1. CALL TO ORDER: Chair Brown called the meeting to order at 2 p.m.
2. PLEDGE OF ALLEGIANCE: Chair Brown led the Commission in reciting the Pledge of Allegiance.
3. APPROVAL OF THE MINUTES: Chair Brown presented the minutes of the March 17, 2022 meeting.
Commissioner Vicknair made a motion for approval of the minutes, seconded by Commissioner Yagar.
Minutes were approved with six ayes.
4. PUBLIC COMMENTS:
Joe Pak from Sharon Quirk-reported that he met with Commissioner Real about
the Korean War Memorial. Commissioner Real provided two presentations about the Korean
War Memorial to high school history classes at Marina High School in Huntington Beach. Mr.
Pak also offered his assistance in providing hand sanitizer to the community.
5. NEW BUSINESS:
A. LISTOS Emergency Preparedness for Seniors Alexandra Solano: Chair Brown and Wendy
Hernandez introduced Alexandra Solano, from Anaheim Fire and Rescue, to present information on
Emergency Preparedness. Alexandra provided information regarding the LISTOS Program, a
disaster preparedness program designed to help individuals and families to prepare for natural
disasters. It is a free (no cost), eight hour course that will be available for seniors and will be held at
the Downtown Anaheim Community Center in September. The course will teach light CPR and
bandaging, shutting off emergency services, hazards, financial preparedness, creating an
emergency plan and planning ahead, technology assistance, and other resources. This program is
conversation based where examples and scenarios are used to teach preparedness. The goal is to
teach 70% of Anaheim residents emergency preparedness. Commissioner Vicknair questioned
what the minimum cash recommendation for a family is to have on hand. Alexandra stated for a
minimum of $100 in small bills be available for purchases that need to be made. Commissioner
Real questioned how Anaheim Fire and Rescue contacts residents about this program. Alexandra
stated staff reaches out to senior housing facilities to contact residents who do not have access to a
computer. Commissioner Real asked if there is a direct contact phone number to call with any
questions about the program. Alexandra stated her direct line is provided on the informational flyer
provided to the Commission. Wendy Hernandez stated she will be working with Anaheim Fire and
Rescue to ensure seniors are provided with class registration information. Commissioner
McCracken shared with the Commission that Anaheim Fire and Rescue offered the assistance to
put together a handy file that includes medication information and health insurance information in

case of any emergency. Wendy Hernandez commented that this may be an item that is available to
be purchased as a promotional item and can be provided to seniors at no cost through programs or
special events.
B. Council on Aging - Southern California - ReConnect Program Christine Tran-Le: Chair Brown
introduced Christine Tran-Le, representative of the Council on Aging Southern California.
Christine stated she represents Council on Aging Southern California office based in Irvine and
they provide free resources to seniors in Orange County and provided informational brochures
regarding the ReConnect Program. Commissioner Vicknair questioned if the programs provided
are income based. Christine stated that all of the resources provided are free. Christine provided
information regarding the Ombudsman Program, Senior Protection, and Health Insurance
Counseling & Advocacy Program (HICAP). Christine also provided an overview of the Reconnect
Program, which provides free services that include mental health services, resources provided
directly to seniors at their home, case managers, social workers that can provide evaluations, care
packages for seniors, educational workshops for technology, balance and mobility classes, and
transportation to services. Commissioner Vicknair questioned if transportation services are
provided for seniors. Christine stated transportation is provided through grant funding.
Commissioner Vicknair recommended that city staff provide the program information to seniors.
Wendy Hernandez stated she would connect with the Senior Club and city staff to provide the
program information.
Commissioner McCracken reported a fraudulent incident that occurred in her resident building and
thanked the provided programs for teaching her fellow residents about fraud and identity theft.
Commissioner Yagar questioned what source of funding provides these resources. Christine stated
programs are funded through the Orange County Health Care Agency, state provided funds, grants
and fundraising. Commissioner Real requested information regarding health care assistance
information. Christine stated for Commissioner Real to contact her office for assistance. Wendy
Hernandez reminded the Commission of the Senior Mobility Program provided through the
Anaheim Active Older Adult Program where seniors can request transportation to the community
centers and local libraries. Commissioner Vicknair questioned what outreach is available to contact
seniors of the available resources. Wendy Hernandez stated seniors are contacted through the
Active Older Adult Program and through partnership with the Anaheim Senior Citizens Club.
Commissioner Vicknair requested information on the Senior Mobility Program. Wendy Hernandez
stated she would invite the Senior Mobility Program to present at the future Commission meeting.
6. UNFINISHED BUSINESS: None.
7. PUBLIC COMMUNICATION ACTION ITEMS: None.
8. INFORMATIONAL ITEMS:
A. Commissioner Vicknair shared he attended the El Verano Apartments opening that is available for
those 62 years and older. The apartment complex offers different resource assistance to residents.
Chair Brown reported that she visited the El Verano facility and will recommend them to Council on
Aging for assistance.
B. Commissioner Real volunteered to share a recording of the opening ceremony for the Korean War
Memorial in Fullerton at a future Commission meeting.
C. Wendy Hernandez reported the latest Activity Guide summer edition will be available at the
community centers in the next week, and will also be mailed out.

9. ADJOURNMENT: Chair Brown adjourned the meeting at 3:26 p.m.
NEXT MEETING: The next meeting will be held on Thursday, July 21, 2022, at 2:00 p.m.
