed and
qualified; provided, however, that the terms of the
Commission members first appointed shall expire as
designated by the City Council at the time of their
appointments as follows:
Three (3) on the thirtieth day of
June of the first year following their appointment;
two (2) on the thirtieth day of June of the second
year following appointment; two (2) on the thirtieth
day of June of the third year following appointment.

.040 A vacancy occurring before the ex-
piration of a term of a Commission member shall
be filled by appointment by the City Council for
the remainder of the term.
1.04.980 ORGANIZATION AND MEETINGS
.010 The Senior Citizen Commission shall,
as soon as practicable after its organization, and
thereafter, elect a chairman in accordance with
Section 904 of the Charter of the City, which chair-
man shall preside at meetings of the Senior Citizen
Commission and shall serve at the pleasure of the
Senior Citizen Commission.
.020 Meetings of the Senior Citizen
Commission shall be conducted in accordance with
Section 904 of the Charter of the City of Anaheim.
.030 A majority of the members of the
Senior Citizen Commission shall constitute a quorum.
The Senior Citizen Commission may take action only
upon the affirmative vote -of a majority of the
quorum.
1.04.990 POWERS AND DUTIES
The Senior Citizen Commission is an
advisory body and, as such, shall have the power
and the duties to:
.010 Advise the City Council as to the
needs of the senior citizens within the community
and to make recommendations to the City Council of
possible City or community projects which would
benefit Anaheim senior citizens.
.020 Hold at least one (1) public meeting
each calendar month to act on matters referred to it
by Council and to receive input of senior citizen
needs and senior citizen projects from citizens from
other governmental agencies and from private non-
profit organizations on matters affecting the senior
citizen.
.030 Perform such additional functions as
may be delegated or required by the City Council
from time to time."

SECTION 2.
The City Clerk shall certify to the passage of this or-
dinance and shall cause the same to be printed once within fifteen
(15) days after its adoption in the Anaheim Bulletin, a newspaper
r, of general circulation, printed, published and circulated in said
City, and thirty (30) days from and after its final passage, it
shall take effect and be in full force.
THE FOREGOING ORDINANCE is approved -and adopted by the
City Council of the City of Anaheim this 29th ,, day January, 1980.
